Gov’t tries to stop school kids killing themselves

The number of young students committing suicide is reaching an alarming level, and the Ministry of Education, Science and Technology said yesterday it will establish a committee in each elementary, middle and high school across the country to prevent children from trying to kill themselves.

According to the most recent statistics from the Education Ministry in 2009, suicide is the No. 1 cause of death for Korean elementary, middle and high school students.

And the numbers get grimmer by the year. The number of youth suicides a year surpassed the 100 mark for the first time in 2003 and remains there to this day, according to the Education Ministry. The statistic hit a peak in 2009, with 202 students killing themselves.

Among the 146 students who committed suicide in 2010, three were elementary school students, 53 were in middle school and 90 were in high school, according to the ministry.

Education experts say the usual causes are family trouble, depression, bad grades and troubled relationships with members of the opposite sex. They urged the ministry to prevent further suicides.

To address the problem, the ministry will establish a crisis-management committee in all primary and secondary schools. The committees will also be in charge of providing regular suicide prevention sessions for teachers.

School principals will head the committees, which will consist of between five and 10 people, including parents, school counselors and outside experts.

The ministry will distribute a suicide prevention manual to schools across the country and will also educate and train teachers and officials from regional education offices through April 28.

카이스트 학생들의 잇따른 자살이 사회 문제로 대두된 가운데 우리나라 초중고교 학생들도 매년 150명 정도가 자살에 내몰리고 있는 것으로 나타났다.

교육과학기술부는 학생자살 예방을 위해 이달 말까지 전체 학교 및 교육청을 대상으로 연수를 실시하기로 했다.

10일 교육과학기술부가 전국 16개 시·도교육청을 통해 취합한 학생 자살 통계현황에 따르면 2005년부터 2010년까지 최근 6년 동안 발생한 학생 자살사망자 수는 모두 870명에 달했다. 한 해 평균 145명이 극단의 선택을 하고 있는 것.

연도별로 살펴보면 2005년 135명, 2006년 108명, 2007년 142명, 2008년 137명 등 4년 동안 100~150명 분포를 보이다 최진실 씨 등 유명 연예인 자살 여파가 컸던 2009년에는 202명으로 수직 상승했다. 지난해에는 146명으로 다시 평년 수준으로 떨어졌지만 여전히 이틀에 1명꼴로 자살을 선택하고 있는 것으로 나타났다.

자살원인을 살펴보면 `가정불화`가 277명(31.8%)으로 가장 많았다. 염세·비관(160명, 18.4%)이 그 뒤를 이었고 성적을 비관해 목숨을 끊은 학생도 100명(11.5%)에 달했다.

통계청 발표에 따르면 2009년 우리나라 인구 10만명당 자살자 수는 31.0명에 달한다. OECD 표준인구 기준으로 환산하면 28.4명으로 `자살률 1위` 국가다. 회원국 평균(11.2명)의 3배에 근접했고 2위 헝가리보다도 무려 7.4명이 많다. 31명 자살자 가운데 2명은 초·중·고 학생 자살자다.

교과부는 학생 자살자 수가 줄어들지 않음에 따라 오는 11일부터 28일까지 전국 모든 초·중·고교와 교육(지원)청 학생건강 담당 1만2000여명을 대상으로 권역별 연수를 실시하기로 했다.

교과부 관계자는 "학교와 교육청에 학생자살위기관리를 위한 위원회를 조직하고 외부 전문기관과의 연계도 추진할 예정"이라며 "자살 학생을 줄이기 위한 사전예방과 사후관리를 강화하겠다"고 밝혔다.
