Unneighborly behavior (KOR)

Korea-Japan relations have hit their bottom. The two countries show signs of boycotting each other’s products. The hostility stems from the clash of Japanese Prime Minister Shinzo Abe’s rightist policies and South Korean President Moon Jae-in’s bid to fuel anti-Japanese sentiment. More specifically, the breakdown took place after the Moon administration nearly scrapped an agreement between Seoul and Tokyo to heal the wounds from the wartime sexual slavery issue and after Korea’s Supreme Court ordered Japanese companies to compensate Koreans for forced labor during World War II.

Diplomatic conflicts can be resolved via diplomacy, yet campaign boycotts are capable of irrevocably damaging the private sector in all countries involved. Here, the boycott movement is simultaneously spreading in both countries. The difference is that it takes the form of state-led nationalism in Korea, while it is driven by excessive hatred of Korea in Japan. Simply put, such practices are beneath us.

The Gyeonggi provincial assembly took the lead in the campaign in Korea. The local assembly is pushing for an ordinance requiring primary, middle and high schools in the province to put stickers reading “This product was produced by a Japanese company that was a war criminal!” on goods priced over 200,000 won ($177) in schools. The move is aimed at boycotting products from major Japanese companies, including Mitsubishi Heavy Industries. Such actions are not to be condoned in an open economy like Korea’s.

The government should be held accountable for fueling anti-Japanese sentiment. In an address to commemorate the centennial of the March 1, 1919, Independence Movement, President Moon said attacking others for being communists originated from the Japanese colonial days (1910-45). “People are still using it as a tool for slandering and attacking their political opponents,” he said. His views are disappointing since they suggest an ideological frame in which the liberal administration may attack the conservatives in our society. Choi Jang-jip, professor emeritus of Korea University and an veteran liberal, expressed concerns about the government’s scheme to link pro-Japanese legacies to the conservatives.

A spontaneous campaign among Japanese to boycott Korean products is also picking up steam. Friction between Seoul and Tokyo should be resolved. When Korea faced an unprecedented foreign exchange crisis in 1997, Japan helped us stay afloat. Japan must face the past squarely and Korea must stop exploiting pro-Japanese legacies.

외교 갈등에 불매운동까지…‘친일 몰이’ 당장 그만두라
한ㆍ일 관계가 최악이다. 서로 불매운동까지 벌일 조짐이 나타난다. 아베 신조 총리의 우경화 정책과 문재인 정부의 반일(反日) 정서 부채질이 충돌하면서 양국은 가까이하기엔 너무 먼 나라가 되고 있다. 두 나라 사이가 틀어진 것은 문 정부 출범 이후 위안부 합의문이 사실상 파기되고 한국 대법원이 강제징용 배상 판결을 내리면서 본격화했다.
상황이 심각한 것은 외교 갈등은 언제든 외교적 노력으로 풀면 되지만 불매운동은 민간 교류에 영향을 미쳐 돌이킬 수 없는 피해를 초래할 수 있다는 점이다. 공교롭게 불매운동은 양국에서 동시에 고개를 들고 있다. 차이가 있다면 한국은 ‘관제(官製) 민족주의’ 성격을 띠고, 일본은 언론의 과도한 ‘혐한 감정’ 부채질이 영향을 미치고 있다는 정도다. 어느 쪽이 더 나쁘다고 볼 수 없지만 양쪽 다 이성을 잃고 서로 도움이 되지 않는 시대착오적 행태임에 틀림없다.
한국에선 경기도의회가 먼저 나섰다. 경기도의회는 초ㆍ중ㆍ고교가 보유한 일본산 비품 중 20만원이 넘는 품목에 대해 ‘일본 전범(戰犯) 기업이 생산한 제품입니다’라고 적힌 스티커 부착을 의무화하는 조례안을 추진하고 있다. 강제징용 배상판결을 받은 미쓰비시중공업을 비롯한 일본 주요 기업에 대한 불매운동을 부추기는 것인데, 수출로 먹고사는 한국의 개방 경제 체제에선 아무런 실효성이 없는 감정적 대응일뿐이다.
이런 반일 감정 선동이 확산하는 데는 문 정부의 책임이 크다. 문 대통령은 3ㆍ1절 100주년 기념사에서 “빨갱이와 색깔론은 우리가 하루빨리 청산해야 할 대표적 친일 잔재”라며 “지금도 우리 사회에서 정치적 경쟁 세력을 비방하고 공격하는 도구로 빨갱이란 말이 사용되고 있다”고 말했다. 이는 마치 ‘정부 정책과 코드에 이견을 보이면 친일파’라는 정치적 프레임을 만든 게 아니냐는 비판이 나오게 된 배경이다. 진보 성향의 정치학계 원로인 최장집 고려대 명예교수조차 문 대통령의 기념사를 두고 “친일 잔재와 보수 세력을 은연중에 결부시키며, 이를 청산해야 한다고 했다”고 지적했을 만큼 ‘관제 반일 감정’ 부추기를 우려했다.
일본에서 고개를 드는 자발적 한국 제품 불매운동 조짐도 걱정스럽다. 올해 50주년 한ㆍ일 경제인회의가 돌연 연기되면서 양국 기업 간 관계도 급격히 경색돼 왔다. 그런데 이제는 일본인들 사이에 사회적연결망(SNS)에 댓글을 다는 방식으로 한국 제품 불매운동이 퍼져나가고 있다. 여기에는 일본 정치권의 입장을 중계하며 연일 혐한 정서를 부추기는 일본 방송의 책임도 크다. 자제하길 바란다.
위험수위를 넘어선 한ㆍ일 갈등은 방치하면 안 된다. 그간 양국은 갈등을 벌여도 ‘정경분리 원칙’에서 크게 벗어나지 않았다. 1997년 외환위기 때도 “일본의 버르장머리를 고쳐놓겠다”는 김영삼 대통령의 지나간 발언이 있었지만 일본은 구제금융의 손길을 택했다. 하지만 지금 같아선 어림없는 일이다. 일본 역시 혐한 감정을 부추겨서 좋을 게 없다. 일본은 과거를 직시하고, 한국은 정치적 친일(親日) 몰이를 멈춰야 한다. 미래지향적 실사구시만이 상생하는 길이다.
