Busan braces for ‘Hope Bus’ chaos

Administrators and police in the southern port city of Busan are concerned that a massive traffic jam will be caused by another massive rally called for today to support the on-going labor protest at Hanjin Heavy Industries & Construction Co.

According to the Busan Metropolitan Police Agency, around 10,000 people from all parts of the country are expected to attend the third Bus for Hope rally in Busan’s Yeongdo District. Attendance of the last rally earlier this month was estimated by police at around 7,000.

Making things worse, Jeolyeong-ro, one of the two main roads in the district, was closed after sections were damaged by heavy rain on Wednesday, police said. It will take about a month to reopen the road, it said.

Yeongdo is an island connected to Busan by bridges.

Police are concerned that if the island’s other main artery, Taejong-ro, is jammed with protestors, half of the residents of Yeongdo could be trapped on the island. More than 200,000 people reside in Yeongdo.

The police warned they will sternly deal with any illegal actions by the protestors.

“If the participants in the third Bus for Hope rally block the roads, conduct illegal marching, or destroy facilities at Hanjin, as they did in the first and second rallies, we will immediately act,” the Busan Police Agency said in a statement.

The rallies, which have developed into a nationwide labor movement, were initially organized to support Kim Jin-suk, a senior official of the Busan branch of the Korean Confederation of Trade Unions, who has been holding a protest atop a crane inside Hanjin’s Yeongdo shipyard for more than 200 days.

Her protest is in support of hundreds of workers laid off by the company last year. Four laid off Hanjin workers have joined her on the crane since mid-June.

According to the police, around 700 people attended the first Bus for Hope rally held on June 11-12, which increased tenfold on July 9-10, as the rally attracted support from temporary workers, civic groups and social minorities such as gays and lesbians. More than 180 buses were mobilized for the second rally. Civic groups said around 30,000 people were expected to join today’s rally.

Yeongdo residents have complained about the disorder of the rallies and are concerned that the police don’t have the manpower to maintain order.

During the second rally, 93 squadrons of police personnel were mobilized, 85 percent of them from areas outside Busan, including 22 squadrons from Seoul and 19 from Gyeonggi.

But for today’s rally, the police in Seoul, Gyeonggi and Gangwon are busy with recovery efforts after this week’s heavy rain.

The police are also worried about clashes between the protestors and residents.

A strike by around 1,100 Hanjin union workers against the layoffs announced last December ended after 190 days on June 27 when the company agreed to give severance pay to all laid off workers. On July 4, the shipyard resumed operation with 1,400 of the company’s employees back at work.

지난 27일 379mm의 폭우가 내리면서 부산시 영도구 백련사 아래에 있는 절영로 왕복 2차선 도로 중에서 1개 차로가 무너져 차량의 출입이 통제됐다.

이번 주말 15만 부산시 영도구민들이 고립될 위기에 처했다. 이틀 동안 차량은 영도를 드나들기 어려워진다. 응급환자가 발생해도 도심 쪽 큰 병원으로 나오기 힘들 수 있다. 30일 오후로 예정된 ‘3차 희망버스’ 때문이다. 부산 영도구 봉래동 한진중공업 85호 크레인에서 정리해고 철회를 요구하며 농성 중인 김진숙(51) 민주노총 부산지역본부 지도위원을 격려하기 위한 ‘3차 희망버스’로 부산은 끓고 있다.

 영도 주민들이 고립될 것으로 우려되는 이유는 주요 도로인 절영로가 28일 유실돼 통행이 차단됐기 때문이다. 도로 복구는 적어도 두 달 이상 걸린다. 섬인 영도의 도로망은 남포동에서 영도대교와 부산대교를 건너오면 봉래 로터리에서 양쪽으로 갈라진다. 왼쪽은 한진중공업 방향의 태종로, 오른쪽은 동삼동 방향의 절영로다. 두 도로는 섬을 한 바퀴 도는 순환도로망을 이루고 있다. 현재 절영로 쪽은 차단된 상태라 차들은 태종로로 다니고 있다. 양쪽 순환도로를 이어주는 산복도로가 있지만 일방통행로가 많고 비좁아 버스나 큰 차는 다닐 수 없다. 영도대교와 부산대교가 막히면 남항대교를 이용할 수 있지만 송도를 경유하느라 시간이 많이 걸릴 수밖에 없다. 이런 상황에서 한진중공업 앞에서 희망버스 행사가 열리면 영도는 교통지옥으로 변할 수밖에 없다.

  박태석(63) 영도주민자치위원회 협의회장은 “2차 때도 영도를 빠져 나가려면 10여 시간씩 걸렸다. 주말에 집안에서 꼼짝 말고 있으란 말이냐. 목숨이 경각에 달린 응급환자가 생기면 어떡하느냐”며 목소리를 높였다. 경찰은 교통 마비에 대비하기 위해 30일 오후 11시부터 31일 오전 4시30분까지 절영로∼신선3동∼청학동∼원우 아파트를 잇는 산복도로에 승합차량 14대를 임시 운행할 예정이다. 영도구 보건소는 응급환자 후송을 위해 의료진 6명과 구급차를 비상 대기시키기로 했다.

 희망버스 주최 측은 부산시내 6곳(부산역· 남포프라자·부산시민회관·경성대 앞·쥬디스 태화·한진중공업)에 집회신고를 마쳤다. 도심에서 집회를 마친 참가자들은 30일 오후 6시 부산역에 모여 문화제를 연 뒤 한진중공업까지 걸어간다. 주최 측은 참가 인원을 2차(9일) 때와 비슷한 1만여 명(경찰 추산 7000명)으로 추산하고 있다. 행사가 진행되는 동안 부산역∼영도 간 중앙로에 차량들이 밀리면서 도심은 연쇄적으로 교통지옥으로 변할 가능성이 높다.

 경찰은 2차 때와 비슷한 수준인 93개 중대 7000여 명의 경찰을 투입하기로 했다. 부산경찰청은 1, 2차와는 달리 도로를 점거한 거리행진은 사법 처리하겠다는 입장이다.

 유대원(67) 절영상공인 연합회 회장은 “희망버스 앞에 드러눕겠다는 상인도 많다. 영도 상인들은 토·일요일에 태종대 등을 찾는 관광객 때문에 밥 벌어먹고 산다. 제발 오지 말아 달라”고 말했다. 부산시는 야4당과 민노총에 ‘피서 절정기에 많은 불편이 예상되는 제3차 희망버스를 중단해 달라’는 공문을 발송했다.
