Challenges to a renaissance (KOR)

President Moon Jae-in has come up with a bold plan to raise Korea’s per-capita national income to $40,000 by 2030 and make its manufacturing industry one of the four largest in the world. We welcome the plan, but they are difficult targets. Moon explained the reasons himself. In a ceremony on Wednesday to outline his vision, he admitted Korea’s inability to create new industries over the last three decades. “As our manufacturing sector lost steam, China is poised to surpass Korea,” he said.

Without a strong manufacturing base, we cannot be a leader in the fourth industrial revolution and its myriad technologies from big data to artificial intelligence (AI), drones and self-driving cars. Moon vowed to get rid of multiple layers of regulation — which hinder the development of the manufacturing industry — to raise the number of top companies to 1,200 from 573, increase the share of new industries to 30 percent from the current 16 percent and lift our export volume to fourth place from a current sixth in the world.

The decline of once-mighty Britain — now the fifth largest economy in the world — coincided with the downturn of its manufacturing sector. Japan’s “lost” decades partly resulted from Korea and China’s rise in manufacturing. Advanced countries have already started to revitalize their manufacturing fields, as seen in U.S. President Donald Trump’s “America First” policy aimed at restoring the manufacturing base of the United States. To achieve that goal, he lowered the maximum corporate tax rate to 21 percent from 35 percent, which resulted in some “reshoring” of U.S. manufacturing companies.

Japan rolled up its sleeves to reinforce the competitiveness of its manufacturing sector. According to consulting firm Deloitte, Japan’s manufacturing competitiveness rose to fourth place in 2016 from 10th in 2013 thanks to the government’s “Society 5.0” strategy aimed at upgrading the traditional manufacturing base. Reshoring was accelerated after Tokyo lowered its maximum corporate tax rate to 23 percent from 39.4 percent. Germany is no different, as seen in its “Industry 4.0” project.

Moon’s ambitions can be achieved only when the economy is backed by a strong manufacturing base. Yet manufacturing companies are fleeing the country to avoid regulations and cut their labor costs. Their overseas direct investment doubled last year compared to the previous year, and in the first quarter of this year increased by a whopping 40 percent. The government must deregulate and launch labor reform before it’s too late.

'제조업 르네상스' 반드시 성공시켜야 한다
문재인 대통령이 국민에게 ‘344’를 제시했다. ‘2030년까지 국민소득 4만 달러와 제조업 4강을 달성한다’는 경제 도약 목표다. 반갑지만 사면초가에 빠진 한국 경제에는 쉽지않을 목표이기도 하다. 왜 그런지는 문 대통령이 그제 ‘제조업 르네상스 비전 선포식’에서 밝힌 한국 경제의 현실이 말해준다. 문 대통령은 “반도체 이후 신산업은 하나도 못 만들었다”며 “한국 제조업의 활력이 떨어지면서 중국은 한국의 추격자를 넘어 추월자가 되고 있다”고 말했다. 뼈 아픈 얘기지만 엄연한 현실이다. 한국은 제조업 경쟁력이 약화하면서 철강ㆍ조선ㆍ자동차부터 휴대전화까지 중국의 저가 공세에 덜미를 잡혀 끝 안 보이는 저성장의 늪에 빠져들고 있다.
제조업 경쟁력 약화의 부정적 효과는 여기서 그치지 않는다. 빅데이터ㆍ인공지능ㆍ드론ㆍ자율주행차 같은 4차 산업혁명 기술도 제조업과의 융ㆍ복합이 없으면 불가능하다. 문 대통령이 “융ㆍ복합을 가로막는 규제를 걷어내겠다”며 ‘민ㆍ관 전략회의’를 신설해 기업 애로사항을 해결해주기로 한 이유다. 이를 통해 정부는 2030년까지 일류기업 수를 573개에서 1200곳으로, 신산업 비중을 16%에서 30%로, 수출 규모를 세계 6위에서 4위로 끌어올린다는 목표를 세웠다.
제조업이 왜 중요한지는 역사가 증명하고 있다. 한때 해가 저물지 않던 나라였던 영국이 세계 5위 경제권으로 밀려난 것도 제조업의 퇴조와 비례한다. 일본이 ‘잃어버린 20년’을 겪은 것도 제조업의 우월적 지위가 한국에 이어 중국에 잇따라 쫓기면서 나타난 결과로 볼 수 있다. 선진국들은 이런 위기의식에 따라 진작에 제조업 부흥에 박차를 가해 왔다. 트럼프 미국 대통령의 ‘아메리카 퍼스트’ 정책 역시 핵심 동력은 제조업의 부활이다. 이를 위해 미국은 법인세 최고세율을 기존 35%에서 21%로 낮추면서 해외로 나갔던 미국 제조업의 회귀(리쇼어링)를 촉진했다.
일본도 제조업 경쟁력을 한층 강화했다. 컨설팅 업체 딜로이트에 따르면 2016년 일본의 제조업 경쟁력은 2013년 세계 10위에서 4위로 올라섰다. 과감한 규제 완화를 통한 기업가정신 고양으로 전통 제조업의 업그레이드를 촉진한 ‘소사이어티 5.0’ 전략의 결과다. 법인세 최고세율을 39.4%에서 최저 23%로 낮추자 리쇼어링이 부쩍 늘어난 것도 성과였다. 독일도 진작에 ‘인더스트리 4.0’을 통해 제조업의 스마트화를 지원함으로써 아디다스 등 독일 기업의 리쇼어링을 촉진했다. 독일이 유럽 경제의 견인차가 된 것도 강력한 제조업에 힘입었다는 얘기다.
문 대통령의 구상도 미ㆍ중ㆍ일ㆍ독처럼 제조업 부활 환경부터 만들어야 실현이 가능하다. 하지만 제조업의 탈(脫)한국 우려가 커지는 게 안타까운 현실이다. 지난해 제조업의 해외 직접투자는 전년 대비 배로 늘었고 올해 1분기에도 40% 증가했다. 그만큼 양질의 일자리가 빠져나갔다. 최저임금 과속 인상과 획일적 근로시간 단축 같은 반(反)시장 정책의 여파가 컸다. 제조업 르네상스는 이 흐름부터 멈춰 세워야 현실성을 띤다. 나아가 제조업을 옭아맨 낡은 규제를 풀고 노동개혁을 병행해야 제조업이 살아날 수 있다. 구호만 무성하고 공유경제 하나 제대로 하지 못하는 혁신성장처럼 말 따로 행동 따로가 돼선 안 된다. 꼭 필요한 비전은 세운 만큼 실행 환경을 신속하게 정비하는 후속 작업을 바로 추진해주길 바란다.
