Jeju base site protesters challenge law authority

With clashes between police and protestors over a naval base project on Jeju Island growing bigger and increasingly violent, the Supreme Prosecutors’ Office said yesterday that it would deal sternly with the illegal rallies.

Activists across the country have been assembling on the island to join protestors in what is shaping to be another nationwide labor movement, heralding a major rift in the country.

Following an emergency meeting yesterday, prosecutors announced a series of countermeasures against the illegal protests against the construction of a naval base near Gangjeong Port.

Among the measures, prosecutors said, would be the immediate arrest of illegal protesters. Violent protestors and those obstructing police would also be arrested, they said.

They added that illegal protesters would be prosecuted under both criminal and civil law.

In a first since July 2009 when Ssangyong Motor union members seized the company’s factory, the emergency meeting was also attended by senior officials of the National Police Agency, Ministry of National Defense, Defense Security Command and the Ministry of Employment and Labor.

As of yesterday, prosecutors were investigating about 70 people suspected of organizing or attending illegal protests or obstructing the base’s construction.

“The case surrounding the construction of a naval base on Jeju, which is a state project linked directly to national security, is a significant event in that [people] are challenging national authority head-on,” said Im Jeong-hyeok, senior prosecutor in charge of public security, in a media briefing.

On Wednesday, protestors encircled and trapped police cars for around seven and a half hours after Seogwipo Police tried to bring in Gang Dong-gyun, a village leader, and five labor activists obstructing construction of the naval base to the police station for questioning.

The police cars, which were carrying the six activists, were finally released after police promised that they would release Gang later that day.

Cho Hyun-oh, commissioner of the National Police Agency, on Thursday sacked Song Yang-hwa, head of Seogwipo Police Station, for handling the situation poorly.

The government is building a naval base on about 530,000 square meters (53 hectares) of land near Gangjeong Port at a cost of 17.4 billion won ($16 million) to boost national defense in the South Sea.

In addition to compensating all land owners, the government has also taken measures to protect the environment near the site, but liberal activists and some local residents argue that a base could pose a threat to the island by bringing in naval ships or even a U.S. missile defense system.

About 80 labor activists and religious leaders arrived in Jeju on Thursday and yesterday to encourage the protestors. Starting on Monday, opponents will stage a campaign dubbed “Pilgrim for Peace,” similar to the so-called “Bus for Hope” rallies in Busan against Hanjin Heavy Industries.

Supported by Catholic leaders, opponents will also hold a large-scale rally on Sept. 3 dubbed “Plane for Peace,” in which about 170 protestors will fly from Gimpo Airport to Jeju to join the rally.

경찰, 시위대에 7시간 포위되고 경찰서는 한동안 봉쇄 당해

24일 오후 2시10분 제주도 서귀포시 강정마을에 갑자기 비상 사이렌이 울려 퍼졌다. 그러자 주민 100여 명이 해군기지 건설 현장으로 뛰어나왔다. 이미 공사 현장 앞에서는 경찰과 주민들, 그리고 외지에서 온 시민운동가들이 엉켜 격렬한 몸싸움을 하고 있었다. 서귀포 경찰서 경찰관 10여 명은 이날 공사 현장의 크레인 설치 작업을 방해한 강동균(54) 마을회장 등을 긴급체포하기 위해 현장에 출동했다. 그런데 경찰의 공권력 행사는 이상하게 흘렀다.

　경찰은 시민운동가 이모씨 등 3명을 우선 차량에 태워 경찰서로 연행했다. 하지만 강하게 반항하던 강 회장을 연행하는 데는 실패했다. 곁에 있던 주민들이 강 회장을 태운 차량 주변에 몰려들어 차량이 옴짝달싹 못하게 된 것이다. 경찰이 우물쭈물하는 사이 현장의 주민들은 200여 명으로 불어났다. 도로는 주민들이 바리케이드로 세워둔 차량으로 가득 들어찼다. 건설 현장 출입구인 강정교에선 주민 10여 명이 몸과 교각에 쇠사슬을 연결해 진압 장비의 투입을 차단했다. 경찰은 뒤늦게 400여 명의 경찰을 출동시켰지만 오히려 주민들의 위세에 밀려 포위당한 형국이 됐다. 주민들은 촛불 문화제까지 열어가며 경찰과 7시간30여 분 동안 대치했다. 불법 행위를 한 사람을 연행하는 경찰 차량이 7시간 이상 시위대에 억류되는 초유의 상황이 발생한 것이다.

　경찰은 오후 10시가 되자 ‘고육지책’을 내놓았다. 시위대와 협상에 나서 “조사 후에 강 회장을 풀어주겠다”는 약속을 했다. 주민들은 이 약속을 받아들여 해산했고, 강 회장은 경찰서로 향했다. 그러나 이 약속은 지켜지지 않았다. 사건을 지휘한 검찰이 강 회장에 대해 구속수사 지휘를 내린 것이다.

　이 소식을 들은 주민들이 경찰서로 몰려와 밤샘 시위를 벌이며 거세게 항의했다. 경찰의 대응은 이해할 수 없었다. 시위대가 25일 오전 서귀포서 정문 앞으로 몰려오자 경찰은 문을 닫아걸고 경찰서 안에서 경비를 섰다. 이 바람에 경찰서 차량과 민원인 출입까지 봉쇄됐다. 이날 오후 2시가 되자 주민들은 “마을을 지켜야 한다”며 다시 돌아갔다. 시위는 일단락됐지만 공권력이 바닥으로 추락한 현장이었다.

　조현오 경찰청장은 이날 오전 송양화 서귀포경찰서장을 전격 경질했다. 송 서장을 제주경찰청 청문감사관으로 발령내고, 신임 서장으로 강호준 청문감사관을 임명했다.
