By 2020, a KTX will get you to all major cities

In nine years time, it will take less than two hours to travel from Seoul to any other main city by KTX, the country’s high-speed bullet train.

The Ministry of Land, Transport and Maritime Affairs announced yesterday that it will invest 88 trillion won ($81 billion) to beef up the national railroad network and connect cities across the country.

The government plans to expand the amount of tracks dedicated to KTX trains, which can travel over 230 kilometers per hour, to 2,362.4 kilometers by 2020 from the current 368.5 kilometers. Currently, KTX trains run on the dedicated tracks and normal tracks, on which they have to slow their speeds.

Last November, the government completed construction of a high-speed railway section connecting Busan and Daegu.

A new high-speed railway stretching 41 kilometers from Daegu, 302 kilometers southeast of Seoul, to Daejeon, 164 kilometers south of Seoul, will be completed in 2014.

The ministry also said that it will seek to complete construction of a 182 kilometer high-speed railway connecting Osong and Gwangju, 100 kilometers and 330 kilometers south of Seoul, respectively, by 2014. This new railway will allow people to travel from Seoul to Gwangju in 70 minutes. And by 2017, high-speed tracks linking Gwangju and Mokpo will be completed.

Meanwhile, the government is also planning to upgrade conventional railway routes to KTX routes.

Lines connecting Seoul with cities in Gangwon Province on the country’s east coast will be upgraded.

The government will run high-speed trains on routes such as Ilsan to Suseo, Songdo to Cheongnyangni, and Uijeongbu to Geumjeong, allowing people to travel between those destinations within 30 minutes.

By subway, it takes about an hour and a half from Ilsan to Suseo and about an hour and 40 minutes from Songdo International Business District in Incheon to Cheongnyangni Station, northeastern Seoul.

The new plan is expected to increase passengers using KTX trains to 27.3 percent off all train passenger traffic from the current 15.9 percent, and increase freight traffic from the current eight percent to 18.5 percent, according to the ministry.

전국 1시간30분대 연결…2차 국가철도망 계획 확정

2020년까지 전국 주요도시를 KTX 고속철도망으로 1시간 30분대로 연결하는 ‘제2차 국가철도망 구축계획’이 확정됐다. 3일 국토해양부는 이런 내용을 담은 구축계획을 4일 자로 확정·고시한다고 밝혔다.

계획에 따르면 시간당 230㎞ 이상인 고속 철도가 현재는 경부고속철도 368.5㎞에 불과하지만 2020년에는 2362.4㎞로 늘어나게 된다. 이러면 1시간30분대 고속철도 서비스를 이용할 수 있는 인구가 전체의 60%에서 83%로 늘어날 전망이다.

철도연장은 3557㎞에서 4934㎞로 늘어나고 복선화율은 49.6%에서 79.1%로, 전철화율은 60.4%에서 85%로 높아진다.

국가철도망 구축계획은 철도 건설계획, 소요재원 조달방안 등을 담은 10년 단위 중장기 투자계획으로 지난해 9월 발표한 ‘미래 녹색국토 구현을 위한 KTX 고속철도망 구축전략’의 후속 절차로 나온 것이다.

계획의 목표는 전국 주요거점을 1시간30분대로 연결해 전국을 하나의 도시권으로 통합한다는 것이다. 주요거점의 고속 KTX망 연결, 대도시권 30분대 광역·급행 철도망 구축, 녹색 철도물류체계 구축 등이 중점 추진과제로 설정됐다.

주요 추진계획으로는 고속철도 사업 적기 완공, 일반철도 고속화를 통해 KTX 서비스를 전국으로 확대할 계획이다.

호남고속철도 오송~광주 구간은 2014년까지, 광주~목포 구간은 2017년까지 완공할 계획이다. 수도권 고속철도 수서~평택 노선, 경부고속철도 대전·대구 도심구간은 2014년까지 완공할 계획이다.

또 일반철도를 시속 230㎞급으로 고속화하고 경부·호남고속철도와 연계해 KTX 서비스 지역을 전국으로 확대한다는 계획이다.

춘천~속초 노선, 월곶~판교, 여주~원주 노선 등 10개 사업을 2015년까지 착수하고 충청권 철도 논산~청주공항, 경전선 광주송정~순천 등 9개 사업을 2016~2020년에 착수할 예정이다.

국토부는 이런 계획을 실행하는 데 고속철도 16조원, 일반철도 46조원, 광역철도 26조원 등 총 88조원의 예산이 들 것으로 전망하고 국비 59조원, 지방비 3조원, 민자유치 등으로 26조원을 조달한다는 방침이다.

제2차 국가철도망 구축계획에 따라 철도망 확충이 차질없이 이뤄질 경우 철도 여객수송 분담률은 2008년 15.9%에서 2020년 27.3%로, 화물수송 분담률은 8%에서 18.5%로 늘어날 것으로 국토부는 예측했다.

또 연간 6조8000억원의 사회적 편익과 774만t의 이산화탄소 감축 효과를 거두는 동시에 연간 91조원의 지역 총생산이 추가로 발생할 것으로 전망했다.
