Take action to denuclearize (KOR)

U.S. President Donald Trump decided to not send Secretary of State Mike Pompeo to Pyongyang - which would have been Pompeo’s fourth visit to the North Korean capital - questioning the fruitfulness in the trip. Just a day after the announcement of the visit, Trump said he told Pompeo not to go to Pyongyang “because I feel we are not making sufficient progress with respect to the denuclearization of the Korean Peninsula.”

Trump’s warning comes amid little progress in the denuclearization front after hopes had been raised through the April 27 inter-Korean summit and the June 12 meeting between Trump and North Korean leader Kim Jong-un. Pyongyang was asked to hand over details regarding its nuclear program and facilities and to take actions to eliminate them. Instead, it feigned the actions by dismantling an unused nuclear test site and some parts of a missile test site. Foreign media reported that Pyongyang was continuing to make nuclear weapons and enriching nuclear materials for weaponization. Beijing is worsening matters. Chinese President Xi Jinping is expected to visit Pyongyang to attend an event commemorating the 70th anniversary of the founding of the North Korean regime. Trump accused Beijing of being “irresponsible” because it wasn’t “helping with the process of denuclearization” like before.

Seoul appears to be unconcerned with North Korea’s slow progress on the denuclearization front. It is trying to push the opening of a liaison office in Kaesong and hold another inter-Korean summit in Pyongyang next month. Washington opposes the establishment of an inter-Korean liaison office because it violates the United Nations sanctions. President Moon Jae-in’s hopes to announce a declaration of the end of the Korean War, but this could also undermine the South Korea-U.S. security pact. Many in the U.S. advise against a declaration to end the war before North Korea takes action towards denuclearization. The South must adjust its pace vis-à-vis the North in accordance with the international trend. It should reconsider whether a summit and declaration to end the war is appropriate at this time.

김정은의 무성의한 비핵화가 부른 폼페이오 방북 취소
도널드 트럼프 미국 대통령이 마이크 폼페이오 국무장관의 4차 방북을 전격 취소했다. 트럼프 대통령은 그제 자신의 트위터 계정을 통해 “우리는 한반도 비핵화 측면에서 충분한 진전을 이루고 있다고 느끼지 않기 때문”이라고 밝혔다. 폼페이오 장관의 방북이 발표된 지 불과 하루 만의 일이다. 북한 김정은 국무위원장의 무성의한 비핵화 태도에 대한 트럼프 대통령의 경고다. 북한 비핵화 추진에 빨간불이 켜진 셈이다.
트럼프 대통령의 경고는 북한 비핵화를 더는 늦출 수 없다는 데서 나왔다. 국제사회는 4·27 판문점 선언과 6·12 북ㆍ미 정상회담 이후 김 위원장이 비핵화를 이행해주길 고대해왔다. 북한의 핵 개발 활동 내용과 핵시설 등 핵 리스트를 공개하고 폐기하는 성의다. 그러나 김 위원장은 크게 쓸모없는 풍계리 핵실험장만 폭파하고 서해 미사일 발사장의 일부 시설을 해체하는 데 그쳤다. 오히려 북한은 핵무기 제작과 고농축 우라늄 생산으로 핵무장을 본격화하는 등 엇박자로 나가고 있다는 외신 보도가 잇따르고 있다. 비핵화에 뒷걸음질하는 북한의 행보에 중국도 거드는 분위기다. 시진핑 중국 국가주석은 다음달 북한 정권 수립 70주년(9·9절) 행사에 참석할 전망이다. 그래서 트럼프 대통령은 “(중국이) 예전만큼 (북한) 비핵화 과정을 돕고 있다고 보지 않는다”며 중국에도 돌직구를 날렸다.
이런 가운데 정부는 개성 남북연락사무소 개설과 종전선언, 9월 남북 정상회담을 서두르고 있다. 남북연락사무소 개설은 유엔의 대북제재에 위반돼 미국이 반대하고 있다. 종전선언도 한·미연합방위체제를 취약하게 만들 수 있다는 지적이 있다. 미국 조야에서 '북한 비핵화 이전의 종전선언은 시기상조'라는 목소리가 대세다. 우리 정부도 이런 상황 급변에 맞춰 남북관계 추진 속도를 조절하고 9월 정상회담과 종전선언이 적절한지 다시 따져봐야 할 것이다.
