Lee unveils plan for green tech center

President Lee Myung-bak unveiled the next step in his green growth vision yesterday, saying Korea will establish an international research institute this year to help promote the study of environment-related technologies.

The Green Technology Center will focus on developing environmentally friendly technologies together with the Global Green Growth Institute (GGGI) and leading foreign research institutes. The plans will be carried out in conjunction with the country’s science belt in Daedeok, Gyeonggi, which will be home to research complexes.

“If we unite efforts, we can make big changes,” the president said. “We can lay the cornerstone for a planet-responsible civilization.”

President Lee’s latest green growth pledge was made at the opening ceremony of the inaugural Global Green Growth Summit, organized by Korea and the Organization of Economic Cooperation and Development (OECD). The two-day summit will include 91 high-level speakers from 25 countries, including OECD Secretary General Angel Gurria and SoftBank Chairman and CEO Masayoshi Son.

President Lee embarked upon his “low-carbon, green growth” initiative in 2008, calling for lesser dependence on fossil fuels and more development of alternative energy sources. Korea established the GGGI last year, which opened its first overseas office in Copenhagen, Denmark, last month.

“Green growth turns the crisis of climate change into an opportunity,” said Finance Minister Bahk Jae-wan. The Ministry of Strategy and Finance is playing a big role in the summit along with the Ministry of Foreign Affairs and Trade and the Ministry of Environment.

“More jobs will be created by, rather than [lost from], green growth. Green technology development will be translated into positive externalities and synergy between industries in order to reach the ultimate goal of improved productivity,” Bahk said.

Bahk said that now was the time for companies to pay more attention to sustainable development.

Private business leaders are well aware of the burgeoning industry.

“There is a need to introduce a new paradigm based on green growth, which requires policy support,” said Zhengrong Shi, chairman and chief executive of Suntech, from China.

SoftBank Corporation Chairman Son stressed the need for a shift in energy policy in the wake of the March 11 nuclear crisis in Japan.

“The great eastern Japan earthquake was a shifting point in Japan’s energy policy, which has heavily relied on fossil and nuclear power generation,” Son said, adding that Japan’s parliament is discussing the Renewable Energy Bill, which will introduce a fee-in-tariff system with mandatory purchase of renewable energy. Son has been very active in recovery initiatives since the earthquake. One such initiative is to set up the Renewable Energy Council to promote renewable energy throughout Japan. The council will convene this summer.

“There aren’t many private companies in Korea that spare time on developing eco-friendly technologies such as solar energy, though Samsung and LG have the skills to do so,” Son said.

이명박 대통령은 20일 전세계 녹색성장을 이끌기 위해 '녹색기술센터'를 설립하고 '글로벌 녹색기술상'을 제정하겠다고 밝혔다.

이 대통령은 이날 오전 중구 소공동 롯데호텔에서 열린 '글로벌 녹색성장연구소(GGGI)ㆍOECD(경제협력개발기구) 공동주최의 '글로벌 녹색성장 서밋 2011' 개회식에 참석, 연설을 통해 이같이 말했다.

이 대통령은 "지구환경과 인간문명이 함께 살아갈 '지구 3.0시대'를 열어가야 한다"면서 "인류는 이제 지구에 책임지는 태도로 사고와 행동을 한차원 높이 발전시켜 나가야 한다"고 밝혔다.

이 대통령은 "우리의 노력이 개별적 차원을 넘어 하나로 결집된다면 큰 변화를 만들어갈 수 있다"며 "지구책임적 문명의 초석을 놓을 수 있다"고 강조했다.

녹색기술센터(Green Technology Center)는 GGGI와 국내외 유수 연구기관이 참여해 올해 안에 발족되며 국제과학비즈니스벨트 기초과학연구단 배정계획과 연계될 것으로 알려졌다.

녹색기술센터는 에너지, IT(정보기술), 물, 환경 등 관련기술의 융합ㆍ체계화된 연구를 중심으로 전세계 연구개발 동향을 점검ㆍ평가하고 첨단 녹색기술 분야의 국제적 R&D(연구개발) 공조체제를 구축, 핵심 인재 육성과 개발도상국의 기술협력을 구체화할 방침이다.

글로벌 녹색기술상은 세계적 수준의 녹색기술 개발과 확산에 기여한 인물, 기업, 단체 등을 대상으로 하며 하반기중 국제 심사위가 구성돼 내년 6월 글로벌 녹색성장 서밋에서 처음으로 수여될 예정이다.

이 대통령은 "파트너십 정신을 바탕으로 개도국의 녹색성장을 지원하는 그린 ODA(공적개발원조)를 계속 늘려나갈 방침"이라고 말했다.

글로벌 녹색성장 서밋은 우리나라가 주도해 설립한 최초의 국제기구인 GGGI창립 1주년과 한국의 OECD 가입 15주년을 기념해 마련됐으며 정부는 '녹색분야의 다보스포럼'으로 발전시킨다는 계획이다.

21일까지 이틀간 열리는 이번 서밋은 세계 각국의 실정에 적합한 녹색성장 정책 패러다임의 설정과 인류 발전을 위한 글로벌 파트너십 네트워크 구축을 모색할 예정이다.

서밋에는 반기문 유엔 사무총장이 영상메시지를 보냈으며 앙헬 구리아 OECD 사무총장, 놀린 헤이저 유엔 아태경제사회위원회(ESCAP) 사무총장, 잉거 앤더슨 월드뱅크 부총재, 손정의 일본 소프트뱅크 회장, 중국의 태양광 업체인 썬텍의 스정룽 회장, 덴마크 친환경 냉난방기구 업체인 댄포스의 오르겐 클라우젠 회장 등 세계 경제계 및 국제기구 인사 60여명이 참석했다.
