Time for a prudent approach (KOR)

In an alarming development, the deepening South Korea-Japan conflict over Tokyo’s trade restrictions on Seoul is poised to affect the South Korea-U.S. alliance after Chung Eui-yong, director of the National Security Office, raised the possibility of reconsidering the General Security of Military Information Agreement (Gsomia) — a bilateral military intelligence-sharing agreement — with Japan. Most surprised was the United States. U.S. President Donald Trump hurriedly sent his National Security Adviser John Bolton to Tokyo and Seoul. Following a trip to Tokyo on Monday, Bolton will discuss the Gsomia with Chung in Seoul today. The move reflects the severity of the issue, as the South Korea-Japan row over trade and history can adversely affect security on the Peninsula.

The Gsomia between Seoul and Tokyo is very important because the South Korea-U.S. joint defense system is based on the agreement. That’s why the U.S. government requested its two core allies sign it. Despite an alleged lack of intelligence exchanges between South Korea and Japan in the past, the agreement plays a critical role in times of crisis, such as North Korea’s missile launches or nuclear threats. Yet some people in the Moon Jae-in administration made light of the accord.

The result of Japan’s analysis of the North’s sixth nuclear test and ballistic missile launches in 2017 was quite different from that of South Korea and the United States. That means Japan has acquired lots of sensitive information on North Korea’s nuclear weapons and missiles thanks to a number of radar stations along its west coast and five spy satellites.

In a contingency on the peninsula, Gsomia plays a crucial part in preparing for — and responding to — North Korean provocation. The United States is supposed to send military equipment and logistics through U.S. bases in Japan, not to mention ground troops and marine forces deployed in Okinawa, Japan. That’s not all. If North Korea mines the high seas on the East and South Sea to block U.S. reinforcements from entering the peninsula, Japan’s Maritime Self-defense Force can remove the mines, if necessary. The maintenance of the F-35 stealth fighters our Air Force is introducing will also be done in Japan.

Such tactics are possible when they are backed by shared military information. The absence of Gsomia creates a huge loophole in defending South Korea. Yet Chung frivolously mentioned a possible revocation of the information-sharing agreement. That can critically shake the South Korea-U.S. alliance. We urge the government to approach the issue very prudently.

정부, 한ㆍ일 정보보호협정 만큼은 가장 신중히 대응해야
한ㆍ일 갈등이 외교ㆍ경제 마찰을 거쳐 한ㆍ미동맹 문제로까지 비화할 조짐이라 크게 우려된다. 지난 18일 한ㆍ일 군사정보보호협정(GSOMIA) 파기 논란에 대해 “상황에 따라 재검토할 수 있다”는 정의용 청와대 안보실장의 발언이 계기였다. 이에 가장 놀란 당사자는 미국이다. 한ㆍ일 갈등을 관망하던 트럼프 미국 대통령은 GSOMIA 논란이 불거지자 존 볼턴 미 백악관 국가안보보좌관을 급파했다. 볼턴 보좌관은 어제 일본을 거쳐 오늘은 서울에서 정 실장 등과 GSOMIA에 대해 논의할 예정이다. 그만큼 미국 입장에선 심각한 이슈로 보고 있다. 한ㆍ일 문제가 한반도 안보에까지 나쁜 영향을 준다는 판단에서다.
한ㆍ일 GSOMIA가 중요한 이유는 바로 한ㆍ미 연합방위체제의 기반이 되는 협정이기 때문이다. 그래서 처음부터 미국이 이 협정 체결을 요청했고 많은 공을 들였었다. 사실 GSOMIA 체결 이후 한ㆍ일 군 당국 사이에 정보교류가 적다거나 일본에 군사정보를 제공할 이유가 없다는 시각도 있었다. 그러나 이 협정은 북한 미사일 발사나 핵 위협 또는 한반도 유사시엔 강력한 기능을 발휘한다. 평시보다 전시 및 안보위기 상황에서 더욱 중요하다. 그런데도 이 협정을 대수롭게 생각하지 않는 분위기가 정치권이나 정부 내에 상존해 왔던 것도 사실이다.
2017년 북한의 6차 핵실험과 탄도미사일 발사에 관한 일본의 분석은 한ㆍ미 정보당국과 사뭇 달랐다고 한다. 일본만의 노하우가 들어있었다는 게 군 관계자의 얘기다. 또한 일본은 한국이 수집할 수 없는 다양한 북한 핵ㆍ미사일 정보를 갖고 있다. 북한 핵ㆍ미사일은 현재 우리에게 가장 큰 생존의 위협이다. 북한이 동해안에서 미사일을 발사하면 일본이 가장 먼저 파악한다. 동해에 인접한 일본에는 북한 정보를 수집할 수 있는 레이더가 집중 배치돼 있다. 일본은 정찰위성도 5기나 운영 중이다.
한반도 유사시엔 GSOMIA가 가장 중요하다. 북한이 도발하면 미국은 주일 미군기지를 거쳐 병력과 수많은 군사장비ㆍ물자를 한국에 보낸다. 유엔군 병력도 주일미군기지인 유엔사 후방기지에 일단 집결한 뒤 한국으로 증파한다. 일본 오키나와에는 미 해병대 병력이 있다. 이처럼 일본은 한반도 방위를 위한 미국의 활동을 전반적으로 지원하게 돼 있는 게 동맹의 시스템이다. 뿐만 아니다. 북한이 미 증원군의 한반도 진입을 차단하기 위해 동ㆍ남해의 공해 상에 부설한 기뢰도 필요하면 일본 해상자위대가 제거한다. 올해부터 공군이 도입 중인 F-35 전투기의 정비도 일본에서 이뤄질 전망이다.
이런 전술은 대부분 군사기밀을 전제로 한다. 그래서 한ㆍ일 정보보호협정이 없으면 한반도 방위엔 큰 구멍이 생긴다. 상황이 이럴진대 청와대 안보실장이 GSOMIA철회를 함부로 거론하는 건 신중치 못하다. 한ㆍ미 관계마저 헝클어뜨릴 수 있다. 정부는 GSOMIA만큼은 '극일'이 아니라 중차대한 한ㆍ미동맹, 안보 관련 사안이란 점을 명심하고 신중히 대응해 주길 바란다.
