The candidate is rehearsing his campaign speech and trying to work in some memorable lines to excite voters.

“I’ll turn this school into a masterpiece with every drop of my sweat,” vows Kim, 12, who is running for student council president at his elementary school in Gangnam, “just as a master artisan in Italy puts his heart into every stitch.”

That’s an echo of a famous line from the hit SBS drama “Secret Garden.” On election day, Kim plans to wear the same kind blue-sequined tracksuit worn by actor Hyun Bin when he uttered the memorable line.

Kim is not practicing in the bathroom mirror, however. He’s at a Gangnam cram school, or hagwon, which has expanded into the burgeoning business of tutoring kids who want to win school elections.

“Leaving a strong impression with your performance is more important than campaign pledges or self-introductions,” lectures his teacher, who is surnamed Yang. He shows Kim how to deliver the line in the manner of Hyun Bin for the election. The two have been practicing vocalization and gesticulations for a full month.

On the same day, a student council election is taking place at another elementary school in Gangnam, and seven candidates are in the ring.

“If I become a president, I’ll make sure there’s no violence on school grounds,” promises a female sixth-grader surnamed Uhm, who has a third-degree black belt in Taekwondo. Uhm holds up a wooden board with the word “violence” painted on it. She smashes the board with a karate chop. Uhm gets the second-highest number of votes, becoming vice president.

“Being elected as either president or vice president of the student council will help me get admitted to an international middle school,” said Uhm. “My hagwon taught me how to write a speech and worked with me on my pronunciation.”

The wave of prepubescent politicians is powered by fierce competition to get into international middle schools and special-purpose high schools, where admission offices pay a lot of attention to students’ extracurricular activities. Parents have that figured out, and behind every wannabe student council president is an anxious dad or mom.

“Having the experience of being president or vice president of a student government doesn’t directly give points on an application, but it helps dramatically when writing a self-introduction or when being interviewed,” said a mother, surnamed Kim, whose child is in the sixth-grade. “Having such experience is advantageous in entering prestigious middle or high schools.”

And the parents are the ones willing to pay for private lessons to beef up their kids’ stumping skills.

“Because of student council elections, 30 to 40 percent more students came by than in previous years,” said an owner of a speech hagwon in Gangnam.

“There’s even a student who flew up from Jeju Island to acquire speech skills during the winter holiday,” said a speech instructor at another hagwon. “As we only teach one student from each school [to avoid coaching students who will be competing against each other], registration for classes start one year in advance.”

The schools themselves aren’t crazy about the trend because it adds even more pressure on their stressed out students.

And some of the tricks taught by the hagwons are starting to get repetitive.

A principal of an elementary school in Gangnam said, “I feel very bitter about students making jokes and giving funny speeches in order to draw attention, which is obviously taught at private academies.”

“이탈리아 장인이 ‘한 땀 한 땀’ 떠서 만든 명품처럼 저도 ‘한 땀 한 땀’ 흘려 명품 학교를 만들겠습니다.”

“말하는 속도는 좋은데, ‘한 땀 한 땀’이라는 단어에 감정을 더 실어서 다시 해보자.”

7일 오후 서울 강남구의 한 스피치학원. 사흘 후 초등학교 전교 학생회장 선거에 출마하는 6학년 김모(13)군이 학원 강사의 지시에 따라 연설 연습에 한창이다. 연설 컨셉트는 인기 드라마 ‘시크릿 가든’의 주연배우 현빈의 대사를 본떠 설정했다. 김군은 쩌렁쩌렁 울리는 발성과 진지한 자세를 돋보이게 하는 손동작 연기를 익히느라 열심이다. 선거 당일 김군은 현빈이 드라마에서 입었던 트레이닝복을 착용하고 유권자인 학생들의 시선을 끌 생각이다. 이 학원 강사는 “요즘 초등학교 임원 선거는 공약이나 자기소개보다 퍼포먼스로 강한 인상을 남겨야 좋은 결과를 얻을 수 있다”고 귀띔했다.

같은 날 오전 강남 Y초등학교 방송실. 학생회장 출마 후보들이 연설에 나섰다. 태권도 3단인 6학년 엄모(13)양은 하얀 도복을 입고 나와 “회장이 된다면 폭력 없는 학교를 만들겠다”고 말했다. 이어 ‘폭력’이라는 글씨가 적힌 송판을 즉석에서 격파했다. 다른 학생은 TV 개그 프로그램에 나오는 등장인물과 비슷한 복장을 하고 지지를 호소했다. 이날 선거에서 부회장에 당선된 엄양은 “국제중에 진학할 때 초등학교 임원 경력이 도움이 될 것 같아 출마했다”며 “선거를 앞두고 한 달 정도 학원에서 발음 교정과 연설문 작성법을 배웠다”고 말했다. 회장 1명과 부회장 4명을 뽑는 이 학교 선거에는 15명이 출마했다.

새 학기가 시작된 초등학교에서 학교 임원이 되기 위한 뜨거운 경쟁이 벌어지고 있다. 일부 중·고교 입시에 도움이 될 것이라는 인식이 퍼지면서 임원 선거에서는 기발한 아이디어가 동원되고 있다. 후보로 나선 학생들은 전화를 걸어 표 단속을 하거나 심야에 지지를 호소하는 문자를 발송하기도 한다. 전문 스튜디오를 찾아 선거용 사진을 찍기도 한다.

선거 경쟁이 불붙자 관련 학원은 특수를 누리고 있다. 강남의 한 스피치학원장은 “회장 선거 때문에 학원을 찾는 아이들이 예년보다 30~40%가량 많아졌다”고 전했다. 다른 학원의 강사는 “제주에서까지 초등학교 선거 준비를 위해 찾아온다”며 “한 학교당 한 명만 가르치기 때문에 1년 전부터 예약을 받는다”고 말했다. 초등 6학년 자녀를 둔 김모(52)씨는 “학교 임원 경력이 있다고 국제중이나 특목고 입시에서 직접적인 가산점을 받는 것은 아니지만 리더십이 길러지고 교사로부터 인정받기 쉬워 임원을 하는 게 유리하다”고 말했다. 특목고 전문 입시업체 하늘교육의 임성호 이사는 “특목고와 국제중 입시 자기소개서에서 수상 실적을 못 쓰게 되면서 봉사·체험 활동 기회가 많은 임원이 되려는 학생들이 많아졌다”고 설명했다.


하지만 학생 선거까지 사교육에 물드는 게 아니냐는 우려의 목소리도 나온다. 서울의 한 초등학교 교장은 “초등생들이 처음 접하는 선거가 학원에서 배운 코미디식 연설로 뒤덮이는 것 같아 씁쓸하다” 고 말했다. 과도한 비용이 드는 것도 문제다. 한 학부모는 “학원비와 포스터 제작비를 합해 회장 선거에 나가려면 150만원 이상 든다”며 “돈이 없으면 임원도 하기 힘든 세상”이라고 하소연했다.
