HALDIMAND COUNTY, Canada - On Thursday, aside from the few ranches, all was quiet in this small rural town near Toronto in southern Ontario, which will soon be home to a new $6 billion renewable power plant complex built and operated by Samsung C&T and the Korea Electric Power Corporation.

One of the only sounds was the strong wind from Lake Erie, warmed under the clear, sunny skies - and these are just the resources the new plants will harvest.

Samsung and Kepco concluded the deal with the Ontario provincial government the same day. Under the deal, the Korean consortium will operate the new power clusters for 20 years.

The companies hope to generate 3.7 kilowatt hours per square meter (11 square feet) from solar plants at the site, which is also windy all year round. By 2016, a 2.5-gigawatt power plant cluster will cover 202.3 square kilometers (49,989.4 acres), the biggest wind and solar cluster in the world.

Wednesday, one day before signing the contract, Samsung C&T officials went to Six Nations, a village of First Nations people, near Haldimand. The firm signed a memorandum of understanding with the residents to cooperate on the project.

“To smooth the process of construction, we definitely need cooperation from the residents,” Lee Cheol-woo, vice president of Samsung C&T, said.

In January 2009, Samsung C&T managers and employees visited the site, located near the native village, for an inspection. At that time, there was still opposition from the residents due to an outstanding lawsuit with the Ontario government over the land. The Samsung C&T employees tried to win the trust of the residents, staying in the tribal leader’s house and eating with them. They even took part in a tribal festival.

“Most companies that came here just asked whether we wanted to do business with them, but the Samsung C&T employees tried to become our friends,” said William Montour, the tribal leader. “They said they would build solar power plants for nature-loving people like us and create jobs, so we agreed.”

The Ontario government’s interest in green energy has also helped make the project a reality. A thermal power plant, the biggest in Canada, is located in the same province, in Nanticoke. The plant was built in 1978 but will have to close by 2014, because the Ontario government intends to shutter all of its thermal power plants and turn them into solar and wind power plants.

삼성물산·한국전력이 60억 달러(약 6조8000억원) 규모의 풍력·태양광 발전단지를 짓기로 한 캐나다 온타리오주 시골마을 할디만드. 온타리오의 주도 토론토에서 남쪽으로 100㎞ 떨어진 곳이다. 22일(현지시간) 찾은 이곳은 조용한 분위기였다. 목장·평원이 대부분인 곳에는 좀처럼 사람을 찾아보기 어려웠다. 따뜻한 태양과 5대호 중 하나인 이리호에서 불어오는 센 바람이 이곳이 태양광 및 풍력 발전단지 조성에 제격이라는 점을 말해주고 있었다.

이곳의 평균 일사량은 3.7kWh/m²로 풍부하다. 바람도 사시사철 부는 데다 토론토와의 접근성이 뛰어나다는 것도 장점이다. 이곳에는 2016년까지 202.3㎢(약 6100만 평) 땅에 총 발전량 2.5GW의 대규모 발전단지가 조성된다. 세계 최대의 풍력·태양광 단지다. 전날인 21일 온타리오주 정부와 수주 협약을 맺은 삼성물산은 이튿날인 22일 할디만드 인근 마을인 ‘식스네이션스’를 찾아 인디언 원주민 부족과 또 양해각서(MOU)를 맺었다. ‘태양광 발전단지를 짓는 데 서로 돕는다’는 내용이었다.

삼성물산 상사부문 이철우 부사장은 “공사가 매끄럽게 이뤄지기 위해서는 원주민들의 협조가 절대적으로 필요하다”며 양해각서를 맺은 배경을 설명했다. 지난해 1월, 삼성물산의 신재생에너지팀 유건영 부장은 팀원 2명과 함께 사전 답사를 위해 이곳에 들렀다. 사업의 적지(適地)라는 판단이 섰다. 하지만 원주민들의 반대가 문제라는 점을 알았다. 인디언 보호구역에 사는 원주민들이 땅의 소유권 문제로 주정부와 소송을 벌이고 있었던 것이다. 유 부장과 팀원들은 이곳에 머물며 원주민의 마음을 얻으려 애썼다. 부족장의 집에 머물며 음식을 먹고, 전통 음악에 맞춰 춤도 배웠다. 부족 축제에 참가해 어울리기도 했다. 윌리엄 몬투어 식스네이션스 촌장은 “다른 기업들은 이곳에 찾아와 사업 제안서를 내밀며 ‘할래, 안 할래’를 물었다. 하지만 삼성물산 친구들은 우리와 어울리며 친구가 됐다”고 말했다. 그는 “자연을 사랑하는 우리 부족을 위해 태양광 발전소를 짓고 일자리를 만들어 준다고 약속해 사업에 동의했다”고 설명했다.
