Police probe false radiation rumors

Korean police yesterday were tracking down the source of a false radiation warning that spread nationwide earlier this week through text messages and social networking Web sites, officials said, amid growing fears of a radiation crisis developing from Japan’s quake-stricken nuclear plant.

The groundless claims that dangerous radioactive elements were about to reach the Korean Peninsula from crippled Japanese nuclear plants in Fukushima also warned people not to get wet in the rain or expose their skin to the air, officials at the National Police Agency (NPA) said.

The false rumors were circulating even though a Seoul government official said that Korea has yet to detect abnormal radiation levels in the soil or in its air.

A nuclear emergency response team has been checking radiation levels across the country since the March 11 earthquake and the ensuing concern about radiation leaks.

“Depending on the purpose (of the source who) sent this kind of message, (he or she) can be a subject of criminal punishment,” said Seo Hyun-soo, chief of the NPA’s Cyber Terror Response Center. “At this moment, we are focusing our investigation on finding out who first spread the message.”

Under Korea’s communications law, people who spread groundless rumors through text messages to create fear or social unrest can be jailed for up to one year or fined a maximum of 10 million won ($8,836).

Korea’s Financial Supervisory Service asked police and Korea Stock Exchange Inc. to investigate the drop in the benchmark Kospi index yesterday. Police and the exchange should determine the source of rumors about the possible spread of radiation to Korea that contributed to the decline, Kim Soo-mi, a spokeswoman for the supervisory service, said by telephone today.

Politicians also tried to dismiss the possibility of the nation’s exposure to radiation from its quake-stricken neighbor.

“With radiation fears spreading, the government should provide customized aid for Japan and promptly respond to the effects on our nation at the same time,” Ahn Sang-soo, leader of Grand National Party.

금감원 `東風` 루머 조사…거래소·경찰청과 공조

지난 15일 국내 증시를 뒤흔든 `일본 방사능 한반도 상륙 가능성` 루머에 대해 금융감독원이 진상조사에 착수했다.

금융감독원은 16일 일본 대지진에 따른 불안심리를 이용해 시장에 허위소문을 퍼뜨려 차익을 노린 세력이 있는지 집중적으로 살펴볼 예정이라고 밝혔다. 한국거래소와 경찰청이 공동으로 조사를 진행한다고 덧붙였다.

금감원 자본시장조사본부 관계자는 "주가가 떨어지면 이익이 나는 풋옵션을 매수하거나 방사능 관련 수혜업종 종목을 보유한 투기세력이 의도적으로 소문을 확산시켰다는 의혹이 있다"고 밝혔다.

특히 전날 증시 폭락을 유도한 허위 메신저 유포와 파생상품 매매행위 간의 연관성을 집중 조사할 예정이다.

이를 위해 경찰청 사이버범죄 수사대가 인터넷 사용이력 등 통신내역을 조사하고, 한국거래소는 관련 거래 내역을 분석하고 있다. 경찰청에서 루머 유포자에 대한 조사가 끝나면 그 결과를 토대로 자본시장과의 연계성 여부를 살펴볼 계획이다.

금감원은 경찰청과 한국거래소 조사결과를 토대로 불공정거래 행위자를 끝까지 추적하겠다는 방침이다. 일본 지진사태로 국내외 시장 참여자들의 불안감이 심각한 상황에서 이를 이용한 불공정거래 행위는 시장질서 자체를 뒤흔드는 해악이 크기 때문이다.

금감원 관계자는 "일본 지진사태가 마무리될 때까지 이러한 시장 교란행위가 재발할 수 있기 때문에 앞으로도 시장 감시인력을 집중 투입해 면밀히 감시할 계획"이라고 강조했다.

전날 정오께 `일본 원전에서 유출된 방사능이 이르면 오늘 오후 4시 한국에 도착한다`는 내용의 루머가 증권가 메신저와 트위터 등을 통해 빠르게 확산되며 코스피가 한순간에 1900선 밑으로 폭락했다.
