Guidelines needed (KOR)

Gyeonggi has decided to hand out 100,000 won ($80) in cash to each resident regardless of their incomes to help people get through an unprecedented economic crisis from the Covid-19 outbreak. The budget needed for that aid — 1.3 trillion won — will be appropriated from the provincial government’s disaster funds. Following in its footsteps, Seoul, Daejeon and Jeonju in North Jeolla will be offering cash handouts to their residents to help overcome financial hardships. A countless number of part-time workers and daily laborers desperately need the money to survive.

But the public is increasingly confused because some municipalities are offering financial help while others are not. The recipients and amounts also differ among local governments. For instance, Seoul plans to dole out 300,000 to 500,000 won to households whose incomes are less than the median while Daejeon is giving 300,000 to 630,000 won to households whose incomes are between 50 percent and 100 percent of the median income, excluding the lowest income group already receiving subsidies from the central government.

This kind of inconsistent approach is unfortunate given the national impact of the Covid-19 outbreak. With the exceptions of Daegu and North Gyeongsang, where the outbreak was concentrated, all parts of the country are basically suffering the same. Insiders in the ruling Democratic Party are floating the idea of local governments doling out money first and the central government reimbursing them later. If the money comes from people’s taxes, every citizen should receive the same amount.

The Moon Jae-in administration has much to answer for. The central government resorted to one supplementary budget after another — without caring for the poor, who are struggling to survive each day. As a result, local governments rolled up their sleeves to help residents directly. Someone should have set a standard for cash handouts. The government is still sitting on its hands as seen in a critical lack of subsidies for the lower income group.

The central government must set the guidelines for local governments to follow if it really wants to ease public confusion and anxieties. It is not the time to delay such guidelines to meticulously weigh economic effects of the subsidies. Municipalities also must control their impulses toward populism ahead of the April 15 parliamentary elections. Otherwise, it will seriously hurt the fiscal solidity of the country.

지자체의 제각각 재난 지원, 정부의 가이드라인 필요하다
경기도가 다음 달 중 도민 모두에게 1인당 지역화폐 10만원씩을 주기로 했다. 코로나19 경제 대책이다. 4인 가구면 40만원이다. 필요 재원 1조3000여억원은 지역 재정인 재난관리기금ㆍ재해구호기금ㆍ지역개발기금 등을 헐어 마련한다. 경기도뿐 아니다. 서울ㆍ대전, 전북 전주 등 다른 일부 지방자치단체는 이미 현금성 지원을 시작했다. 상황이 급박했다. 음식점주 등 다수의 자영업자는 문을 닫을 지경에 이르렀고, 수많은 아르바이트와 일용직들은 일자리를 잃었다. 당장 생계가 막막해 지원이 절실했다.
그래서 급히 꺼내 든 지원책이지만 정작 국민은 혼란스럽다. 어느 지자체는 주고, 어디는 주지 않는다. 지원하는 지자체도 대상과 금액이 제각각이다. 서울은 중위소득 100% 이하 가구에 30만~50만원을, 대전은 중위소득 50~100% 가구에 30만~63만3000원을 주는 식이다. 경기도는 소득 수준과 피해 여부를 묻지 않고 무조건 1인당 10만원이다.
이렇게 들쭉날쭉해서는 곤란하다. 감염병은 태풍ㆍ지진 같은 국지적 자연재해와 다르다. 영향이 전국적이다. 대구ㆍ경북 같은 특수 지역이 있긴 하지만, 경제활동이 얼어붙어 신음하기는 온 나라 안이 마찬가지다. 게다가 여권에서는 “지자체가 긴급 지원하고 정부가 보전하는 방안을 검토 중”이라는 말이 나온다. 지자체가 뿌리는 돈을 나중에 국민 세금으로 메꾸겠다는 의미다. 그렇다면 어려움에 부닥친 국민 모두가 적절한 도움을 받아야 마땅하다. 지원 내용이 지자체마다 모두 다르고, 심지어 주는 곳과 주지 않는 곳으로 갈리기까지 하는 것은 형평에 맞지 않는다. 제각각 경제 재난 대응에 국민이 불만스러워 하는 이유다.
따지고 보면 이 같은 상황은 정부가 자초한 측면이 없지 않다. “외환ㆍ금융 위기보다 더한 놈이 왔다”고 사방에서 경고성이 터지는 판에, 추가경정예산은 금융위기 때 대응책을 재탕하다시피 했다. 당장 생활비가 바닥난 계층을 돌보기에는 턱없이 부족했다. 보다 못해 지자체들이 먼저 나섰고, 생계 지원은 중구난방이 됐다. 교통정리가 필요하다. 그러나 정부는 여전히 뒷짐을 지고 있다. 어제 정부가 발표한 코로나19 경제 대책에도 절실한 긴급 생계 지원에 관한 내용은 빠졌다.
국민의 혼란과 불만을 잠재울 수 있도록 정부가 지원 기준을 빨리 만들어 지자체가 따르도록 해야 한다. 지원의 경제 효과를 계산해 본다며 기준 제시를 늦출 때가 아니다. 그건 경기 회복을 위한 투자에나 어울리는 일이지, 절박해진 생계 보조에는 걸맞은 처사가 아니다. 또한 총선을 앞두고 포퓰리즘에 빠져 지자체 간에 퍼주기 경쟁이라도 벌어지는 날에는 어쩔 텐가. 그러지 않아도 금이 가기 시작한 국가 재정 건전성이 더 흔들릴 수 있다. 국민을 위해서도, 재정을 위해서도 정부의 가이드라인 제시가 시급하다.
