One envoy’s heart stolen by lady from Shanghai

Of the three Korean consuls who were allegedly lured into inappropriate relationships with a sexy lady from Shanghai, one fell head over heels in love with her, resigned his job after the affair was discovered, and returned to China this month in a possible bid to be with her.

The consul, only identified as a 42-year-old, left for China on Feb. 1, a week after his resignation was accepted, according to Ministry of Justice officials.

“Deng seemed like someone I was related to in a former life,” an official of the Justice Ministry quoted the consul as saying during its investigation. “I want to go to China and live with her.”

The official said that he advised the consul to come to his senses, saying, “She met you because you were in a consul position. She wouldn’t meet you now.”

The consul, along with two others dispatched by the Ministry of Knowledge Economy and the Ministry of Foreign Affairs and Trade, is at the center of a love scandal involving the Chinese siren, Deng Xinming, 33, who lives in Shanghai with her Korean husband.

The consuls are suspected of providing Deng with information and help with visas. Some suspect she is a professional visa broker.

Analysts say the scandal could develop into a diplomatic row between Korea and China.

The consul dispatched by the Justice Ministry was brought back to Korea in early November after the ministry was tipped off about the affair between him and Deng.

The ministry started an internal investigation in December and questioned the consul. At first he denied it, saying he was being set up, but finally confessed, the ministry said.

The ministry discovered that the consul provided favors to Deng in visa issuance, which constitutes a breach of internal rules at the ministry, and the consul tendered his resignation in January, the ministry said. He told ministry officials he was going to China to study.

The scandal went public on Tuesday, but last year a tipster contacted the Prime Minister’s Office and the Justice Ministry. The Prime Minister’s Office subsequently started an investigation into the consuls. The 37-year-old Korean husband of Deng told the media that he was the tipster.

The husband told Justice Ministry officials that the affairs damaged his marriage. The wife of the Justice Ministry consul said that the affair with Deng ruined her marriage and that Deng even threatened to kidnap the couple’s children when she brought them to Shanghai in August last year.

덩신밍의 유혹과 협박…접촉사고 위장 접근, 비자대행 거부당하자 “넌 죽었다”

덩의 덫에 걸려든 영사들

‘상하이 스캔들’의 주인공 덩신밍(鄧新明·등신명·33)의 무기는 ‘유혹’과 ‘협박’이었다. 실제 상하이에선 덩이 의도적으로 한국의 역대 영사들에게 접근한 것으로 볼 수밖에 없는 일들이 벌어지고 있었다. 덩과 부적절한 관계를 유지했던 상하이 총영사관의 H영사(42·법무부 소속이었으나 1월에 사표 제출)가 덩을 처음 만난 건 2009년 5월.

당시 덩과 H영사의 승용차 간 접촉사고가 났다. 이후 덩은 유창한 한국말을 구사하며 H영사와 친밀해졌고, 그를 유혹에 빠뜨렸다는 게 총영사관 관계자들의 증언이다. 총영사관 관계자는 “덩이 교통사고를 의도적으로 일으켰을 것”이라고 말했다.

H영사는 서울대 경제학과를 졸업하고 행정고시에 합격한 엘리트 관료였다. 노무현 정부 시절엔 청와대 민정수석실 행정관, 강금실 법무부 장관 비서를 지냈다. 그가 총영사관에서 맡았던 업무는 ‘비자 신청 대리기관 지정’. 대리기관이 되면 비자 신청 수수료로 1인당 300위안(약 5만원)이 생기는 등 큰돈을 벌 수 있다. H영사와 내연의 관계를 맺은 덩은 총영사관에 ‘비자 신청 대리기관 지정’을 요청했다. 덩은 김정기 당시 총영사에게도 같은 부탁을 했다. 대리기관 지정을 반대한 영사에겐 “아이 조심해라. 너는 죽었다”는 협박도 했다고 한다.

이 와중에 덩은 H영사에 앞서 부적절한 관계를 맺었던 K영사(지식경제부 소속)뿐 아니라 H영사에게서도 각서를 받았다. H영사가 써 준 서약서 제목은 ‘서로 안 해야 할 것’으로 덩과의 애정을 지키기 위해 H영사가 조심해야 할 것들을 나열한 내용이라고 정부 관계자는 전했다.

H영사는 사표가 수리되고 일주일 만인 2월 1일 퇴직금을 찾아 중국으로 출국했다. H영사는 법무부에서 감찰을 받을 당시 “덩은 전생에 인연이 있었던 것 같은 사람인데 이제야 만났다. 중국으로 가서 함께 살겠다”고 말했다고 법무부 관계자가 전했다. 현지 교민 L씨는 “덩과 K 영사가 차를 타고 가는 모습을 H 영사가 목격하고 차를 가로막아 선 뒤 H·K영사가 서로 싸운 적도 있다” 고 말했다.
