UAE pledges $1 billion to Gangwon real estate

The United Arab Emirates pledged to invest nearly $1 billion in Gangwon real estate projects during the last quarter of 2017, a government official said Wednesday, suggesting that the investments might be related to the Winter Olympics being hosted in the province from Feb. 9 to 25.

Of the $1.01 billion in foreign direct investment pledged during the final three months of last year, some of it has already arrived in Korea, the official from the Ministry of Trade, Industry and Energy told the Korea JoongAng Daily on the condition of anonymity.

“I understand that most of the UAE’s pledged direct investment from the fourth quarter involves Gangwon real estate,” the official said.

Asked whether the investment had anything to do with a controversial visit by the president’s chief of staff, Im Jong-seok, to the United Arab Emirates last month, the official denied the correlation. The Blue House has yet to issue a clear answer on why Im made the trip.

Another official said the real estate investment in Gangwon involved buying stakes in hotels and accommodations. He, too, stressed that the investment was not related to Im’s visit.

The oil-rich country’s $1 billion pledge is a significant jump from its fourth-quarter investment in 2016, around $300,000. The figure is even more notable considering it didn’t pledge any investment during the first and third quarters. In the second quarter, it promised just $7 million in direct investment.

An official from the Gangwon Provincial Government, who asked to be identified as only his surname Lee, said the $1.01 billion direct investment has yet to arrive in full.

“While it has been reported that the investment was made, it remains to be seen whether it will be actually paid for investment later,” he said, adding that the scale of investment would be “nearly unprecedented” if the country follows through on the
delivery.

The UAE’s investment pledge was revealed in a government report that showed 2017 saw record-high foreign direct investment pledged to the country, at $22.94 billion, 7.7 percent higher than 2016, on the back of strong manufacturing prospects and a growing tech industry.

About $12.82 billion of the pledged investment entered the country, a feat that the government said was an affirmation of foreign investors’ confidence in South Korea, Asia’s fourth-largest economy, despite geopolitical tensions with North Korea.

With the figure from last year, the country has exceeded the $20 billion mark for pledged foreign direct investment for three consecutive years. The European Union was the biggest investor, with $7 billion pledged, comprising 30.8 percent of the total.

Coming in second was the United States, with $4.71 billion promised, up 21.5 percent from the previous year. Middle Eastern countries promised $1.7 billion in direct investment, more than double last year’s $400 million.

More than 94 percent of that investment was the UAE’s fourth-quarter pledge.

아랍에미리트연합(UAE)이 2017년 4분기에 강원도 부동산에 약 1조원(10억 달러)의 투자를 약속한 것으로 나타났다.

익명을 요구한 산업통상자원부 관계자는 3일 “UAE가 신고한 직접 투자금 대부분이 강원도 부동산에 관련된 것으로 알고 있다”며 오는 2월 9일부터 25일 열리는 평창올림픽과 연관된 투자인 것으로 보인다고 말했다. 이 가운데 일부는 이미 집행된 상태라고 전했다.

하지만 임종석 대통령 비서실장의 지난달 UAE 방문과의 관련성에 대해서는 부인했다.

또 다른 정부 부처 관계자 역시 UAE가 강원도 호텔과 숙박시설 등에 투자할 예정인 것으로 알고 있다고 말했다. 그러면서도 임 비서실장의 UAE 방문과의 관련에 대해서는 부인했다.

UAE가 약속한 1조원 규모의 투자는 전년도 4분기 UAE의 투자금 30만 달러(약 3억2000만원)에 비하면 월등히 많은 수치다. 2017년 1분기와 3분기에 UAE의 한국에 대한 직접 투자는 전혀 없었다. 2분기 역시 700만 달러(약 74억4000만원)에 그쳤다.

익명을 요구한 강원도의 한 관계자는 UAE가 지난해 4분기에 신고한 1조원의 투자금이 아직 모두 집행된 상태는 아니라고 전했다. 이 관계자는 “투자 신고가 이뤄졌다는 것은 알고 있지만 이후 이 투자가 실제로 집행될 지에 대해서는 아직 지켜봐야 하는 상황”이라며 “만일 이 투자가 실제로 이뤄진다면 전례 없는 큰 규모가 될 것”이라고 말했다.

산업통상자원부가 3일 밝힌 2017년 외국인 직접투자(FDI)는 신고액 기준으로 전년에 비해 7.7% 늘어난 229억4300만 달러(약 24조3200억원)이다. 산업통상자원부는 제조업 활성화와 기술 산업의 성장이 그 배경이라고 설명했다. 신고액이란 외국인 투자자가 투자를 약속하면서 신고서에 적은 금액이다. 이 가운데 13조6350억원은 이미 집행됐다.

정부는 이에 대해 남북의 지정학적 긴장이 높아지고 있는 상황임에도 불구하고 외국인 투자자들은 한국 경제에 대해 굳건한 신뢰를 보여주고 있다고 분석했다. 한국에 대한 외국인 직접 투자는 3년 연속 20조원을 넘었다.

유럽연합(EU)는 지난해 전체 외국인 직접투자의 30.8%를 차지하는 약 7조5000억원(70억6000만 달러)의 투자를 약속했다. 두 번째로 많은 투자를 약속한 나라는 미국으로 전년에 비해 21.5% 증가한 4조7100억원의 투자금 (47억1000만 달러)을 신고했다.

중동 국가들은 2017년에 전년도 약 4200억원(4억 달러)의 두 배가 넘는 약 1조1380억원(10억7000만 달러)을 약속했다. UAE가 지난해 4분기 투자하기로 한 금액이 이 가운데 94%를 차지한다.
