Korea-EU FTA deal heads to parliament

A motion to ratify the Korea-EU free trade agreement was submitted to the National Assembly’s Foreign Affairs, Trade and Unification Committee yesterday, but political differences emerged concerning the ratification schedule.

The ruling Grand National Party is aiming to have the trade pact approved by March 9 after two days of subcommittee hearings. But the main opposition Democratic Party wants to take more time to examine the impact of the FTA on the local economy. The DP has already taken the government to task for submitting an earlier version of pact with translation errors.

“It is physically impossible to vote on the motion during the extra parliamentary session [which ends Saturday],” said DP Representative Kim Dong-cheol. DP committee members have raised concerns about quick approval of the FTA after the translation errors were discovered before a corrected version was approved by the cabinet last week. Kim said the DP thinks the motion must be thoroughly examined because it involves “an enormous volume of paper.”

Minister of Foreign Affairs and Trade Kim Sung-Hwan urged rapid passage of the FTA, citing the fact that it is scheduled to go into effect on July 1 and was already approved by the EU Parliament last month. “We need to meet the deadline by speedily revising 11 other bills related to the Korea-EU free trade agreement,” he told the committee.

The GNP said it would be an “international embarrassment” if the National Assembly fails to approve the trade pact before the July 1 start date.

Minister of Trade Kim Jong-hoon again apologized to lawmakers about the translation errors and said he would make sure mistakes are not repeated. He agreed with lawmakers’ criticism that the FTA should have been translated “in a prudent manner.”

However, the Korea-EU pact is expected to have easier time passing the National Assembly than the Korea-U.S. FTA. The opposition has complained about concessions the Lee Myung-bak administration made on auto imports to gain support for the trade pact in the U.S. Congress.

The FTA with the United States is facing a new obstacle in the U.S. Congress with Republicans, who generally support the Korea FTA. Republicans insist that it should be considered jointly with the proposed U.S. FTAs with Colombia and Panama, which many Democrats oppose. This could dim prospects for a quick congressional approval of the Korea-U.S. FTA.

U.S. Secretary of State Hillary Clinton on Wednesday expressed hope that the pending free trade deal with Korea will be presented soon to Congress.

與 '9일 처리 목표'…野 '면밀 심사해야'
FTA 번역오류·숙성기간 놓고 신경전

국회 외교통상통일위는 3일 전체회의를 열어 한.EU(유럽연합) FTA(자유무역협정) 비준동의안을 비롯해 16개 안건을 상정했다.

이날 회의에서는 민주당이 한.EU FTA 국문본의 번역 오류로 인한 숙성기간 미비 등을 내세워 '상정 반대'를 주장, 논란을 빚었으나, 여야 간사간 협의를 거쳐 정부측 설명을 들은 뒤 상정했다.

특히 민주당 의원들은 정부가 한글본의 번역 오류를 고쳐 다시 제출했지만, 여전히 곳곳에서 번역상 오류와 누락이 나타나고 있다며 정부의 무책임한 자세를 질타했다.

김성환 외교통상부 장관은 "한.EU FTA는 오는 7월 발효하도록 돼있으며, EU측은 이미 가결했다. 향후 FTA 후속법안 11개도 개정해야 해 시한을 맞춰야 한다"면서 상정 필요성을 강조했다.

김종훈 통상교섭본부장은 "FTA 국문본을 영문본으로 번역할 때 형용사는 문맥상 필요한 경우가 아니면 별도 번역하지 않는다는 등 원칙을 정했다"면서 "의원들이 번역에 신중을 기해야 한다는 지적에 동의하며 앞으로 노력하겠다"고 밝혔다.

이처럼 논란 속에 한.EU FTA 비준동의안이 상정됐으나, 비준안 처리 시점을 놓고 여야간 의견이 첨예해 향후 극심한 진통이 예상된다.

한나라당은 오는 7∼8일 법안소위에서 논의한 뒤 9일 전체회의에서 처리한다는 방침이지만, 민주당은 '선(先) 대책마련.후(後) 처리' 원칙 아래 면밀히 검토해야 한다는 입장이어서 진통이 예상된다.

한나라당 간사인 유기준 의원은 연합뉴스와 통화에서 "오늘 전체회의에서 한.EU FTA 비준동의안을 상정한다"면서 "9일 전체회의에서 처리하는 것을 목표로 하고 있다"고 밝혔다.

반면, 민주당 간사인 김동철 의원은 "한.EU FTA 비준동의안을 상정하지만, 비준동의안이 방대한 분량이어서 면밀한 검토가 필요하다"면서 "이번 임시국회에서 처리는 물리적으로 불가능하다"고 말했다.

한편 외통위는 한.EU FTA 비준동의안 이외에 한국외교아카데미설치 및 운영에 관한 법률과 외무공무원법 개정안을 비롯해 법률안 9건과 동의안 6건을 함께 상정했다.
