When climate changes, city must too

Over the last 99 years, the temperature on the Korean Peninsula has risen 1.8 degrees Celsius. Summer is now 19 days longer than it was a century ago. Winter has lost 17 days. The rainy season has also shifted into August, and now there’s lots of rain after the traditional rainy season, including what the Korean media now calls “water bombs” - big destructive rainstorms.

These are all signs that a subtropical climate is creeping up the Korean Peninsula. And as Seoul saw this week, as it got hit by historic amounts of rainfall, climate change requires very real changes in cities and how they deal with the weather, such as water control systems. Because the systems in Korea’s cities were built for a bygone climate.

Summer is affected by the North Pacific High, an anticyclone that was responsible for this week’s torrential rains, as its hot and humid air met cold air above the Korean Peninsula. As a result, Seoul got hit with 301.5 millimeters (11.8 inches) of rain on July 27, setting an all-time record for the city since weather observations were first recorded in 1907. On that day, some locations received 100 millimeters of rain on an hourly basis.

The traditional rainy season is most of July. From 1973 to 2010, there were 19 years when August’s rainfall was heavier than July’s; 12 of those years occurred after 1990. In the same period, Korea experienced 14 heavy rains after the rainy season, and 11 of those occurred after 1990.

“Currently we have observed a subtropical climate in Jeju Island’s coastal regions and also several areas in the southern coastal areas of Korea,” said Kwon Won-tae of the National Institute of Meteorological Research in Seoul. “This phenomenon is spreading north.”

Korea’s ecosystem is showing evidence of change. The National Fisheries Research and Development Institute found subtropical coral early this year near Oryuk Island off the coast of Busan. Tropical fish were found in the same waters.

As the climate changes, so must the systems to control things like drainage of rain. “We cannot be assured that our water control systems will keep us safe anymore,” said Kim Joong-hoon, a professor teaching at the School of Civil, Environmental and Architectural Engineering at Korea University in Seoul.

“As we experience more frequent weather disasters, we must reinforce our crisis management system and countermeasures according to the changing weather patterns,” Prime Minister Kim Hwang-sik said yesterday at a policy meeting in Seoul.

Seoul’s drainage system was built to handle up to 75 millimeters of rain per hour, and designed to deal with record-breaking rainfall once every 10 years. In the past, that was good enough to get through the rainy season, but with more and more rain, the system is on the verge of collapse.

The system had an even smaller capacity when it was first designed in 1983 to stand 71 millimeters of rain every hour.

After torrential rains last Chuseok, Seoul decided to raise the standards to handle up to 95 millimeters of rain per minute. The city also has a plan to install 82.9 kilometers (51.5 miles) of pipes in 26 places in the city by 2014, but only 5 kilometers have been completed.

“In the case of big cities, you have to look at plans for drainpipes three or five times bigger than they are right now,” said Moon Young-il, professsor of civil engineering at the University of Seoul.

서울 2년 연속 시간당 100mm … 아열대성 기후로 변화 중

한반도 기온은 지난 99년간 섭씨 1.8도 올랐다. 여름은 19일 길어졌고, 겨울은 17일 짧아졌다. 연중 가장 많은 비가 오는 달이 7월에서 8월로 바뀌고 있고, 장마 종료 뒤 ‘물폭탄’을 쏟아붓는 ‘장마’가 또 오기도 한다.

 한반도의 기후가 아열대성으로 변하며 나타나는 현상들이다. 과거 같으면 ‘기상이변’으로 불릴 만한 이런 현상들이 ‘일상’이 되고 있다. 그런데도 서울 등 도심 치수(治水) 시설은 기후변화를 감당하기 어렵게 돼 있다. 이번처럼 여름철 서울 등 도심 곳곳에서 물난리가 반복되는 이유다.

 여름은 아열대 기후를 좌우하는 북태평양고기압의 영향을 받는 계절이다. 이번 폭우도 북태평양고기압에서 유입된 덥고 습한 공기가 차고 건조한 공기와 부딪히며 시작됐다. 27일 서울에는 하루 301.5㎜의 장대비가 쏟아졌다. 7월 하루 강수량으로 1907년 기상 관측 시작 이래 최고기록이다. 연간으로 봐도 20년(354.7㎜), 98년(332.8㎜)에 이어 사상 세 번째다. 지난해 추석 연휴 폭우에 이어, 이번에도 시간당 100㎜의 비가 쏟아진 곳도 있다.

 8월 강수량이 7월보다 많은 경우, 장마가 끝난 뒤 더 많은 비가 오는 경우도 점점 늘고 있다. 1973~2010년 8월 강수량이 7월보다 더 많았던 경우는 19번이었다. 이 중 12번(63%)이 90년대 이후 몰려 있다. 장마 종료 후 더 많은 비가 온 경우는 같은 기간 14번 있었다. 그중 11번(79%)이 역시 90년대 이후 나타났다.

 권원태 국립기상연구소장은 “현재 제주도 해안가와 남해안 일부 지역에 아열대 기후가 나타나고 있고, 이 같은 현상이 점점 북쪽으로 확대되고 있다”고 말했다.

 기후 변화의 움직임은 생태계에서도 감지되고 있다. 국립수산과학원은 올 초 부산 오륙도 인근에 아열대성 산호류인 뿔산호 군락을 확인했다. 주변 해역에선 혹돔·청줄돔·파랑돔 등 아열대 어종도 발견됐다.

 이렇게 달라진 한반도의 기후에 맞춰 서울 등 도심의 치수·방재 대책도 바꿔야 한다는 지적이 많다.

고려대 김중훈(건축사회환경공학) 교수는 “강수량이 많아져 과거에는 안전했던 치수시설로는 더 이상 안전을 장담할 수 없게 됐다”고 말했다.

 현재 서울 지역 하수도시설은 10년 설계 빈도로 시간당 75㎜ 이내의 비를 처리할 수 있도록 설계돼 있다. 10년 설계 빈도란 10년에 한 번 올 만한 큰비에 대비했다는 뜻이다. 과거엔 이 정도면 빗물 관리가 가능했다. 하지만 최근 매년 큰비가 반복돼 더 이상 이 기준으로는 감당할 수 없게 됐다.

 이 기준은 83년 하수도 기본계획이 처음 수립될 때 만들어졌다. 최초 기준은 10년 설계 빈도로 시간당 71㎜의 비를 처리하는 것이었다. 이후 5년마다 시간당 처리할 수 있는 강수량 기준을 늘려 현재에 이르렀다.

 이것도 부족했다. 서울시는 지난해 추석 연휴 폭우를 겪은 뒤 이 기준으로는 폭우를 감당할 수 없다고 판단했다. 그래서 기준을 시간당 95㎜(30년 설계 빈도)로 상향했다. 하지만 기준만 올렸을 뿐 현재 서울의 하수관은 대부분 시간당 71~75㎜의 비를 처리하는 규모다. 2014년까지 중구 무교동 등 26곳에 새 기준에 맞는 총길이 82.9㎞의 하수관을 설치한다는 계획을 세웠지만 지금까지 공사가 이뤄진 구간은 5㎞에 그친다. 78㎞ 구간은 아직도 설계 용역 중이다. 서울 광화문광장 침수가 반복되는 것도 때문이다. 서울시립대 문영일(토목공학) 교수는 “대도시의 경우 배수관 규모를 지금의 3~5배로 늘리는 방안도 검토해야 한다”고 말했다.

◆아열대 기후= 월 평균기온이 섭씨 10도 이상인 달이 한 해 8개월 이상 지속하고, 가장 추운 달 평균 기온이 18도 이하인 기후를 뜻한다. 동남아의 경우 3~6개월간 비가 집중적으로 쏟아진다.
