Confusing street addresses not going away yet

The Ministry of Public Administration and Security’s ambitious plan to overhaul Korea’s confusing postal address system by 2012 will be delayed for two years because the public hasn’t been prepared for the change.

According to the ministry and the National Assembly’s public administration and security committee, both agreed to delay implementing the new system until Dec. 31, 2013.

“A bill to delay the system is pending in the Assembly,” a ministry official said.

Grand National Party Representative Lee In-ki said the delay is in response to criticism that people could get confused by the new system because the ministry’s Web site explaining it has only been operating for five months. The ministry has also been airing television commercials about the change.

“After discussing the matter with the government several times, we reached a conclusion to delay completely switching to a street-name-based address system for two years,” Lee said.

According to the ministry, the present system for addresses was introduced by Japan in 1910 during its occupation of Korea and is based on land lot numbers. The land lots were numbered chronologically, in the order in which buildings were erected, not in street order, making Korean addresses difficult to find.

The new system will be based on street names and sequential building numbers, the system used in Western countries.

The government finished installing street signs and house number plates across the country last October, but many real estate businesses, restaurants and even residents still favor the old system.

“I tried to order Chinese food with my new address just out of curiosity, but I couldn’t,” said a 29-year old company worker surnamed Lee. “The restaurant said I’d only get my food when I gave my old address because the restaurant doesn’t understand the new system.”

새 도로명 주소 전면시행, 2년 연기

행안부 “적응기간 더 필요…2012~2013년 지번·도로명 병행”

기존 지번 주소 대신 새로운 도로명 주소만을 쓰는 시기가 2014년 1월 1일로 2년 연기된다.

17일 국회 행정안전위원회와 행정안전부에 따르면 정부는 도로명주소법을 개정해 내년 1월 1일부터 전면 실시하기로 한 도로명 주소의 전면 사용 시기를 늦추기로 했다. 이에 따라 기존의 지번 주소와 새 도로명 주소를 함께 쓸 수 있는 기간은 2013년 12월 31일까지로 연장된다.

행안부 관계자는 “현재 새 주소 시행 시기를 2년 연기하는 법률안이 국회에 제출돼 있다”며 “정부는 법안 개정을 수용하겠다는 입장”이라고 말했다. 법 개정안을 대표 발의한 한나라당 이인기 의원은 기자와의 통화에서 “오랫동안 써온 지번 주소를 너무 급하게 바꾸는 것은 혼란을 가져올 수 있다는 생각에서 지난 3월 법안을 제출했다”며 “정부 측과 계속 협의한 결과 도로명주소 전면 시행을 2년 연기하기로 공감대를 이뤘다”고 말했다.

정부가 국회의 법 개정을 받아들이기로 한 것은 100년 가까이 사용한 지번 주소를 바꾸면서 기존 지번 주소와 새 도로명 주소를 함께 쓰는 기간을 5개월만 두는 것은 무리라는 지적을 수용한 것이다. 실제로 현재 도로명 주소가 각 가구로 통보되면서 불만이 제기되고 있는 상태다. 최근 들어서는 같은 아파트 단지에서도 서로 다른 주소를 쓰게 되고 ‘가마산길’(영등포구) 같은 생소한 도로명 때문에 주소 찾기가 오히려 힘들어진다는 민원이 제기돼 왔다. 또 부동산 거래 등에는 계속 지번 주소를 사용한다는 점도 문제점으로 지적돼왔다. 개정안은 또 주민의 편의를 위해 ‘주소 일괄변경제도’를 도입하기로 했다. 주소 일괄변경제도란 주민이 각 기관을 방문해 주민등록증이나 운전면허증 변경을 하는 불편을 없애기 위해 추진되는 것이다.

주민이 한 번만 신청을 하면 지방자치단체장이 해당 주민과 관련한 전체적인 주소변경 신청을 대신 해주는 제도다.
