Fix all the mess (KOR)

The ruling Democratic Party (DP) has joined hands with four unknown parties to create a weird coalition to control more proportional seats in the 300-seat National Assembly. The DP chose the four parties over a group of other splinter parties with which it had planned to establish a coalition to get more of the 47 proportional seats in the April 15 parliamentary elections. No one knows about the political activities or ideology of the parties, which were hastily established earlier this year.

The DP is preparing a list of candidates for proportional seats to send to the coalition next week to feign a united front against the main opposition United Future Party (UFP) in the upcoming election. In the process, the ruling party dumped a group of splinter parties — including the Justice Party (JP) — because of sharp disagreements over nominations for proportional seats. Later, the JP declared it will not join in the coalition led by the ruling party. What a farce it is — given the original goal of electoral reforms last year was to help minor parties enter the legislature.

After the opposition UFP created a satellite party early this year to snatch back its majority status from the ruling party, the DP denounced it for becoming a “trash party” and even filed a criminal complaint with the prosecution. The DP claims the coalition it formed is totally different from the satellite party of the UFP. That’s sheer sophistry.

Equally baffling is the opposition UFP and its satellite Future Korea Party (FKP). The two parties are now in a mud fight over who gets more of the proportional seats. Instead of offering fresh hopes for Korean politics, they only help voters become confused over the order of nominations for candidates. After the satellite party decided to allot more seats to its own candidates than to its mother party, the UFP is now threatening to set up another satellite party of its own. A black comedy is being played on the stage of Korean politics.

Such confusion was already predicted when the ruling party pressed ahead with a revision of the election law despite vehement opposition from the UFP. Under the new proportional system, voters cast their ballots for a certain political party instead of a candidate for a constituency. The revision was designed to lessen side effects of the two major rivaling parties. But if they insist on their ways, they will become even bigger. Why should we maintain such a ridiculous system?

The DP pledged to make a sacrifice to achieve the original goal of the electoral revision. If so, it must change the twisted election law. The DP must take responsibility for all the mess and fix it before it is too late.

이 정도면 비례대표제 폐지가 낫다
군소 정당의 원내 진입을 비례정당 참여 명분으로 내세웠던 더불어민주당이 결국 군소 정당을 제치고 무명의 급조 정당들과 손을 잡았다. 민주당이 함께하기로 한 비례대표용 플랫폼 정당 ‘시민을 위하여’에 참여한 4개 정당 중 3개 당은 올해 만들어졌다. 그중 하나는 지난 6일 선관위에 등록돼 정당 활동이나 노선 등에 대해서도 알려진 게 없다. 민주당은 다음주부터 비례대표 후보들을 ‘시민을 위하여’로 옮기는 작업에 착수할 예정이라고 한다. ‘연합’이란 구색을 갖추려 급조 정당을 끌어들인 셈인데, 그동안 논의 중이던 ‘정치개혁연합’과의 협상을 깬 실제 이유는 '비례 민주당'으로 가려는 계산 때문이라고 한다. 결국 정의당 등 선거법 개정의 동지까지도 내쳤다. 코미디도 이런 코미디가 따로 없다.
민주당은 미래통합당의 비례위성정당인 미래한국당을 향해 ‘쓰레기 정당’ ‘의석 도둑질’이라고 맹비난하면서 검찰에 고발까지 했다. 그러더니 자신들의 비례정당 창당은 군소 야당까지 참여하는 연합정당이어서 비례위성정당과 다르다고 주장했으나 해괴한 말장난에 불과하다는 게 입증된 셈이다. 말이 비례연합정당이지 연합 대상인 급조 정당은 자력으로 당선자를 낼 수 있을지조차 불투명한 정당들이다. 어차피 선거가 끝나면 당선자들이 원래 정당으로 돌아가기 때문에 선거용 ‘떴다방’ 정당이 될 게 뻔하다. 이런 구차한 궤변과 억지로 선거에 나설 생각이었으면 선거법은 왜 바꿨나.
한심하고 딱한 건 사정이 크게 다르지 않은 미래통합당과 미래한국당이다. 총선이 끝나면 합당할 위성정당과 모(母)정당은 지금 비례대표 명단을 놓고 진흙탕 싸움 이다. 감동은커녕 상당수가 '비례대표성'을 납득하기 힘들어 고개를 갸우뚱하게 만든 명단 선정과 순위 자체가 물론 문제다. 결국은 재심의로 갔다. 그런데 법률상으로만 보면 양당은 엄연히 별개 정당이다. 비례 순번을 앞당기기 위해 ‘의원 꿔주기’까지 했던 모정당이 공천을 압박하기 위해 국회의원을 다시 빼오거나 별도의 비례용 위성정당을 만드는 방안까지 거론됐다. 우스꽝스러운 정도를 넘어 어이가 없는 막장 정치다. 이런 삼류 코미디가 선거를 불과 한 달 앞두고 벌어지는 대한민국 정치의 현실이다.
따지고 보면 야당 동의 없는 선거법 개정안을 강행할 때부터 예고된 거나 마찬가지다. 비례대표제에서 유권자는 지역구 선거와 달리 인물이 아닌 정당에 투표한다. 유권자 의사는 정당 지지율로 나타나고 거기에 비례해 의석이 배분된다. 그런데 우린 정당 지지율과 의석수가 따로 놀게 만들어졌다. 선거법 개정을 밀어붙인 명분은 군소 정당들의 당선자 수를 늘려 양당제 폐해를 줄이자는 것이었다. 하지만 선거법 개정 전보다 오히려 두 정당의 의석수가 더 늘어날 판이다. 게다가 꼼수와 반칙, 편법에 이어 부실 공천을 둘러싼 잡음과 갈등까지 범벅이 돼 정치 혐오까지 부르는 양상이다. 이런 국회의원 비례대표제를 왜 유지해야 하는가.
여당은 비례정당 참여를 선언하면서 "본래의 선거법 취지를 살리기 위한 어떤 희생도 마다하지 않겠다"고 했다. 그렇다면 지금의 이런 기괴한 선거법을 바꿔야 한다. 지금의 연동형 비례대표제는 이름만 비례대표제일 뿐 의미를 찾기 어렵다. 장점은 없이 단점만 잔뜩 키웠다. 설사 그렇지 않다고 강변한다 해도 폐지 자체를 검토해야 할 정도로 심각한 문제점을 보인다면 유지할 이유가 없다. 현실적으로 한 달 남은 총선 전에 가능한 일은 아니다. 먼저 반칙과 꼼수로 가득한 이런 흉물 선거법을 탄생시킨 책임을 엄중하게 묻고 총선이 끝나면 근본적 제도 개선에 나서야 한다. 여야 합의나 국민투표도 없이 밀어붙인 과오를 되풀이해선 안 된다.
