Facing reality (KOR)

Deflation fears have been growing since Statistics Korea announced that the consumer price index fell 0.4 percent in September compared to the same period last year. The drop is the first of its kind since 1965, when the government started to collect such data. The Moon Jae-in administration attributed the drop to lower oil prices and food prices stabilizing this year after they soared last year due to an unprecedented heat wave in the summer.

That explanation is hard to accept. Price increases outside of the food and energy sectors were 0.5 percent on year — the lowest growth in 20 years — even when services prices went up sharply after the government pushed drastic hikes in the minimum wage over the last two years. The Korea Development Institute, a state-run think tank, blamed decreased demand for lower prices. “Deflation will likely continue,” it said bluntly.

Most indicators look bad, including exports, investment and production. In the meantime, our middle class is shrinking and wealth polarization is widening. Employment is not looking good. The liberal administration threw money at the problem but only increased jobs for the elderly. The Kospi and the won’s value has fallen by the largest margins among major global economies. Next year alone, the government needs to issue 60 trillion won ($50.1 billion) worth of national bonds.

The economy may go through a painful cycle of dwindling demand leading to reduced production, shrunken investment, job losses and decreased incomes. But the government’s reaction is strange. It says our economy has not entered the deflation phase yet.
Unfortunately, the issue is not whether our economy is in crisis or not, but what to do about the crisis we are in.

The Moon Jae-in administration is brushing off crisis talk as “fake news.” Moon went so far as saying, “Our economy is moving in the right direction.” To be fair, the government has its hands full defending controversial Justice Minister Cho Kuk from attacks from opposition parties — and contempt from the public at large.

We wonder if the government and ruling party are really insensitive to the people’s economic woes. A government long ago assured everyone of the strength of our economic fundamentals — and ended up seeking an international bailout in 1997. The Moon administration’s “income-led growth” policies failed over the past two and a half years. It must come up with pro-business policies to rejuvenate the economy before it’s too late.

경제 위기의 싹은 불감증 속에서 자란다
첩첩산중이다. 이젠 한국 경제에 ‘D(디플레이션)의 공포’마저 드리웠다. 경기가 얼어붙어 물건이 팔리지 않는 바람에 물가가 떨어지고 있다는 두려움이다. 불을 댕긴 건 이달 초 통계청이 발표한 물가 동향이다. 지난달 소비자 물가가 1년 전보다 0.4% 떨어졌다. 1965년 통계를 내기 시작한 이래 처음 맞닥뜨린 마이너스 수치다. 정부는 애써 의미를 축소했다. “지난해 폭염으로 치솟았던 농산물 가격이 올해 안정됐고 석유류 값도 내렸기 때문”이라고 설명했다. 요컨대 경기 침체가 물가를 떨어뜨린 요인이 아니라는 것이다.
수긍하기 어렵다. 정부가 '하락의 주 요인'이라는 식료품과 에너지를 제외한 물가도 심상치 않다. 0.5% 오르는 데 그쳐 20년 만에 최저를 기록했다. 잔뜩 올린 최저임금 때문에 외식 같은 서비스 물가가 뛰었는데도 그렇다. 일반 상품 수요가 위축되지 않고서는 나타나기 힘든 현상이다. 국책 연구기관인 KDI도 “저물가가 지속하는 원인은 수요 위축에 있다. 경기 부진에 따른 저물가는 장기화할 가능성이 크다”고 진단했다.
지금 한국 경제는 빨간불 투성이다. 수출, 투자, 제조업 생산 등 무엇하나 온전한 게 없다. 중산층 비중은 쪼그라들었고, 빈부 격차는 갈수록 심해지고 있다. 정부가 자랑하는 고용 또한 속내는 참담하다. 세금으로 찔끔 월급 주는 어르신 일자리만 잔뜩 늘었다. ‘경제의 바로미터’인 주가지수와 원화가치 하락 폭은 주요국 가운데 최악 수준이다. 당장 내년에만 60조원 적자 국채를 찍어내야 할 판이다. 이런 점들로 인해 ‘R(경기 침체)의 공포’라느니, ‘J(일본식 장기 불황)의 공포’라는 말이 나돌았다. 며칠 전 신용평가사 S&P가 올해 한국의 경제성장률 전망치를 1.8%로 낮췄지만, 그 정도는 관심조차 받지 못하는 게 지금의 상황이다.
이 가운데 발표된 물가 하락은 불안을 한층 부추겼다. 자칫 ‘수요 위축→생산 감소→기업 투자 축소→일자리 증발→소득 저하→수요 위축’이란 악순환에 빠질 수 있어서다. 하지만 정부의 대응은 엉뚱하기까지 하다. “물가 하락이 장기화하는 디플레이션은 아니다”라고만 강변한다. 번지수가 틀렸다. 지금 퍼지는 건 현 상황이 위기냐 아니냐 하는 논란이 아니다. ‘점점 더 심각해질 수 있다’는 불안감이다. “그러기 전에 제대로 대책을 세우라”고 국민은 요구하고 있다.
그래도 정부는 그저 “경제 위기란 말은 가짜 뉴스”라고 몰아붙이고 있다. 문재인 대통령은 나아가 “경제가 올바른 방향으로 가고 있다”고 했다. 이해하기 어려운 판단이다. 이 정부가 잘못 한다고 국민이 꼽은 1ㆍ2위가 ‘인사’와 ‘경제ㆍ민생’이란 점(한국갤럽 조사)은 안중에 없는 듯하다. 여당도 마찬가지다. 온통 ‘조국 구하기’ 일색일 뿐, 시급한 ‘경제 구하기’는 찾아보기 힘들다. 국정감사에서도 기존 경제 기조만 옹호하기에 바쁘다. “국정감사가 아니라 국정 감싸기”라는 비판이 나오는 이유다. 오죽하면 박용만 대한상공회의소 회장이 “경제는 잊힌 자식이라는 생각을 금할 수 없다”고 했을까.
행여 정부와 여당이 경제 위기 불감증에 걸린 것은 아닌지 두렵기만 하다. 경제 위기의 싹은 그런 불감증과 진실 외면 속에서 무럭무럭 자란다. 우리에겐 “경제 펀더멘털(기초 체력)은 문제없다”고 하다가 외환위기를 맞은 쓰라린 기억이 있다. 같은 실수를 되풀이할 수는 없다. 앵무새처럼 “위기가 아니다”라고만 반복할 때가 아니다. “소득주도 성장이 효과를 내려면 시간이 더 필요하다”는 변명도 더는 통하지 않는다. 이미 시행한 지 2년 반이 지났다. 소득주도 성장과 친노조ㆍ반기업 일변도에서 벗어나 위기 대응책을 하루빨리 내놓을 때다. 시간을 끌수록 경제는 더 헤어나기 힘든 늪에 빠져들 뿐이다.
