President Moon Jae-in has turned his attention to the recovery of our economy. In a two-hour meeting at the Blue House with former top officials handling the economy, he listened to their straightforward advice on how to get the economy back on track. They urged Moon to change his controversial “income-led growth” policy and accelerate deregulations across the board, including labor flexibility. At a March 28 meeting with foreign business leaders, including Jeffrey Jones, chairman of the board of governors at Amcham Korea, Moon also expressed a determination to revitalize the economy by “removing regulations and reinforcing investment incentives.”

Given the dire condition of our economy, Moon took the right decision to sit down and listen to various views. Production, consumption and investment all turned negative in February with exports — the linchpin of our economy — declining for the fourth consecutive month. Under such circumstances, the Blue House and economic ministers must speak with one voice — but they don’t. Despite the former economic officials’ outspoken words of advice, the Blue House issued a press release in which it said they only advised the president to make up for “some flaws in existing policies.”

More alarming is Fair Trade Commission (FTC) Chairman Kim Sang-jo’s steadfast hostility toward companies. His role as head of the antitrust body should be to help them do business by correcting unfair business practices and clearing obstacles to business, not obstructing companies’ growth. Yet the former activist-turned-apparatchik continues demonstrating his deep-rooted antagonism toward the corporate sector.

In a meeting in February to discuss ways to prevent the prosecution from abusing its power when they investigate companies after the FTC lost the right to accuse them of illegitimate practices, he told a lawmaker not to worry too much. His remarks provoked a strong reaction from the lawmaker. Before delivering a speech at an international event last month, Kim prepared a speech in which he compared conglomerates to “social ills.” He changed the wording to “I like chaebol” in the face of public outrage. Shortly after taking office, Kim said he was late for a meeting with the finance minister because he was busy punishing conglomerates.

That wasn’t funny. A country can survive only when it is solidly backed by the competitiveness of its corporate sector. We hope Kim doesn’t really want to throw cold water on his boss’ efforts to rejuvenate the economy.

“여당이 왜 기업 걱정하냐”고 타박한 공정거래위원장
문재인 대통령이 경제 살리기에 부쩍 신경쓰고 있다. 그제는 경제정책 원로들을 청와대로 초청해 2시간 동안 조언을 들었다. 이 자리에서 문 대통령은 청와대 참모로부터 듣기 어려웠던 직언(直言)을 많이 들을 수 있었다. 원로들은 ‘결함투성이로 드러난 소득주도 성장의 궤도를 수정하고, 노동 유연성을 비롯한 규제 개혁에 박차를 가해야 한다’고 정책 기조 수정을 요구했다. 지난달 28일 제프리 존스 주한미상의(AMCHAM) 이사장 등 주한 외국기업 대표자들을 초청한 자리에서도 문 대통령은 “규제를 걷어내고 투자 인센티브를 강화하겠다”며 경제 활성화 의지를 직접 피력했다.
문 대통령이 귀를 열고 각계의 얘기를 듣는 것은 암울한 경제 상황을 볼 때 매우 적절하다. 올 2월 생산ㆍ소비ㆍ투자가 모두 마이너스로 돌아섰고, 한국 경제의 버팀목이던 수출은 4개월째 마이너스 행진이다. 엄중한 현실 앞에 대통령이 앞장서면 청와대와 장관들은 같은 목소리를 내야 한다. 그런데 그럴 기미가 안 보인다. 그제 원로들과의 대화 이후 청와대가 정리한 보도자료는 정책 기조를 아예 바꿔야 한다는 직언은 오간 데 없고 원로들이 정책 보완만 주문했다는 식이었다.
더 우려스러운 것은 기업이 막힌 곳을 뚫어줘야 할 공정거래위원장이 기업의 앞길을 자꾸 가로막으려 한다는 점이다. 이러려고 공정위가 존재하는 건 아니다. 불공정이 있으면 바로 잡아주되 기업 활동의 장애를 뚫어주는 게 공정위의 역할 아닌가. 그런데 김상조 위원장은 기업에 대한 적대적 인식을 거듭 드러내고 있다.
지난 2월에는 공정위의 ‘전속고발권’ 폐지 이후 검찰의 기업 수사 남발 방지책을 논의하는 자리에서 “여당이 왜 이렇게 기업 걱정을 하느냐”고 타박했다가 더불어민주당 의원에게 “여당이 기업 걱정하면 안 되느냐”고 면박당했던 것으로 그제 밝혀졌다. 지난달에는 국제행사 연설문에 “재벌은 사회적 병리(social-ill)”라는 원고를 준비했다가 비난 여론이 들끓자 실제 연설에선 “나는 재벌을 좋아한다”고 말을 바꿨다. 취임 초에는 김동연 경제부총리와의 회의에 지각해선 “재벌 혼내주느라 늦었다”고 했다. 이 정도면 실수라고 보기 어렵다. 오죽하면 여당 의원이 “기업 걱정하면 안 되냐”고 맞받아쳤겠는가. 국가와 국민이 세계 경쟁에서 살아남는 길은 오직 기업 경쟁력 강화에 있다는 뜻 아닌가. 김 위원장은 문 대통령의 경제 활성화 노력에 찬물을 끼얹지 말고 기업에 대한 정부 본연의 역할이 무엇인지 제발 진지하게 성찰하기 바란다.
