Rights body urges bill to allow prosecutions

The National Human Rights Commission of Korea said yesterday that legislation is needed to remove any statute of limitations that bars prosecution of state-sponsored rights abuses of the past.
The National Assembly had asked the commission to comment on a bill introduced by the Uri Party in July. The commission said that the existing statute of limitations gives victims of past abuses no way to bring their cases to courts. But the commission said the lifting of the time limits should not continue indefinitely.
A legal research institute under the Supreme Court earlier said such legislation might well be unconstitutional.
