Time to investigate (KOR)

Three opposition parties — the Liberty Korea Party, Bareunmirae Party and Peace Party — have agreed to jointly petition for a parliamentary probe on Seoul Metro and other public institutions for illicit hiring. The three opposition parties deemed similar hiring practices could be rampant at public institutions and decided to make the call. Ruling Democratic Party floor leader Hong Young-pyo refused to comply with the motion, claiming the Board of Audit and Inspection should conduct a probe first. He criticized the opposition for launching a “reckless political offensive.”

Young people are paddling hopelessly against strong headwinds while looking for jobs. The jobless rate for people aged 15 to 29 hovered at 8.8 percent at of the end of September. More than two out of 10 people under 30 are without or in between jobs. State-run think tank Korea Development Institute stressed that the spike in the jobless rate this year resulted from the sharp surge in labor costs after the minimum wage increase and not from demographic and other factors.

The exposure of widespread nepotism at Seoul Metro and others only added to their grief. Suspicions about favoritism in hiring has spread to affiliates of Incheon International Airport, Korea Gas Corporation and a unit of Korea Electric Power Corporation, to name a few.
We are not opposed to upgrading the position of contract workers in the public sector. But if benefits largely go to family members of employees, this is a serious problem.

The public institutions in question and Seoul city are trying to turn the scandal into a political attack. Seoul Metro issued a notice to its employees, warning them not to talk to the media during the National Assembly’s regular audit session. If it is innocent, why is Seoul Metro trying to silence its employees?

Park criticized the opposition for discrediting the policy of upgrading the status of contract workers in Seoul Metro. The militant Korean Confederation of Trade Unions (KCTU) also jumped in, claiming that there was no evidence or grounds to accuse Seoul Metro of malpractice and favoritism beyond the status upgrades. Instead, it claimed chaebols were worse when it comes to handing down business across generations.

Only an objective and transparent probe can solve the issue. A society has no future if it cannot answer the rage of the young people.

고용 세습 국정조사로 청년의 좌절과 분노 씻어줘야

자유한국당, 바른미래당, 민주평화당 등 야 3당은 어제 서울교통공사 등 공공기관의 채용 비리 및 고용세습 의혹을 밝히기 위해 공동으로 국정조사요구서를 국회에 제출했다. 야 3당은 “채용 비리와 고용세습 의혹은 공공기관 전체에 유사한 형태로 만연했을 개연성이 있다”며 “국정조사와 검증이 필요하다”고 밝혔다. 이에 대해 민주당 홍영표 원내대표는 “먼저 감사원 감사를 통해 사실관계를 드러내야 한다”며 “무분별한 정치공세가 야당의 역할은 아니다”며 사실상 거부의 뜻을 밝혔다.
지금 한국의 청년들은 상실의 시대를 살고 있다. 9월 기준으로 15~29세 청년층 실업률은 8.8%다. 청년 10명 중 2명 이상이 일자리가 없거나 원하는 일자리를 찾지 못하고 애태우는 현실이다. 어제 한국개발연구원(KDI)은 “올해 실업률 상승은 인구 구조 때문이 아니라 최저임금 등 노동비용 상승 때문”이라는 보고서를 내놓았다. 정책 잘못이라는 것이다.
이런 상황에서 서울교통공사 등 공공기관의 채용 비리는 청년들의 가슴에 커다란 구멍을 뚫어놓았다. 고용세습 의혹은 인천교통공사 협력업체, 한국가스공사, 한전KPS 등 다수의 공공기관으로 확산 중이다.
우리는 비정규직의 정규직화를 반대하는 게 아니다. 정규직화하는 과정에서 공공기관 직원의 가족 등 친인척이 무더기로 특혜 채용됐다는 의혹을 분명히 규명하자는 것이다. 탈법·편법적인 고용세습은 일자리 도둑질이다.
하지만 공공기관과 서울시 등은 문제의 본질을 호도하고 있다. 서울교통공사는 직원에게 국감 기간 중 언론 및 각종 단체와의 접근을 통제하는 공문을 보냈다. 정규직 전환에 특혜가 없었다고 주장하는 회사 측이 직원의 입단속에 나선 이유는 뭔가. 그뿐이 아니다. 서울교통공사는 정규직 전환이 결정된 건 2017년 7월이라 미리 정규직으로 될 줄 알고 입사하는 건 불가능하다고 주장하지만 일부 직원은 “무기계약직의 정규직 전환은 2012년부터 나왔다”고 증언하고 있다.
그런데도 박원순 서울시장은 “한국당은 비정규직 차별을 정당화하고 을과 을의 싸움을 조장하고 있다”며 문제의 핵심을 고용세습이 아니라 정규직화 흠집내기로 비틀어 놓으려 하고 있다. 민주노총도 물타기에 가세했다. 민주노총은 어제 성명을 내고 “(서울교통공사 정규직화 관련) 특혜나 비리로 볼 만한 어떤 근거나 증거가 밝혀진 게 없다”고 주장했다. 노조는 “고용세습보다 오히려 재벌의 경영세습이 더 문제”라고 어깃장을 놓고 있다. 여기에다 지상파 등 일부 언론은 이번 사태를 아예 보도하지 않거나 문제없다는 식으로 변죽을 울리고 있다.
이런 논란과 의혹을 해소하는 길은 채용 및 정규직화 과정에 대한 투명한 조사뿐이다. 그 방법은 국민의 대표기관인 국회의 국정조사가 적합하다. 지금 이 땅의 청년들은 힘 있는 부모나 친인척이 없으면 사회에서 영원히 흙수저로 살아야 하느냐며 참담해 하고 있다. 청년의 좌절과 분노를 해소해 주지 못하는 사회에 미래는 없다.
