Ban bid is supported by China and North

Seoul, Washington and other countries welcomed a long-anticipated announcement by United Nations Secretary General Ban Ki-moon that he would seek a second term as the head of the 192-member body.

North Korea also expressed its endorsement of Ban’s bid through its ambassador, highlighting strong support for a leadership that some have criticized as lacking drive and independence in dealing with global crises.

Ban, South Korea’s former foreign minister, declared his candidacy for another five-year term as secretary general at a press conference at UN headquarters in New York on Monday.

“It has been an enormous privilege to lead this great organization,” Ban said. “If supported by the members states, I would be deeply honored to serve once more.”

Mark Toner, spokesman of the U.S. State Department, said the United States welcomed Ban’s announcement.

“Clearly, the UN faces an array of daunting challenges and we’ve worked constructively with Secretary General Ban on many of them,” Toner said at a Monday media briefing.

Other members of the UN Security Council’s five veto-wielding countries supported Ban, with China’s UN ambassador, Li Baodong, saying he had led the organization though “stormy weather and troubled water.”

Li said the 53-member Asian Group in the UN backs the secretary general’s reappointment.

North Korea’s ambassador to the UN, Sin Son-ho, said at an Asian Group meeting Monday, “I support a re-election of Ban, but will not make a public address [expressing the support],” according to ambassadors attending the meeting.

Japanese Prime Minister Naoto Kan also expressed his support for Ban’s bid, Japan’s Chief Cabinet Secretary Yukio Edano told a press conference in Japan yesterday.

UN diplomats say Ban has already secured the backing of UN Security Council members. Currently, no other person has declared a bid for the post. The UN General Assembly, scheduled for later this month, is expected to hold the election of the next secretary general.

Ban, a South Korean career diplomat, served as the country’s foreign minister until he was elected secretary general in late 2006. His five-year term as UN head ends at the end of this year.

Ban’s low-profile working style, termed by his supporters as “quiet diplomacy,” has helped him avoid serious controversies over his leadership, but some critics say he lacks the charisma of predecessor Kofi Annan. He has also been criticized for “being calculative” for keeping quiet on human rights issues in some countries, including China.

Ban tried to put his leadership in a more positive light. “Throughout my time in office, I have sought to be a bridge-builder among the member states, within the United Nations system and among a rich diversity of global partners,” he said Monday. “Finding common ground is central to delivering results.”

반기문 유엔 사무총장이 6일(현지시간) 연임 도전 의사를 공식 발표한 가운데 북한이 이례적으로 반 사무총장의 연임에 지지 의사를 밝혀 관심을 모은다. 특히 반 사무총장이 연임 시 북한을 방문해 남북문제를 적극 해결하겠다는 의지를 드러내 얼어붙은 남북관계 개선 기대감이 한껏 무르익고 있다.

반 사무총장은 6일 오전(현지시간) 연임 도전 공식 발표 직전 뉴욕 유엔본부 식당에서 유엔 아시아 그룹 회원국 대사 53명과 조찬 회동을 가졌다.

신선호 유엔주재 북한 대사는 이 자리에서 반 총장에게 "우리는 총장님의 재선을 적극 지지한다"며 반 총장에 대한 연임 지지 의사를 밝힌 것으로 알려졌다. 그는 다만 오늘 공개 지지 연설은 하지 않을 생각이라는 입장을 전달한 것으로 전해졌다.

북한이 최근 남북관계가 경색 국면으로 치닫고 있는 상황에서 이례적으로 반 총장 연임에 지지 입장을 표명한 것이다. 실제로 북한은 최근 연일 남한 정부와의 대화 중단을 선언하며 강도 높은 대남 압박 공세를 이어가고 있다.

지난달 30일 북한 국방위원회 대변인 성명에서 남한 정부와 상종하지 않겠다고 밝힌 이후 지난 1일 관례를 깨고 남북 비밀접촉 내용까지 공개하면서 남한 정부와 대화하지 않겠다는 입장을 거듭 밝혔다.

이후 지난 3일에는 인민군 총참모부가 남한의 일부 예비군 훈련장에서 김일성 주석과 김정일, 김정은 부자의 초상화를 사격 표적지로 이용한 것을 거론하며 군사적 보복행동에 나설 것이라고 위협했다. 6일에는 조선중앙방송 등 북한 매체들까지 일제히 이 같은 내용의 보도를 내보내며 대남 공세 압박 수위를 높이고 있다.

이에 따라, 외교가에서는 반 사무총장이 연임에 성공하면 향후 남북관계 개선에 긍정적인 역할을 할 것이라는 성급한 전망이 나오고 있다. 반 사무총장이 6자회담과 우라늄 농축 프로그램(UEP) 등 북한의 비핵화는 물론 천안함과 연평도 사건에 대한 책임 있는 조치와 관련해 `중재자` 역할을 할 수 있다는 것이다.

외교부 장관 출신인 반 사무총장이 남북관계 개선에 강한 의지를 드러낸 것도 이 같은 관측에 힘을 실어준다.

반 총장은 이날 오전 유엔본부에서 연임 도전 의사를 공식 발표한 뒤 한국 특파원들과 인터뷰에서 북한 방문 계획과 관련, "북한도 저의 방문을 환영한다는 입장이다. 적절한 조건과 시기를 선택해 검토할 계획"이라며 조속한 방북 의지를 드러냈다.

그러면서 그는 한반도 문제 해결을 위한 계획과 관련 “한반도 평화와 안정, 화해에 누구보다 깊은 관심을 두고 노력했다"며 "연임이 되면 더 자신 있게 한국 정부와 관련국들과 협의해 나름대로 이바지할 생각"이라는 복안을 밝혔다. 우리 정부는 물론 관련국들과 의견 조율을 바탕으로 북한을 직접 찾아 남북문제를 해결하겠다는 의지를 드러낸 것이다.

이와 관련, 외교부 고위 관계자는 "반 사무총장은 직업외교관으로 지난 2004년부터 3년여간 외교부 장관을 역임해 북한 비핵화 문제 등 대북 정책에 누구보다 정통하다"며 "유엔 사무총장을 역임하면서 국제적으로도 폭넓은 인맥을 갖추고 있어 대북 관계 개선에 적지 않은 기여를 할 것"이라고 말했다.

일각에선 정부가 반 사무총장을 남북 관계 개선에 적극 활용해야 한다는 지적도 나온다. 한 외교 소식통은 "반 사무총장이 남북 관계에 해박한 지식을 가지고 있는 것은 물론 남다른 애정과 애착을 가지고 있다"며 "정부가 반 사무총장의 외교력을 활용해 남북 관계를 개선시키는 노력을 병행하는 대북 전략을 적극 검토할 때가 됐다"고 지적했다.
