Some sincerity needed (KOR)

Tension is thickening between the United States and North Korea after Washington announced a plan to resume its joint military exercises with South Korea following the cancellation of Secretary of State Mike Pompeo’s visit to Pyongyang. Defense Secretary James Mattis said America will not suspend the joint drills anymore. Washington’s hawkish stance owes much to North Korea. Its vice chairman of the Workers’ Party Kim Yong-chol abruptly sent a letter threatening the United States, in which he said the denuclearization talks can fall apart due to the Trump administration’s hostile policy toward North Korea.

But it is North Korean leader Kim Jong-un who must take responsibility for the deadlock in negotiations. If he had presented a list of nuclear weapons and a timetable for denuclearization, the United States would not be resuming joint drills such as the Ulchi-Freedom Guardian drill.
North Korea always criticizes the joint exercises, a symbol of the decades-old alliance between Seoul and Washington. Pyongyang is afraid of the possibility of the drills turning into a real attack. When South Korean and U.S. fighter jets take off in the drills, North Korea has to fly its own fighter jets at the cost of highly expensive aircraft fuel. That’s why Pyongyang has persistently called for suspension of the drills.

Mattis’ remarks reflect a significant change in the Trump administration’s North Korea policy. Washington will likely return to the strategy of putting maximum pressures on the North. No one knows how the U.S. government will react if the Kim regime does not take action to denuclearize or if it resorts to a provocation.

Kim must not ignore this window of opportunity. If he takes sincere steps toward denuclearization, he can grab the opportunity to feed his people well and develop the economy. In a statement on Tuesday, Pompeo said that the United States can talk with North Korea at any time if Kim is ready to take steps for complete denuclearization.

Even though Seoul pursues rapprochement with Pyongyang through inter-Korean exchanges — including the establishment of a liaison office in Kaesong and cooperation on railways — it can hardly move forward unless Kim denuclearizes first. North Korea must take measures that convince the United States and the rest of the world of its sincerity. Pyongyang should release a list of nuclear weapons or a timetable for denuclearization or consider the idea of shipping 60 to 70 percent of its nuclear bombs to the U.S. or elsewhere.

북한의 억지로 다시 파탄 기로에 선 북·미 관계
미국이 마이크 폼페이오 국무장관의 방북 취소에 이어 중단했던 한·미 연합훈련을 재개할 뜻을 밝히면서 북·미 간 긴장이 고조되고 있다. 제임스 매티스 미 국방장관은 지난 28일(현지시간) "현재로선 한·미 연합군사훈련을 더는 중단할 계획이 없다"고 발표했다. 미 트럼프 행정부가 이렇듯 대북 강경책을 잇따라 쏟아내는 건 북한 탓이 크다. 제대로 상황 파악을 못 한 김영철 북한 노동당 부위원장이 불쑥 협박성 편지를 미국에 보내 위기 상황을 자초한 것이다. 김 부원장은 "(북한 비핵화 협상이) 다시 위기에 처해 있으며 무산될 수 있다"며 미국 책임론을 주장했지만 잘못이 있는 쪽은 김정은 정권이다. 6·12 북·미 정상회담 정신에 따라 진작 핵무기 리스트나 비핵화 일정을 내놨다면 을지프리덤가디언(UFG) 등 연합훈련이 재개되는 일은 없었을 것이다.
피로써 맺어진 양국 간 동맹관계를 상징해온 한·미 연합훈련은 북한으로서는 두렵고도 못마땅한 행사였다. 훈련이라곤 하지만 언제 진짜 공격으로 돌변할지 모르는 데다 한·미 전투기가 뜨면 가뜩이나 어려운 형편에 값비싼 항공유를 써가며 북한 비행기도 출격시켜야 했기 때문이었다. 북한이 무엇보다 한·미 연합훈련 중단을 우선적으로 요구해왔던 것도 이런 이유에서였다. 그러기에 한·미 연합훈련을 잘못된 처신으로 되살아나게 한 건 도끼로 자기 발등을 찍은 것과 다름없다.
북한이 명심해야 할 대목은 이뿐만이 아니다. 매티스 장관의 이번 선언은 북한에 대한 트럼프 행정부의 달라진 기류를 상징한다는 점에서 더욱 중요하다. 지금 분위기로는 과거에 취했던 '최대 압박(maximum pressure)' 정책으로 돌아갈 가능성이 점점 더 커지고 있다. 이런데도 북한이 성의 있는 비핵화 조치를 취하지 않거나 또 다른 도발을 감행하면 트럼프 행정부가 어떻게 변할지 모른다.
하지만 김정은 정권은 북한을 향해 열어놓은 미국의 문이 아직은 닫지 않았다는 사실도 잊어선 안 된다. 지금이라도 성의 있는 조치를 취하면 북한 주민들이 더는 허리띠를 졸라매지 않아도 될 큰 길이 열려 있다. 실제로 폼페이오 장관도 28일 대변인 성명을 통해 "방북은 연기됐지만 김정은 위원장이 북한의 완전한 비핵화를 이행할 준비가 돼 있으면 언제든 대화할 수 있다"고 밝혔다.
문재인 정부 역시 운신의 폭이 좁을 수밖에 없다. 판문점 연락사무소 설치 및 철도협력과 같은 남북 교류를 통해 한반도 긴장 완화를 추진해도 북한이 성의 있는 태도로 나오지 않는 한 중재 역할을 하기 어렵기 때문이다. 따라서 북한이 우선 미국 등 국제사회가 납득할 조치를 취하는 게 중요하다. 핵무기 리스트나 비핵화 일정을 내놓거나 핵폭탄의 60~70%를 미국 또는 제3국으로 반출하는 방안을 고민할 필요가 있다. 이 정도의 성의를 보이지 않는 한 아무리 남북 정상회담을 열거나 중국과의 관계를 개선하려 해도 고립과 자멸 외에는 다른 길이 없음을 북한은 명심해야 한다.
