Close consultation is essential (KOR)

An emergency meeting on Sunday to address the first case of the Middle East respiratory syndrome (MERS) in Korea in more than three years was streamed live on Facebook. Seoul mayor Park Won-soon and 20 city officials publicly discussed the case of a 61-year-old man who reported on his symptoms as soon as he returned from a visit to Kuwait even as the Korea Centers for Disease Control and Prevention (KCDC) was still investigating the case. But the Ministry of Health and Welfare complained that the Seoul city government released the information without prior consultation with the central authorities.

The key to preventing an epidemic is quarantine. Controlling the outbreak in 2015 was difficult because potentially infected people did not fully cooperate with quarantine due to privacy issues and the hassle of house arrest. The releasing of information and the rules for isolation must follow strict guidelines from the central authority. Health authorities in other countries do not make some information public in order to not trigger an unnecessary scare.

The Seoul mayor said that the MERS outbreak three years ago should be a lesson that overreaction and preemptive actions are better than responding late in combating infectious diseases. But Park’s overreaction went too far this time. In a press conference soon after the outbreak in 2015, Park revealed that a doctor at the Samsung Medical Center had attended a large assembly to discuss a redevelopment plan even though he allegedly had symptoms of MERS. The allegation led to the quarantine of 1,600 people who had been at the conference.

The doctor later demanded Park apologize for spreading misinformation as he had attended the meeting before he showed any symptoms. No one was infected because of the doctor. Park faced a prosecutorial investigation over the case and belatedly apologized to the doctor. The Health Ministry said it was confounded by a solo act from Park, who should not be out of tune with the government from the same ruling party. Seoul must act in close consultation with health authorities regarding any infectious disease cases.

전염병 회의를 온라인 생중계하는 박원순 시장
그제 저녁에 열린 서울시 중동호흡기증후군(MERSㆍ메르스) 대책 회의는 페이스북으로 생중계됐다. 박원순 시장을 비롯해 약 20명의 서울시 공무원이 모인 자리였다. 라이브 영상을 통해 서울시 소속 역학조사관이 수집한 메르스 환자 A씨 행적 등의 정보가 세상에 알려졌다. 질병관리본부가 조사하고 있는, 즉 그때까지 사실 여부가 분명하게 가려지지 않은 정보였다. 정부 측에 따르면 보건복지부는 협의 과정을 거치지 않고 확인 중인 사항을 공개한 서울시에 항의했다.
전염병 확산을 막는 핵심적 조치는 환자와 접촉한 사람을 추적하고 격리하는 작업이다. 2014년 메르스 사태 때처럼 사생활 공개나 개인 생활 불편을 걱정하며 추적 조사에 협조하지 않는 사람이 나타날 수 있다. 따라서 격리 범위와 관련된 정보 공개 시점과 방법은 전체 상황을 총괄하는 전문가가 결정해야 한다. 주요 국가 보건당국들이 전염병 관련 회의 내용을 실시간으로 공개하지 않는 것은 그런 이유에서다. 정부 대응은 적극적이어야 하지만 시민의 불안감을 부추기는 것은 바람직하지 않다.
박 시장은 3년 전 봄 메르스 확산 초기에 심야 기자회견을 열어 삼성서울병원 의사(35번 환자)가 메르스 증상이 발현됐는데도 대규모 모임(재건축조합 총회)에 참석했다고 발표해 논란을 빚었다. 1600명을 격리하는 소동이 벌어졌는데, 해당 의사는 모임에 갔을 때는 증상이 나타나기 전이었다고 주장하며 박 시장에게 사과를 요구했다. 이 의사로 인한 감염은 발견되지 않았다. 이 일 때문에 검찰 수사까지 받은 박 시장은 2년 전 의사협회 행사에 참석해 뒤늦게 당시 일을 사과했다. 보건복지부 관계자는 “예전과는 달리 박 시장이 정부와의 갈등 관계에 놓여 있지도 않은데 왜 이러는지 모르겠다”고 말했다. 이제부터라도 전염병 대책은 질병관리본부와 서울시가 긴밀하게 조율해 신중하게 대처해야 할 것이다.
