After the sudden breakdown of the second U.S.-North Korea summit in Hanoi, Vietnam, denuclearization has once again entered uncertain territory. As North Korean leader Kim Jong-un returned home empty-handed, his South Korean counterpart, President Moon Jae-in, is forced to put his ambitious initiative to establish a new peace regime on the Korean Peninsula on hold. Still, he is only concerned about a potential collapse of rapprochement with North Korea. It is time to find out how to establish peace on the peninsula without any nuclear threats from the recalcitrant regime in Pyongyang.

The unexpected break-off of the Hanoi summit is the result of sharp gap in understanding between Washington and Pyongyang on denuclearization — specifically, because of Kim’s misinterpretation of the concept. In an interview with Fox News Sunday, U.S. National Security Advisor John Bolton said President Trump had given Kim two documents — one in English and the other in Korean — that promised U.S. support of the North’s economic development if it submitted a list of nuclear missiles and materials, as well as biological and chemical weapons, and dismantled them all.

But Kim refused the offer as he wanted sanctions to be substantially lifted in return for the scrapping of an old reactor and some of the uranium-enrichment and plutonium-reprocessing facilities in the Yongbyon nuclear compound. That fell way short of Washington’s expectations for denuclearization.

It seems the Moon administration was not aware of the critical gap at all. President Moon went on accentuating the need to create a new peninsula system for a successful transition to the era of peace and prosperity. The surprising mismatch shows a critical lack of communication between Seoul and Washington. Nevertheless, pro-Moon factions are making one ludicrous remark after the next. Some in the ruling Democratic Party have even proposed another inter-Korean summit in Panmunjom.

Fortunately, Moon held a National Security Council meeting to cope with the repercussions of the Hanoi summit. Yet the administration’s eyes are only fixed on the Yongbyon nuclear facilities. That is wrong. If he really wants to learn lessons from the botched summit, he must seriously reflect on what should be done for denuclearization. The government has been overly buoyed by the festive mood after the PyeongChang Winter Olympics last year. The time has come to get back to basics because what matters most is our national security. Prosperity of the Korean Peninsula comes next.

비핵화 결렬, 정부는 싱가포르회담부터 차분히 복기해 봐야
베트남 하노이의 2차 북ㆍ미 정상회담 결렬로 북한 비핵화는 다시 안개 속으로 빠져 들었다. 문재인 정부가 의욕있게 세운 신한반도체제도 당분간 보류해야 할 처지다. 삼일절을 맞아 신한반도체제 구상을 발표하려 했던 계획도 일단 접고 말았다. 비핵화 협상의 판이 깨지지않게 유지해야 할 고민도 추가됐다. 우리 정부로선 북미간의 입장을 분명히 확인한 만큼 이제 싱가포르에서 하노이 회담에 이르는 전 과정을 원점에서 복기해 보고 새로운 접근 방법을 모색해야 할 때다.
이번 결렬 사태는 ‘빅딜(big deal)’이라는 단어에 대한 북ㆍ미 간의 확연한 인식 차이가 원인이었다. 국제사회는 북한의 완전한 비핵화를 갈망해 온 반면 김 위원장은 이를 적잖게 오판했다. 존 볼턴 미 백악관 국가안보보좌관은 폭스뉴스 선데이와의 인터뷰에서 “트럼프 대통령은 한글과 영어로 된 두 개의 (빅딜)문서를 (김 위원장에게) 전했다”고 밝혔다. 북한이 핵리스트와 함께 핵물질과 핵무기, 미사일, 생화학무기까지 폐기하면, 미국은 북한 경제가 비약적으로 발전하도록 돕겠다는 내용이다. 그러나 김 위원장은 수용하지 않았다. 그는 영변 핵시설 가운데 낡은 원자로와 일부 우라늄 농축시설, 플루토늄 재처리시설 등을 폐기하는 대신 대북제재의 실질적인 해제를 원했다고 한다. 김 위원장의 카드는 미국 입장에선 완전한 비핵화의 절반에도 못 미친다.
우리 정부가 이런 협상 흐름을 충분히 인지해 왔는지는 의문이다. 청와대는 하노이 회담이 결렬되기 불과 몇 시간 전에 남북관계의 획기적인 발전을 상정한 국가안전보장회의(NSC) 의 인사 내용을 공개했다. 이에 앞서 문 대통령은 “식민지ㆍ분단ㆍ냉전에서 평화ㆍ번영의 시대로 우리 주도로 역사의 한 페이지를 넘기고 있다”며 신한반도체제 구상을 예고하기도 했다. 하지만 회담 결과는 딴판이었다. 이를 보면 하노이 회담을 앞두고 한ㆍ미 간 정보 공유가 충분히 이뤄지지 않았다는 점을 직감할 수있다. 회담의 흐름을 읽지 못했다고 밖에는 볼 수없다.
그나마 어제 문 대통령이 NSC를 열어 그간의 과정을 살피고 대책을 논의했다는 점은 다행한 일이다. 정부가 섣불리 북ㆍ미 중재에 나서기 전 하노이회담을 되짚어 보자는 차원이라고 한다. 이왕 복기를 하려면 지난해 6·12 싱가포르 1차 북ㆍ미 정상회담부터 따져 봐야 한다. 당시 북한은 "완전한 비핵화"를 약속했다. 싱가포르에서 최근 하노이에 이르는 기간동안 북미간의 교섭 과정, 달라진 서로의 얘기들, 낙관적 사고(wishful thinking)에 빠져 우리가 놓친 대목들, 정보 채널의 효율적 가동 여부 등을 총체적으로 점검해야 한다. 그리곤 보완할 것을 찾아내 향후 대미,대북 교섭에 반영해야 할 것이다. 사실 정부는 지난해 평창 겨울올림픽 이후 갑자기 찾아온 한반도 평화 무드에 한껏 들떠 있었다. 그런 만큼 이제 초심으로 돌아가야 한다. 남북경협도 물론 중요하지만 진정한 북한 비핵화를 통한 국민의 안전이 최우선이자 바로 그 초심이다.
