New naval frigates may be dispatched to Dokdo

Korea is considering deploying new frigates near Dokdo to strengthen its control of the easternmost islets, after Japan renewed its territorial claim to the East Sea volcanic territory, a government source here said yesterday.

The Navy is scheduled to receive a first batch of 2,300-2,500 ton frigates next year under a naval buildup project code-named “FFX.” By 2018, a total of 20 new frigates will be put into service for antiaircraft and antisubmarine duties.

Seoul plans to expand port facilities on Ulleung Island near Dokdo to accommodate 5,000-ton ships, and the new frigates would be able to use the revamped port as a home base, the source said on the condition of anonymity.

“We are reviewing a plan to deploy the FFX frigates to Ulleung Island when the planned expansion of the port is completed,” the source said.

“In the wake of Japan’s renewed claim to Dokdo, the waters of Ulleung Island and Dokdo could be threatened,” the source said. “As security threats in the East Sea take shape, there is a need to deploy the new frigates to Ulleung Island.”

Tension between Korea and Japan resurfaced early this month after Japan approved the “Diplomatic Blue Paper” report for 2011 with claims to the islets and after its education ministry approved a series of school textbooks claiming the islets as its territory.

Since 1954, Korea has stationed a police detachment on Dokdo.

정부가 내년부터 2018년까지 해군에 인도되는 차기호위함(FFX.2천300~2천500t급)을 중ㆍ장기적으로 울릉도에 배치하는 방안을 검토 중인 것으로 알려졌다.

정부의 한 소식통은 19일 "FFX 건조계획을 수립할 당시 함정의 전력화 용도에 독도를 비롯한 동해상을 감시하는 초계함과 기동전단을 보호하고 독도 해상의 돌발상황에 대비하는 임무도 포함됐다"고 밝혔다.

소식통은 "FFX는 동ㆍ서ㆍ남해 함대에서 주력임무를 수행하면서 필요에 따라 독도 인근을 경계하는 초계함과 기동전단을 보호하는 등 다목적 임무를 맡게 될 것"이라면서 "울릉도의 항만 확장 공사가 끝난 이후 울릉도를 모항으로 하는 FFX를 배치하는 방안을 검토하고 있다"고 말했다.

이와 관련해 정종환 국토해양부 장관은 작년 12월 청와대에서 이명박 대통령에게 보고한 `2011년도 업무계획`을 통해 올해부터 울릉도와 연평도, 백령도 등에 5천t급 함정이 정박할 수 있는 규모로 부두시설을 확장할 계획이라고 밝혔다.

국토부는 오는 2017년까지 울릉도 사동항을 확장할 계획인 것으로 알려졌다.

소식통은 "일본의 독도 영유권 주장 등으로 앞으로 울릉도와 독도 인근 해역도 위협을 받을 수 있다"면서 "동해상의 위협이 현실화하고 있는 만큼 울릉도를 모항으로 하는 차기호위함의 배치 필요성이 두드러지고 있다"고 설명했다.

국방부 관계자는 "확장되는 울릉도 사동항의 부두시설 가운데 일부를 경비작전 중인 함정이 기상 악화 때 피항하거나 군수지원을 하는 계류부두로 활용하는 방안을 검토하고 있다"고 전했다.

현대중공업에서 건조 중인 FFX는 2012년 1번함을 시작으로 2018년까지 20여 척이 해군에 인도돼 1ㆍ2ㆍ3함대에 배치될 예정이다. 1번함은 다음 주 현대중공업에서 진수되며 `인천함`으로 명명됐다.

FFX는 현재 해군에서 운용하는 호위함(FF)과 초계함(PCC)을 대체하는 전력이며 2천300t급과 2천500t급 두 종류가 건조될 것으로 전해졌다.

지난 2005년 건조계획이 수립된 FFX는 대함유도탄과 대잠무기, 함포 등을 기본으로 장착하지만, 현재 운용 중인 호위함과 초계함에 없는 유도탄 방어무기까지 탑재할 예정이다.

FFX 전력화에 따라 해군의 해상전투력이 크게 향상될 것으로 기대된다.
