Following an allegation that the highly toxic defoliant Agent Orange was buried at Camp Carroll in the 1970s, other claims of chemical disposal by U.S. Forces Korea are emerging from oblivion.

U.S. veteran Larry Anderson said in a post on the “Korean War Project” Web site that USFK ordered the disposal of all its dioxin-laden herbicides in 1978. Anderson made the post in August 2009, but it was only noticed by the local media yesterday.

“One order I had received was to remove all remaining supplies of dioxin,” wrote Anderson, who said he served with the U.S. 2nd Infantry Division between 1977 and 1978.

Three other U.S. veterans, including Steve House, said in an interview with an Arizona broadcaster last week that 250 55-gallon drums of Agent Orange were buried at Camp Carroll in Chilgok, North Gyeongsang, in 1978.

On Tuesday, another post on the same “Korean War Project” Web site, written by veteran Ray Bows in the 1990s, claimed USFK buried “hundreds of gallons” of “every imaginable chemical” at Camp Mercer in Bucheon, Gyeonggi, between 1963 and 1964.

A local civic group raised more suspicions yesterday when it issued a statement claiming Korean civilians were mobilized by the U.S. to spread defoliants within the DMZ in the late 1960s and early 1970s to clear the view of North Korean territory.

Green Korea United cited a Korean resident near the DMZ, who claimed to have been mobilized in 1971. He said they spread Monuron, another type of defoliant, in the DMZ under the guidance of U.S. troops.

The civic group said the civilians spread the defoliants manually after being told it was a weed killer. The resident it quoted said he has been suffering from asthma since 1971. Photographs of sacks of supposed defoliants were posted on Green Korea United’s Web site.

Jeff Buczkowski, the U.S. 8th Army spokesman, dismissed the new allegations as “speculation,” in a telephone interview with the Korea JoongAng Daily yesterday. He said the U.S. is focused on the allegations of Agent Orange being buried at Camp Carroll.

After the Camp Carroll report last week, the U.S. said it would cooperate with South Korea to investigate the case.

The Prime Minister’s Office said on Tuesday that military authorities from Seoul and Washington would meet yesterday to discuss a joint investigation team, but later said the meeting was delayed to today.

Buczkowski told the Korea JoongAng Daily that the U.S. has already started investigating and is exchanging information with South Korea. A USFK official said the U.S. is studying old documents regarding management of chemicals.

Seoul’s Ministry of National Defense yesterday launched an on-site inspection of Camp Mercer, which was returned to South Korean control in 1993.

“All U.S. military bases in Korea should be investigated for illegal chemical dumping,” said Kim Hye-jin, an activist with Green Korea United.

She said such illegal acts by USFK can only be addressed through a revision of the U.S.-ROK Status of Forces Agreement (SOFA).

Voices calling for a revision of SOFA regularly rise when anti-U.S. sentiment swells on reports of USFK wrongdoing, such as in 2002, when two Korean girls were killed by a U.S. armored vehicle.

주한미군이 경북 왜관의 미군기지 캠프 캐럴에 고엽제를 묻었다는 의혹이 제기된 1978년을 전후해 주한미군 부대들에 다이옥신 제초제를 모두 없애라는 명령이 일제히 하달됐다는 또 다른 퇴역 미군의 증언이 25일 확인됐다. 미 육군 2사단 사령부에서 복무한 래리 앤더슨은 “77~78년 무렵 2사단 전체 창고에 저장돼 남아 있는 모든 다이옥신을 없애라는 명령이 내려졌다. 우리 부대만이 아니라 전 부대에 내려진 일제 명령이었다”고 퇴역 주한미군 인터넷 사이트인 ‘한국전 프로젝트’ 를 통해 밝혔다. 미 2사단은 경기도 파주·연천·문산·동두천·의정부·포천 등에 기지가 분산 배치돼 있다. 당시 전량 처리 명령이 떨어진 이유는 분명치 않다. 78년은 유독성 화학물질을 웅덩이에 대량 매립했다가 들통난 ‘러브 커낼’ 사건이 미국을 떠들썩하게 했고, 베트남전 고엽제 피해가 알려지는 등 유독성 화학물질에 민감한 시기였다.

한편 주한미군은 2004년 삼성물산에 기지 내 토양오염 실태 조사를 의뢰했다. 그 결과 다이옥신이 검출됐으나 인체에 유해하지 않은 것으로 드러났다고 미군측은 밝혔다.

 이런 가운데 국방부와 육군은 이날 오전 ‘화학물질 매립’ 의혹이 제기된 경기도 부천시 오정동 옛 미군 부대 ‘캠프 머서’에 대한 현장 답사를 실시했다. 64년 미 공병단 44공병대대 547중대원으로 캠프 머서에서 근무했다는 레이 바우스가 2004년 5월 한 홈페이지에 올린 글에서 “근무 당시 불도저로 구덩이를 판 뒤 고무 옷과 가스 마스크를 착용하고 모든 상상 가능한 화학물질 등 수백 갤런을 버렸다”고 밝힌 곳이다.

 이날 현장 방문에는 국방부 환경팀 및 육군 환경과 소속 4명이 참가했다. 이들은 매몰 추정 지역을 둘러보고 향후 조사 계획 등에 대해 논의했다. 군 관계자는 “54년 7월부터 92년 9월까지 미군 주둔 당시 부대 배치도를 입수하고, 장기 근무자들을 대상으로 조사를 할 계획”이라며 “조속한 시일 내 의혹을 해소하도록 노력하겠다”고 밝혔다. 93년 7월 우리 측에 반환된 캠프 머서에는 수도군단 1121공병부대(장병 800여 명)가 주둔 중이다. 면적은 33만1803㎡에 이른다.


 부천시도 25일 자체 태스크포스(TF)를 구성했다. 시는 이날 오후 오정동 주민자치센터에서 ‘화학물질 매립 의혹’에 대한 주민 설명회도 열었다. 참석한 주민 40여 명은 군부대와 오정동 일대에 대한 역학검사와 함께 주민들의 건강검진을 실시해줄 것을 요청했다.

 ◆이재오 특임장관 캠프 캐럴 방문=이재오 특임장관은 이날 미 8군 군사기지 시설사령관인 데이비드 폭스 준장의 안내를 받으면서 고엽제가 매립됐던 캠프 캐럴 헬기장 인근을 둘러봤다. 미군 측은 고엽제 60여 드럼이 2곳으로 나뉘어 묻혀 있었던 헬기장 주변을 레이더로 탐색할 예정이라고 설명했다. 이에 대해 이 장관은 “앞으로 조사를 통해 고엽제를 왜 여기에 묻었고, 어디로 옮겼는지 확실히 밝혀져야 한다. 그래야 우리 국민이 불안해 하지 않을 것”이라고 말했다.
