점점 벌어지는 한국-세계 성장률 갭


한국은 수출에 의존하는 전형적인 '소규모 개방 경제' 국가다. 내수보다는 전 세계 경기가 한국 경제의 '온도'를 좌우한다. 이런 점에서 정부의 경제정책에 대한 성적을 매길 때는 '절대 평가'가 아닌 '상대 평가'로 점수를 내야 한다. 기준은 바로 세계 경제 성장률이다. 




단순히 한국의 수치가 높다고 좋은 점수를 줄 수 없다. 세계 고성장의 훈풍에 편승했다면 감점 요인이다. 반대로 한국의 성장률이 낮게 나와도 세계 경제가 고꾸라지는 상황이었다면 가산점을 받을 수 있다.



글로벌 금융위기가 휘몰아쳤던 2009년이 대표적이다. 한국의 경제성장률은 0.7%로 수치만 보면 비참한 수준이다. 하지만 당시 세계 경제는 -0.1%, 미국은 -2.8%로 역성장을 한 점을 감안하면 정부 정책은 'A+'를 받을 만하다. 당시 미국ㆍ중국ㆍ일본 등과 총 1120억 달러 규모의 '통화 스와프'를 체결해 유동성 부족에 선제적으로 대응한 점은 지금도 위기 극복의 모범 사례로 평가받는다.

1980~90년대 10% 이상의 고도성장을 구가했던 한국의 성장판이 멈춘 때는 2003년이다. 경제성장률은 2.9%로 전년(7.4%)의 절반에도 못 미치더니 이후 계속 세계 경제성장률을 본격적으로 밑돌기 시작했다. 문제는 성장률 역전 폭이 점점 커지고 있다는 점이다. 올해 한국의 성장률은 3%로 세계 경제성장률(3.9%)보다 0.9%포인트 낮다.



최근에는 한국 정부가 성장률 전망을 낮추고, 미국의 호황이 지속하는 점을 근거로 한ㆍ미 성장률 역전을 점치는 시각도 나온다. 덩치가 훨씬 큰 미국이 한국보다 높은 성장률을 기록한 것은 지금까지 단 세 번밖에 없다. 한국 경제가 글로벌 훈풍에 편승하기는커녕 성장과 투자가 위축되고 있다는 신호 중 하나다.



고용 부문도 한국만 역주행이다. 경제협력개발기구(OECD) 35개 회원국 대부분이 금융위기 이전의 실업률 수준으로 회복했지만 한국의 실업률은 여전히 2007년보다 높다. OECD 회원국 중 최근 4년 연속 실업률이 증가한 나라는 한국이 유일하다. 




이처럼 세계 경제와 견줘 보면 힌트를 찾을 수 있다. 현재 한국의 경제 위기가 세계 경기의 문제라기보다 정책의 문제라는 얘기다. 정부가 성장을 주도하는 시대는 지났다. 일자리를 만들고 투자를 이끄는 주체는 기업이다. 기업 부담을 늘리는 정책은 국가 경쟁력을 훼손하고 고용을 줄이는 부작용을 초래한다.




미국 트럼프, 독일 메르켈, 프랑스 마크롱, 일본 아베 등 세계 지도자들이 기업 활동을 장려하는 경제 활성화 정책을 내놓는 게 다 이유가 있다. 아직 경제 위기를 타개할 답을 찾지 못했다면 이들의 정책을 커닝하면 된다.
