Preacher attacks Lee on sukuk bill

Pastor David Yonggi Cho, one of the most influential Protestant evangelists in the country, has declared war against President Lee Myung-bak over the administration’s backing of a bill that will provide a tax exemption for the local issuers of Islamic sukuk bonds.

Cho, senior pastor and founder of the Yoido Full Gospel Church, said that he will led a fight to topple Lee from the presidency if the government backs the sukuk legislation.

“Since many Protestant believers have worked hard to facilitate Lee’s presidential victory, I will fight for Lee’s resignation,” Cho said.

Lee is a Protestant, but not a member of Cho’s church. During the presidential campaign in 2007, Cho and other conservative Protestant leaders supported Lee.

Cho also said he had met with Finance Minister Yoon Jeung-hyun on Wednesday and made clear his intention. “I told him that this will be a life-or-death fight,” Cho said, adding that the Protestants will campaign against candidates who back the Islamic bond proposal in the April by-elections.

Sukuk bonds conform to an Islamic law that bans interest payments and instead offers bondholders dividends or leasing profits as compensation. The pending legislation would have offered tax concessions to Korean corporate issuers of sukuk bonds in order to tap funds from oil-rich Middle Eastern countries.

While the Ministry of Strategy and Finance has pushed for the issuance of sukuk bonds, the ruling Grand National Party has delayed consideration of the bill, fearing religious repercussions ahead of the April by-elections.

The Blue House refrained from commenting on Cho’s remarks.

Other Protestant leaders have also expressed strong opposition against the bill. “Islamic nations have a policy of using their oil money as weapons for Islamization,” said Rev. Kiel Ja-yeon, head of the Christian Council of Korea. “They are engaged in economic jihad.”

But some in the Protestant community showed concern about escalating tensions.

“Pastor Cho’s remarks are his own opinion,” said Rev. Kim Young-Ju, the general-secretary of the National Christian Council in Korea. “It does not include the NCCK’s position. We are still discussing what our official stance will be.”

“The president is not just the president of the Protestants,” said Rev. Lee Jung-bae of the Korean Conference on Religion and Peace, adding that it was narrow-minded to view the bill from the perspective of a religious cold war.

Buddhists also expressed concerns. “It is very worrisome,” said Venerable Wondam, a Jogye Order spokesman. “The bill is not a religious issue. It is a matter of the country’s economic policy. It’s territory in which religions must not intervene.”

The Imam of the Seoul Central Masjid Abdur Rahman Lee Ju-Hwa said Cho’s remarks were hard to accept. “It is a growing trend in the U.S. and Japan to use Islam financial markets. We are living in the era of globalization.”

신진수 “하야 운운은 지나쳐 … 경제 논리로 접근해야”
조 목사 ‘수쿠크 발언’ 파문

조 목사는 ‘수쿠크 법안’을 놓고 23일 서울 시내 한 호텔 레스토랑에서 윤 장관을 만났다고 밝혔다. 조 목사는 “어제 정부 책임자(윤 장관)와 한시간 동안 호텔 식당에서 논쟁을 했다. 이슬람 펀드가 왜 필요한가 이야기하기에 나 보고 이론적인 설명 하지 마라. 이슬람은 종교와 정치가 일치돼 있다. 펀드를 합법적으로 국회가 비준하고, 국가에서 인준한 펀드가 되면 그것을 통해 지하드(聖戰)도 할 수 있고, 종교를 펼칠 수 있다. 좌우간 안 된다”고 말했다고 했다.

　조 목사는 당시 심정을 언급하며 “(장관과) 굉장히 싸웠는데 떨려서 말이 잘 안 나왔다”며 “‘장관님, 원래 제가 달변인데 떨려서 말이 잘 안 나온다’고 했다”고 전했다. 조 목사는 이어 윤 장관에게 수쿠크 법안에 대한 입장을 피력하며 “목숨을 건 거다. 쉽게 생각하지 마라. 정권 차원에서 허락한다면 장관님과 후손도 후회할 것이고, 정권도 무너질 것이다”고 경고했음을 분명히 했다. 조 목사는 또 “얼마 안 있으면 4월 재·보선이다. 이슬람 지지하는 사람이 나오면 기독교인들 목숨을 걸고 싸울 거다”고 못 박았다고 강조했다.

　이런 조 목사의 강도 높은 발언이 알려지자 교계 안팎이 시끄럽다. 개신교 내에서도 입장을 달리하는 목소리가 대두되고 있다. NCCK 김영주 총무는 “조용기 목사님의 발언은 개인적 입장에서 한 것”이라고 전제한 뒤 “NCCK의 입장이 그 발언에 포함된 것은 아니다. NCCK의 공식 입장을 검토 중”이라고 밝혔다.

　한국종교인평화회의(KCRP) 종교간대화위원장 이정배(감리교신학대 교수) 목사는 “대통령은 기독교인만의 대통령이 아니다. 국민의 대통령이다. 그걸 기독교인이 좌지우지한다는 건 어불성설”이라며 “수쿠크 법안을 이슬람에 대한 ‘종교적 냉전’의 관점에서 바라보는 것은 편협된 시각이다. 경제·외교적 관계의 다변화 등 국가적 장래를 생각한다면 있을 수 없는 발언”이라고 말했다. ‘건전한 보수세력’을 표방하는 기독교모임 ‘성공 21’(목회자와 평신도 등 회원 수 21만 명)의 대표 신진수 장로는 “수쿠크 법안은 경제 논리로 접근할 문제다. 그걸 두고 ‘대통령 하야’ 운운하는 것은 지나치다. 그럼 이슬람 지역에 나가 있는 한국 기업과 기독교 선교사들에 대해선 뭐라고 설명할 건가”라고 지적했다.

　다른 종교에서도 조 목사 발언에 대해 유감을 표명하고 나섰다. 불교 조계종 대변인 원담 스님은 “매우 안타깝고 우려스러운 일이다. 이슬람 채권법은 종교 문제가 아니라 국가경제정책 차원의 문제다. 종교가 개입해서는 안 되는 영역이다”고 말했다. 파문이 커지자 여의도순복음교회 측은 “이슬람 채권법 반대를 강조했던 것이지 ‘대통령 하야’에 발언의 무게가 실렸던 것은 아니다”고 해명했다.
