A poor report card (KOR)

The National Pension Service (NPS) has done its worst managing the world’s third-largest public pension fund, which ensures financial security for older Koreans. It recorded a negative return rate of 0.92 percent on the funds it managed last year — the poorest result since it was established in 1988. The last time it logged a negative return was in 2008 when it recorded minus 0.18 percent due to the Wall Street-triggered financial meltdown. It lost a total of 5.9 trillion won ($5.3 billion) last year.

The NPS blamed the fall of U.S. stocks — a result of the ongoing trade war between Washington and Beijing — for its poor scorecard. Nevertheless, the state-owned fund claims it fared well when compared with other countries’ public pensions’ performances — for instance, the Japanese Government Pension Investment Fund recorded minus 7.7 percent and the California Public Employees’ Retirement System saw minus 3.5 percent.

Yet the NPS’ claims are only half correct. Those two funds invest more in stocks than in safe securities, such as bonds, with equities taking up 48 percent for both. The NPS invests more money in bonds (52.9 percent) than stocks (35 percent). Its investment portfolio is structured to reap less when stocks do well and lose less when it is the opposite.

The NPS’ negative performance despite its bigger share in safe assets raises questions about the fund’s asset management capabilities, even after taking into account the global market’s weaker conditions last year. The fund had actually been running without the chief investment officer and top investment strategists for a lengthy period. The Canada Pension Plan Investment Board, which also has a 32 percent investment ratio in stocks, reaped a whopping 8.4 percent return on its investment.

The NPS must re-examine its investment strategy. It must draw up a better plan than blaming market conditions for a bad performance.

6조 까먹은 국민연금, 제대로 운용되고 있나
국민의 노후 안전판 역할을 해야할 국민연금이 최악의 운용 실적을 기록하고 있다. 지난해 연간 기금운용 수익률은 1988년 기금 설립 이후 최저치인 -0.92%였다. 마이너스 수익률로 마감한 건 2008년 글로벌 금융위기(-0.18%) 이후 두 번째로, 이에 따른 손실 평가액만 5조9000억원에 달한다.
국민연금공단은 미·중 무역분쟁에 따른 미 증시 급락 등을 수익률 악화의 주 요인으로 꼽으면서, 각각 -7.7%와 -3.5%의 형편없는 수익률에 머무른 일본공적연금펀드(GPIF)와 미국 캘리포니아주 공무원연금(CalPERS) 등 다른 글로벌 연기금에 비해 국민연금은 비교적 선방한 편이라고 덧붙였다. 하지만 이는 절반만 맞는 말이다. 채권 같은 안전자산보다 주식 비중(둘 모두 48%)이 더 큰 이들 글로벌 연기금과 달리 국민연금은 주식(35%)보다 채권(52.9%) 비중이 월등히 높다. 증시가 좋을 땐 상대적으로 수익률이 떨어질 수 있지만 지난해와 같은 약세장에선 안전성이 높기 때문에 수익률 방어에 더 용이하다는 얘기다.
다른 연기금에 비해 안전자산 비중이 확연히 높은데도 국민연금이 마이너스 수익률을 기록한 것은 글로벌 금융시장 저조와 같은 외적 환경을 감안한다 해도 기본적인 운용 역량에 문제가 있다고 볼 수밖에 없다. 리더십 공백과 전문인력 이탈 등 내부 요인이 더 컸다는 얘기다. 실제로 우리와 비슷한 규모의 주식 비중(32%)으로 운영되는 캐나다 연기금(CPPIB)은 마이너스는커녕 8.4%의 운용 수익을 냈다.
국민연금을 고작 1년의 단기 수익률로 평가하는 게 무리라는 의견도 있다. 맞는 말이다. 하지만 좋을 땐 덜 벌고 나쁠 때 제대로 방어하지 못하는 현재의 국민연금 구조는 지속 가능하지 않다. 국민연금공단은 외부 환경을 탓하는 대신 지금이라도 수익률을 높이기 위한 투자 포트폴리오 다변화 등 장기 전략을 다시 짜야 한다.
