The Associated Press has withdrawn a photo depicting flooding in North Korea, released recently by the reclusive communist country’s news service, claiming that signs of digital manipulation were detected.

The American news wire agency transmitted the photo to its members and customers on Saturday. “In this photo taken Friday, July 15, 2011, and released Saturday July 16, 2011, by the Korean Central News Agency via Korea News Service, residents wade through a flooded street in Pyongyang, North Korea. North Korea said heavy rains flooded farmland, destroyed homes and caused some deaths,” the AP said in the caption.

The Korean Central News Agency is a state-run mouthpiece of the North.

The day after the photo’s release, the AP issued a “kill notice” to tell subscribers that AP decided to withdraw the photo and no longer stood by it.

“The content of this image has been digitally altered and does not accurately reflect the scene,” AP said in the kill notice. “No other version of the photo is available.”

The news agency, however, did not elaborate on the specifics of the manipulation. According to Radio Free Asia, AP spokesman Paul Colford said Monday that the photo in question made it onto the AP wire because of human error at AP. “The AP did not intend for the photo to go on its wire,” Colford was quoted as saying by RFA. “It did go on the wire by mistake.”

The AP announced on June 29 that it has signed agreements with the Korea Central News Agency, including one to open an AP news bureau in Pyongyang. They also agreed on cooperation on journalistic and photo and video technology issues, including a joint photo exhibition in New York next year.

“It would be the first permanent text and photo bureau operated by a Western news organization in the North Korean capital,” the AP said in a release at the time. “Five years ago, AP Television News, headquartered in London, became the first Western news organization to establish an office in North Korea.”

It, however, remains unclear how the kill notice will affect the relationship between the two news agencies.

Reuters, which recently agreed to receive the KCNA’s supply of news video, transmits the North Korean footage with a disclaimer that “Reuters cannot independently verify the video’s accuracy.”

On Saturday, the AP reported, quoting KCNA, about heavy rains in the North that flooded farmland, destroyed homes and caused unspecified casualties.

Speculation grew in the South that the North might have manipulated the photo in order to exaggerate its flood damage and appeal for international aid. The North, however, has not made requests to the International Federation of Red Cross or South Korea.

North Korea suffered severe flood damage in Sinuiju, North Pyongan Province, last summer. At the time, the International Federation of Red Cross spent $370,000 on recovery operations. Despite frozen inter-Korean relations, South Korea also provided relief packages including 5,000 tons of rice, 100,000 tons of cement and other goods at the North’s request.

北 수해사진 조작했다면 그 의도는
북한 조선중앙통신이 지난 16일 송고한 대동강변 수해사진을 놓고 조작의혹이 불거지면서 논란이 예상된다.

미국 AP통신은 18일 중앙통신이 16일 송고한 문제의 사진을 삭제하고 고객들에게 이를 알렸다. 삭제된 사진에는 대동강 주변 도로가 폭우로 완전히 침수된 상황에서 주민 7명이 걸어가는 장면이 담겨 있다.

AP는 이 사진을 삭제한 이유로 '디지털 기술로 변형된 것이 의심된다'는 점을 꼽았다.

사진 속 행인들은 물이 넘친 대동강변을 걷고 있음에도 옷에 흙탕물이 튄 흔적이 없고 다리 부분도 깨끗해 흙탕물 속을 걷는 모습으로 보기에 너무나 어색해 조작의혹을 샀다.


실제로 북한 관련 웹사이트인 노스코리아테크(www.northkoreatech.org)는 "AP통신의 편집인들은 사진이 포토샵으로 처리된 것으로 의심하고 있다"고 설명했다.

북한의 사진 조작의혹이 이번에 처음 제기된 것이 아니라는 점도 조작의혹을 짙게 한다.

김정일 국방위원장이 2008년 8월 뇌졸중으로 쓰러진 직후인 10월 북한 매체가 김 위원장의 축구경기 관람 사진이나 여성포병중대 시찰 사진을 공개했을 때도 조작의혹이 제기됐다.

축구경기 관람 때 야외를 걷거나 오른손을 들고 있는 모습, 10월에 이뤄진 군부대 시찰임에도 주변 나무들이 여름철에나 볼 수 있는 녹색을 유지하는 모습 등은 조작의 근거로 제시됐다.

당시 북한의 김 위원장 사진 조작은 와병으로 쓰러진 직후 국제사회의 여러 억측을 잠재우기 위한 것이라는 분석이 지배적이었다.

북한 권력층 내부에 혼란이 있을 것이라는 관측이 있었고 붕괴 가능성까지 거론되는 상황에서 북한은 김정일 위원장의 활동사진을 공개함으로써 이러한 추측들을 잠재우려고 했을 것이라는 게 전문가들의 견해였다.

이런 점에서 이번에 북한이 장마로 인한 홍수사진을 조작했다면 그 이면에는 노림수가 있을 것으로 보는 이들이 적지 않다.

일단 수해를 내세워 국제사회의 인도적 지원을 끌어내려는 의도가 담겼을 것이라는 게 전문가들의 대체적인 시각이다.

유럽연합(EU)이 대북식량지원을 결정했지만 미국이 지원을 결정하는데 미적거리고 있고 남한의 지원을 끌어내기 쉽지 않은 상황에서 북한 내부상황이 좋지 않다는 점을 부각하려 했을 것으로 보인다.

조작의혹이 불거진 사진 속에 수해로 어려움을 겪는 북한 주민들이 등장한다는 점도 이런 추정을 뒷받침한다.

김용현 동국대 교수는 "사진의 진위를 확인해야겠지만 만약 북한이 조작했다면 수해 상황을 부풀려 외부의 지원과 대외관계 개선에 활용하려는 의도가 담긴 것으로 보인다"고 말했다.

북한이 최근 장마 기간에 이례적으로 실시간 수해상황을 전한 것 역시 같은 맥락에서 이뤄졌을 가능성이 커 보인다.

중앙통신은 제5호 태풍 '메아리'가 지나가고 거의 열흘 뒤인 12일 "서해안 지역을 비롯한 여러 지방에서 인명피해가 났으며 160여 동의 살림집(주택)이 파괴되고 2만1천여 정보의 농경지가 침수 및 유실, 매몰됐다"고 피해상황을 전했다.

또 장마전선이 북부지방에 머물며 많은 비를 뿌린 가운데 북한매체들은 13일부터 17일까지 연일 폭우 소식을 실시간으로 전했다.

중앙통신은 16일 함경남도 함흥시에서 14∼15일 내린 폭우로 가옥들이 무너지고 인명 피해와 함께 수백 정보의 농경지 침수, 도로 유실 등을 전했으나 구체적인 인명피해 등은 밝히지 않았다.
