Infamous cloning doctor flees Libya

Disgraced South Korean scientist Hwang Woo-suk has been in Libya at the invitation of a state research institute in the North African nation, sources close to him said Saturday.

Hwang was seen among 198 South Koreans evacuated from Libya on a chartered flight to Cairo on Friday, raising questions about why he had been in the country.

Hwang’s activities has drawn attention after his purported breakthroughs in stem cell research were found to be faked in 2005.

Sources close to him said Hwang entered Libya around Feb. 10 for a two-week visit at the invitation of one of the country’s state research institutes.

The institute has long been interested in bioengineering technology, such as animal cloning and stem cell research, they said.

“My understanding is that there was a request (from Libya) that they want to meet with Hwang and discuss overall bioengineering technology,” a college professor close to Hwang said.

Hwang said during a phone call with the JoongAng Ilbo yesterday that the highest authority in Libya had invited him to the country.

“I can’t say what I’m working on at the moment. It’s incredibly big. If you find out you may collapse out of surprise,” said Hwang, who added that he will be returning to Libya once the situation in the country calms down.

Hwang was indicted on multiple charges, including fraud and embezzlement, over his faked research.

In December last year, an appellate court in Seoul upheld a lower court’s ruling and sentenced the 57-year-old scientist to a suspended prison term.

리비아 정부와 1500억 연구계약차 출국 후 정국불안으로 연기.."가능성은 남아 있어"

황우석 박사(전 서울대 교수)가 리비아 정부와 1500억원 규모의 줄기세포 연구이행합의서를 체결했다. 하지만 리비아 반정부 시위가 발생해 지난 20일로 예정된 본계약이 무기한 연기됐고, 황박사는 지난 26일 귀국했다.

수암생명공학연구원장을 맡고 있는 현상환 충북대 수의학과 교수는 28일 기자와의 통화에서 "리비아 정부가 관여해 설립한 `다나 바이오 사이언스 앤 메디칼 서비스`사와 9850만유로(1500억원) 규모의 계약을 체결하기로 했으나 리비아 국가비상사태로 계약을 체결하지 못했다"며 "정권이 바뀌더라도 바이오 분야를 성장동력으로 육성하려는 정책이 변하지 않는다면 계약 체결 가능성은 여전히 남아 있다"고 설명했다.

리비아 측 계약 상대방인 다나는 무아마르 카다피 리비아 국가원수의 넷째 아들인 무아타심(국가안보보좌관)이 관여해 바이오 분야를 리비아의 신성장 동력으로 삼기 위해 설립한 회사다.

현 교수는 "리비아는 자국 국민에게 빈발하는 난치성 질환 문제를 줄기세포 기술로 해결하고, 줄기세포 분야를 유전사업 이 외에 새로운 국가 성장동력으로 삼기 위해 이 프로젝트를 추진했다"며 "미국, 캐나다, 독일, 레바논 회사 등 5개 회사와 경쟁입찰을 통해 수암생명공학연구원이 계약 상대방으로 선정된 것"이라고 설명했다.

그는 "리비아 정국이 불안해 장담을 할 수 없지만 이행합의서 계약은 요식행위인 것으로 판단하고 있다"며 "이행합의서는 여전히 유효한 데다 9억원의 착수금도 받은 상황이어서 정국만 안정되면 계약이 다시 진행될 것"이라고 덧붙였다.

한편 이행합의서에는 리비아에 줄기세포와 불임치료，유전자분석 분야에 대한 연구기반과 교육훈련을 제공한다는 내용 등이 포함된 것으로 알려졌다.
