인터넷 분열화
지난달 말 러시아는 국제 인터넷망을 대체할 국내용 네트워크 테스트를 성공적으로 마쳤다고 발표했다. 러시아는 이에 앞서 작년 초에 자국만의 독자적인 인터넷망을 만드는 법안을 통과시킨 바 있다. 만약 계획대로 이행할 경우 러시아인들은 세계인이 사용하는 국제 인터넷망으로부터 완전히 단절되거나, 그렇지 않더라도 러시아 정부가 승인한 정보만을 접할 수 있게 된다. 즉, 국가의 정보통제가 용이해지는 것.러시아뿐 아니다. 중국은 이미 오래전부터 유튜브, 구글 검색, 페이스북, 인스타그램, 넷플릭스 같은 서비스는 물론 해외의 유명 언론매체도 차단하는 소위 만리방화벽(Great Firewall) 정책을 취하고 있다. 이를 통해 자국의 인터넷 산업을 육성하는 한편, 정부가 원하지 않는 정보의 유통을 차단하고 있다. 이란과 북한 등의 국가에서도 비슷한 방법을 사용 중이다.

전문가들은 과거에는 전체주의 국가들에 국한되었던 이런 시도가 이제 '인터넷 분열화(internet disintegration)’ 혹은 '스플린터넷(Splinternet=splint+internet)'라는 하나의 세계적인 추세로 발전하고 있다고 우려한다. 중국, 러시아 외에도 심지어 서방세계 국가들 사이에서도 인터넷을 어떻게 관리하느냐를 두고 의견이 갈리면서 미국 버전의 인터넷과 유럽 버전의 인터넷이 탄생 중이다. 전자의 경우 국가안보와 범죄예방에 초점을 맞추고 있다면, 후자의 경우 프라이버시와 개인의 보호를 강조하는 새로운 룰을 만들고 있다.
이렇게 국가와 지역별로 서로 다른 기준과 접근성을 가진 인터넷이 탄생하게 되면 국제적인 정보의 교환은 물론, 국제금융과 무역에도 영향을 줄 수밖에 없다. 과거 누구나 접근 가능한 '정보의 바다’로 비유되던 하나의 글로벌 인터넷이 서로 분리된 크고 작은 연못처럼 변할지도 모른다.
