A dangerous path (KOR)

Some progressive education superintendents are accused of abusing their authority in order to meet their ideological goals rather than their students’ interests. North Jeolla Education Office Superintendent Kim Seung-hwan revoked the license for an autonomous institution for Sangsan High School — the most prestigious school in the province — by applying tougher standards to it than in other regions. The school was disqualified after missing a mere 0.39 points in its annual eligibility test. Seoul Education Office superintendent Cho Hee-yeon is spearheading a crusade to eliminate autonomous schools or other elite schools to uphold President Moon Jae-in’s campaign promise to ensure more equality in high school education.

Announcing an outline to convert autonomous high schools to general schools on Thursday, Cho proposed to simplify secondary schooling by eliminating elite schools. He proposes a revision in the law to simply ban autonomous schools — including private schools — running their own curriculum.

Progressive education chiefs under encouragement from the Moon administration have been calling for the elimination of elite schools in the belief that they exacerbate imbalances in education and fuel competition to enter top universities. It is true that many schools — including Sangsan, famous for sending their students to medical schools — have turned into gateways for prestigious universities. Because of heavy competition, smart students prefer autonomous schools over the general schools in their neighborhoods.

But the elite schools cannot be blamed for the weakening of public high school standards. Liberal education heads scrapped state-administered exams for public schools to ease pressure on students. As a result, education standards have significantly deteriorated in those schools to the extent that one out of 10 middle and high school students failed math aptitude tests.

Public schools will not suddenly improve after the elimination of elite schools. Restricting choice is not the best means to a better education for all.

Education policy has been guided by political factors rather than the interests of students. As a result, the competitiveness of our education has fallen. Even as the number of students rapidly falls due to the country’s low birth rate, the government is placing extra elementary school teachers in middle and high schools. Instead of being obsessed with elite schools, superintendents must give some serious thought to the future of education for the sake of students and parents.

'교육의 미래' 사라진 두 교육감의 의험한 독주
학교 교육을 자신의 신념 구현의 장으로 여기는듯한 일부 교육감의 독주가 계속되고 있다. 김승환 전북교육감이 해당 지역만 자사고 재지정 기준 점수를 다른 시도보다 10점 높인 후 0.39점 미달을 이유로 이 지역 명문 상산고의 자사고 취소를 강행한 데 이어, 조희연 서울시교육감은 문재인 정부의 대선 공약이었던 '자사고·특목고의 일반고 전환', 즉 수월성 교육을 인정하지 않는 교육 평준화의 총대를 메고 나섰다. 모두 엘리트 교육을 없애고 기계적 평등을 학교 현장에 이식하겠다는 행보다.
조 교육감은 지난 17일 '일반고 전환 자사고 동반성장 방안 포함 일반고 종합 지원계획'을 발표하면서 "국민 공론화를 통해 현 고교 체계를 일반고 중심으로 단순화하자"고 전격 제안했다. 지금은 교육청 평가를 통해 개별적으로 자사고 지정을 취소하는데 관련법을 개정해 이런 절차없이 모든 자사고·특목고를 한꺼번에 없애겠다는 얘기다. 그는 지난해 말까지만 해도 본인 임기인 2022년까지 자사고·특목고 5곳을 일반고로 전환하는 단계적 폐지안을 내놨다. 하지만 최근 상산고의 자사고 지정 취소를 계기로 찬반을 둘러싼 논란이 거세지자 일괄 폐지라는 강수를 내놓은 것이다.
문재인 정부 이전부터 김 교육감을 비롯한 이른바 진보 계열 교육감들은 다양한 인재양성이라는 설립취지를 벗어나 학원식 입시교육으로 고교를 서열화한다는 이유로 자사고·특목고 폐지를 주장해 왔다. 실제로 '의대 사관학교'라는 별명이 붙은 상산고 뿐 아니라 숱한 자사고·특목고가 명문대 진학 코스로 변질된 측면이 있기는 하다. 또 성적이 우수한 학생을 먼저 선발하다보니 일반고가 황폐화한 측면도 있다. 하지만 일반고가 망가진 건 자사고·특목고 탓만은 아니다. 진보 진영이 과도한 학력 경쟁과 입시 스트레스를 빌미로 국가 수준 학업 성취도 평가를 없애 상대적으로 교육지원이 부족한 일반고의 교실 붕괴를 부추긴 측면도 분명 있다. 일례로 최근 교육부의 표본 평가에서 중고생 10명 중 1명이 수포자(수학포기자)로 나타나는 등 주요 과목의 기초학력 저하가 점차 심각해지는 것으로 드러났다. 학교가 수준별 맞춤 교육을 제공하지도 않으면서 무작정 시험만 없애니 빚어지는 현상이다. 오죽하면 사설 출판사가 주관하는 수학학력평가에 초등생 10만 명이 몰리겠는가. 이런 상황에서 이미 망가질 대로 망가진 일반고가 자사고만 없앤다고 저절로 살아날 리가 없다. 자사고·특목고를 죽여서 일반고를 살리겠다는 식의 아집이 교육정책의 중심에 있을 게 아니라 하루가 다르게 급변하는 세상 속에서 학생들이 저마다 처한 위치에서 미래를 준비할 수 있는 교육이 무엇인가에 대한 고민이 그 자리를 차지해야 한다.
두 교육감에게서는 그러나 이런 고민을 찾아보기 어렵다. 조 교육감은 이미 시행중이거나 예산을 추가 배정하는 식의 재탕 수준의 일반고 지원 정책을 내놓으면서 "재벌과 택시운전사 자녀가 함께 만나 어울리며 공부하는 곳으로 만들겠다"고 말했다. 교육의 본질을 벗어난, 달콤하지만 무책임한 선동적인 발언이다. 김 교육감 역시 상산고 학부모 3명으로부터 직권남용 및 명예훼손 혐의로 고소·고발당하면서도 끝내 소통을 거부하는 안하무인식 행보를 이어가고 있다. 이쯤되면 무엇을 위한, 또 누구를 위한 자사고 폐지인지 묻지 않을 수 없다.
지금까지 우리 교육은 수혜자인 학생보다 교사의 일자리나 정치 논리가 더 앞서면서 교육 경쟁력은 후퇴하고 학생이 짊어지는 고통은 늘어나는 방향으로 이어져 왔다. 심지어 저출산에 따른 학생 수 감소에 정부는 교육의 질은 전혀 고려하지 않은 채 초등학교 교사의 중고생 수업 배정이라는 방안을 내놓을 정도다. 두 교육감은 자사고·특목고 폐지에만 열 올릴 게 아니라 지금이라도 진지하게 학생과 학부모가 납득할 수 있는 우리 교육의 미래를 고민 또 고민해서 내놓기 바란다.
