[앵커브리핑] 닉슨은 틀렸다 (Nixon was wrong)

1998년 클린턴 미 대통령은 득의양양해 있었습니다.
In 1998, American President Bill Clinton was dauntlessly self-assured.

무려 29년 만에 이뤄낸 미 정부의 재정 흑자를 발표하던 클린턴의 얼굴은 상기돼 있었지요.
Clinton’s face was flushed with excitement as he announced that the American government achieved a financial surplus for the first time in 29 years.

사람들은 그보다 6년 전인 1992년 미 대선 당시에 있었던 리처드 닉슨의 예언을 생각했습니다.
People conjured up the prediction Richard Nixon made six years prior, during 1992 presidential election.

"부시가 재선할 것이고…클린턴이 참패할 것"
“Bush will be re-elected…Clinton will lose miserably.”

그의 전망은 어찌 보면 당연했습니다.
His prediction was reasonable.

당시, 작은 아칸소주의 주지사인 클린턴을 아는 사람은 거의 없었고 그는 베트남전 파병을 반대하여 도피성 유학을 떠났다는 의심과 여자관계가 복잡하다는 의혹마저 받고 있었습니다.

At that time, there was barely anyone who knew Clinton, the governor of the state of Arkansas. People suspected that he might have fled abroad to study since he did not agree with the American government sending troops to the Vietnam War and that he had too many women in his life.

이미 한 번의 임기를 마치고 재선에 도전하고 있던 아버지 부시는 일갈했습니다.
Bush who had already finished his first term and was trying for his second let out a thundering cry.

"내가 전쟁에서 총알을 물고 있었던 반면에 클린턴은 영국에서 손톱을 물고 있었다"
“When I was in war biting down bullets, Clinton was in England sucking his thumb.”

부시의 기세는 등등했습니다.
Bush was confident about being re-elected.

그러나 판세를 단번에 뒤집게 된 계기는 이젠 너무나 유명해진 바로 이 한마디 때문이었죠.
However, what turned the tables for Clinton, was his now famous quote.

문제는 경제야, 바보야.
It’s the economy, stupid.

정치 참모 제임스 카빌이 만든 이 선거 슬로건은 사람들이 무엇을 원하는가를 한 번에 꿰뚫었던 것입니다.

This slogan, which was coined by political advisor James Carville, was a penetrating reflection of what people at that time wanted.

그리고 나서 6년 뒤에, 클린턴은 자신에게 저주를 퍼부었던 바로 그 닉슨이 적자로 만들어 놨던 미 정부의 재정을 29년 만에 흑자로 만들어 놨으니 의기양양할만 했습니다.
Six years later, Clinton’s confidence was understandable as he could announce the first financial surplus after 29 years of financial deficit which Nixon, who previously poured insults towards Clinton, was responsible for.

8년 만에 나타난 최악의 경제지표.
The worst economic indexes in eight years.

그리고 고용 절벽.
And the worst employment cliff.

비단 지표 뿐만이 아니더라도 불황은 피부로 느끼기에 충분했습니다.
Economic recession is not only simply prevalent in economic indexes, but can be felt first hand.

먹고사는 문제의 그 엄중함은 다른 모든 이슈들을 마치 블랙홀마냥 빨아들이고 있는 형국이니까요.
Now, the gravity of not having enough to live on is sucking in all other issues like a black hole.

개발을 앞세워 돈을 돌게 하는 방법 대신에 소득을 늘려서 돈을 돌게 한다는 정부의 방법론은 지금 뜨거운 논쟁 속에 있습니다.
The current government’s economic policy, which chose to stimulate economic growth by increasing incomes rather than through development, is now a hot topic debate.

지난 정부 9년간의 이른바 낙수 효과론을 뒤집은 분수효과론.
This fountain effect is a reversal of the trickle-down effects of the last two governments.

경제는 선택의 문제이니 이번 정부도 그 선택에 따라 평가받을 것입니다.

Since the economy is a matter of choice, this government will be evaluated on the choice they made.

미국 정부의 재정이 흑자로 돌아섰다는 발표가 나왔던 1998년은 사실은 클린턴을 탄핵 직전까지 몰아갔던 르윈스키가 등장했던 해이기도 합니다.
The year that Clinton announced the financial balance turned into the black was also the year Clinton was close to impeachment due to the Lewinsky scandal.

그러나 클린턴은 임기를 잘 마쳤을 뿐만이 아니라 지금도 성공한 전직 대통령으로 남아있습니다.
However, Clinton successfully completed his term and is still remembered as an outstanding president.

왜일까…

아마도 그에 대한 답을 그에게 묻는다면 92년 선거에서 사용했던 그 슬로건으로 답하지 않을까…
