Tiny dose of radiation reaches Korea

The first traces of radioactive fallout from Japan’s crippled Fukushima Daiichi nuclear power plant were detected last week in Gangwon in northeastern Korea, according to the Korea Institute of Nuclear Safety (KINS).

Xenon 133, a radioactive isotope, was found by a detection center in the mountainous province, but the amount was “miniscule” and harmless to humans, the institute said.

A KINS official said that the material had probably either traveled around the globe on westerly winds until it reached the Korean Peninsula, or was carried by winds to the Kamchatka Peninsula in Siberia and came south after circling the North Pole.

These theories are based on a computer simulation of the dispersion of radioactive material made after the plant explosions started March 12.

Experts said that enough time has passed since the accidents for radioactive isotopes from the plant to be found in very small amounts around the world.

Radioactive iodine has already been detected in several parts of the United States, China and Germany.

The highest radiation levels detected in Gangwon from last Wednesday to Sunday were 0.878 becquerels per cubic meter, equivalent to 0.00650 nanosieverts (nSv) per hour. An average of 150 nanosieverts per hour are found on a regular basis throughout Korea.

“Looking at how much time has passed since the accidents, it is likely that more radioactive material will be found not only in China but our country as well,” said the KINS official.

It doesn’t matter where the isotopes are found, the official said, but the “amount and density” of the radioactive material are important.

Although there is public worry about exposure to radiation, simulations from KINS concluded that even if a reactor at the Fukushima Daiichi nuclear plant suffers a complete meltdown, people in Korea’s westernmost island of Ulleung will be exposed to an additional 0.3 millisieverts per hour. The average Korean is exposed to 1 millisievert per hour.

To step up radiation monitoring, KINS said that it will be collecting water and marine life samples from regions closest to Japan. Regular air monitoring will also take place daily, up from once a week before the accidents in Japan.

Meanwhile, water in the basement of a reactor at the Fukushima plant had high levels of radiation.

강원도선 제논, 서울선 세슘·요오드 나왔는데 … 28일 대전 한국원자력안전기술원의 한 연구원이 전국 70개 측정소에서 측정한 방사능 데이터를 점검하고 있다. 방사능 데이터는 서울을 비롯해 백령도·울릉도 등 70곳에 설치된 무인 방사선 측정기를 통해 모아진다. 한국원자력안전기술원은 동일본 대지진 이후 5분마다 데이터를 측정해 정부 소관 각 부처에 보고하고 있다.

일본 후쿠시마(福島) 원자력발전소에서 누출된 요오드·세슘 등 방사성 물질이 서울 등 한반도에서도 검출됐다. 한국원자력안전기술원(KINS)은 “서울 등 국내 12곳에서 지난 일주일 동안 채집한 공기 중의 먼지를 분석 중인데 몇 곳에서 방사성 요오드가 검출됐다”고 28일 자정쯤 긴급 발표했다. KINS 측은 그러나 검출된 방사성 요오드가 인체에는 영향을 미칠 수 없는 극미량이라고 밝히면서 정확한 분석 결과는 29일 나올 예정이라고 말했다. 이와 관련, 한 원자력 전문가는 “방사성 요오드가 검출되면 세슘은 거의 함께 나온다”며 세슘의 한반도 확산도 기정사실화했다.

앞서 후쿠시마 원전에서 나온 방사성 물질 제논이 23일 처음 강원도에서 검출됐다. 북한 핵실험 감시를 위해 동부전선에 설치해 놓은 고성능 방사능 측정 장비가 이를 포착했다. 해당 측정장비는 제논만 검출할 수 있어 같은 방사성 물질인 요오드 131과 세슘 137은 밝혀내지 못했다. 그러나 제논이 검출되면 요오드와 세슘이 거의 함께 검출되기 때문에 이미 이들 두 방사성 물질의 검출도 예상됐다. 요오드와 세슘은 서울 등 전국 12개 지방측정소에서 측정할 수 있다.

 12일 후쿠시마 원전 건물 내 수소 폭발사고로 누출된 요오드와 세슘 등의 방사성 물질은 동쪽 태평양으로 이동해 18일 미국 서부에서 검출됐다. 또 21일에는 대서양 건너 아이슬란드, 23~24일에는 유럽 각지에서 검출되는 등 한반도를 향해 지구를 한 바퀴 돌고 있다. 기상청에서는 한반도에는 31일이나 다음 달 1일께 이들 방사능 물질이 도착할 것으로 예상했다. 하지만 예상과 달리 원전 사고 발생 11일 만인 23일부터 한반도에서 방사능 물질인 제논이 검출됐다. 제논은 그동안 기상청이 예상했던 경로와는 달리 러시아 캄차카반도와 알래스카 등 북극지방에서 지구를 짧게 한 바퀴 돈 뒤 시베리아를 거쳐 한반도로 이동한 것으로 KINS는 설명했다. KINS는 이번에 측정된 제논의 농도가 인체나 환경에는 영향을 미치지 않는 극미량이라고 밝혔다.

 한림대 주영수(산업의학과) 교수는 “이번에 검출된 제논 농도 자체만 보면 위험한 수준은 아니다”면서도 “원전의 방사성 물질이 한반도로 날아왔음을 보여주는 ‘경고등’이 켜진 만큼 감시를 강화해야 한다”고 지적했다. 제논 검출에 이어 방사성 요오드도 확인되면서 이제 더 이상 한반도가 후쿠시마 원전사고로 유출된 방사성 물질의 안전지대가 아님이 확인됐다. 이에 따라 한국 정부도 방사성 물질이 한반도에 접근하는 데 대한 감시를 강화키로 했다. 농림수산식품부는 방사능 안전관리 신속대응팀을 구성, 일본에서 들어오는 수산물과 축산물에 대해 정밀조사를 진행하기로 했다.

 한편 정부는 28일 김황식 국무총리 주재로 원자력위원회를 열고 다음 달 22일까지 국내 21개 원전 전체와 연구용 원자로 등에 대해 총체적인 안전점검을 실시하기로 결정했다. 점검 결과 정밀 진단이 필요한 것으로 판단되면 해당 원전의 가동을 중단시킬 방침이다.

제논(Xe)·세슘(Cs)·요오드(I)=제논은 천연 제논(Xe-132 등)과 방사성 제논(Xe-133 등) 두 가지가 있다. 제논-133은 우라늄-235의 핵분열 과정에서 직접 생성되거나, 요오드-133이 감마선을 방출할 때 만들어지는 인공 물질이다. 핵폭발 여부를 확인하는 지표 물질로 북한의 지하 핵실험을 탐지하는 데도 활용된다. 반감기는 5.27일. 원자로에서 나오는 세슘(Cs-137)은 반감기가 30년인 방사성 물질로 체내에 들어오면 근육과 살에 축적돼 암을 일으킨다. 휘발성이 강한 물질인 요오드(I-131)는 반감기가 8일로 체내에 들어오면 갑상선에 축적돼 갑상선암을 일으킨다.
