A perfect storm is coming (KOR)

“The inaction of the government is scarier than a market crash,” wrote a blogger, grieving the lackadaisical response from authorities as the Korean stock markets retreat at a raging pace. The comment underscores the disgruntlement and outrage against the government’s casual approach to the rapidly sinking economy, catastrophic job conditions and lethargy across the industry. There is little sign of urgency from the government to address the daunting challenges.

Financial authorities held a meeting on Monday with institutional players and vowed to inject 500 billion won ($438 million) into the economy to stabilize the shaky stock market. But the measures only encouraged foreign investors to dump their holdings and individual investors to follow suit. The main Kospi lost the 2,000 mark for the first time since Dec. 7, 2016. The Kosdaq plunged 5 percent against the previous session.

Instead of continuing to be laid-back, they must seriously contemplate and draw up a roadmap to radically change our economy’s fundamentals. It must first ask why the local bourse undergoes such a tantrum at every external hiccup. The Bank of Korea downgraded this year’s growth estimate to 2.7 percent, but that may also be hard to achieve. The central bank can hardly put off a rate hike any longer, but whether it can deliver one in November remains questionable given the fragility of current conditions.

Exports also look shaky. Automakers big and small have taken a hit from the trade friction between the United States and China, their largest two markets. Semiconductors could be peaking. But there are no industrial policies that can address current and future challenges. Despite fears about a looming perfect storm, the Blue House and government trot out recycled or makeshift actions to create part-time jobs without lifting regulations to pave the way for new industries and lasting jobs.

President Moon Jae-in did not mention the dire economic situation during the latest secretariat meeting. During his hike with the Blue House press corps over the weekend, he only defended existing policies. In his parliamentary address due on Thursday, he is expected to stress on inter-Korean projects without any new economic initiatives. Many are complaining that the presidential office is neglecting the economy because it is too engrossed in inter-Korean affairs. Even as Korea Inc. is undergoing turmoil, there is no captain to be seen.

폭풍우 앞 경제, 사령탑은 제대로 작동하는가
"아무 것도 안 하는 지금의 정부가 두렵다." 증시가 연일 폭락하자 인터넷 포털 사이트 게시판에 올라온 댓글이다. 성에 안차는 증시 대책에 대한 주식 투자자의 항의로만 넘겨 버릴 수 있을까. 가라앉는 경기, 참사 수준의 고용, 활력 잃은 산업 등 경제 위기 경고음에도 움직이지 않는 정부에 대한 불안감 아닌가. 무엇보다 위기감을 가지고 현재 난국을 책임지고 헤쳐 나갈 리더십이 보이지 않는다.
어제 금융 당국은 5000억원 규모의 자금을 주식 시장에 투입하겠다고 발표했지만, 전혀 소용이 없었다. 개인과 외국인의 투매가 벌어지며 폭락세를 이어 나갔다. 코스피 시장은 2000선이 무너졌고, 코스닥 시장은 전일 대비 5%가량 떨어지며 붕괴 위기감마저 감돌았다. 긴급 대책회의 자리에서 금융위원회 등 정부 관계자들은 "우리 경제의 기초 체력은 튼튼하다"고 강조했다. 공허한 이야기요, 안이한 인식이다. 1997년 외환위기 전 "펀드멘털은 문제없다"며 되뇌던 정부를 국민은 기억하고 있다.
기초 체력이 튼튼하다며 '언 발에 오줌 누기'식 단기 대책에 치중하기보다는 우리 경제의 체질을 바꿀 근본 대책부터 고민해야 한다. 똑같은 대외 환경에서 국내 증시가 외국 증시보다 유독 부진한 모습을 보이는 이유부터 따져봐야 한다. 한국은행은 올해 두 번이나 성장률 전망을 낮춘 끝에 2.7% 성장을 예측했지만 이마저도 버거운 상황이다. 다음 달 기준금리 인상 전망이 지배적이지만, 지금 같은 고용 및 경기 상황에서 가능할지 의구심마저 일고 있다.
우리 경제의 유일한 버팀목이던 수출마저 안심할 수 없는 상황이다. 미·중 무역 분쟁의 악조건 속에서 자동차 산업은 흔들리고 있고, 반도체는 변곡점이 가까워졌다는 경고가 잇따르고 있다. 더 큰 위기는 이런 상황을 타개할만한 산업 정책을 제대로 찾기 힘들다는 사실이다.
우리 경제는 지금 '퍼펙트 스톰'이 닥칠지 모른다는 위기감에 휩싸여 있다. 그렇지만 청와대와 정부는 이를 제대로 인식하고 있는지 의심스럽다. 지난주 내놓은 '혁신성장과 일자리 창출 방안'은 공유경제나 의료 혁신 등 혁신성장 관련 핵심내용은 모두 빠진 채 단기 인턴이나 아르바이트 같은 일자리 대책만 나열했다. 진척 없는 규제 개혁에 대해 "그것이 우리 현실이고 실력"이라는 경제부총리의 자조 섞인 답만 돌아왔다. 소득주도성장의 부작용이 문제 되자 "연말까지 기다려 달라"던 장하성 청와대 정책실장은 어디 있는가.
이런 와중에 어제 청와대 수석보좌관 회의에서도 문재인 대통령은 현재의 경제 상황에 대해 아무런 말이 없었다. 주말 출입기자단 산행에서는 오히려 소득주도성장 기반의 현 정책 기조를 계속 강행할 뜻을 비쳤다. 다음 달 1일 국회 시정 연설이 주목되지만, 남북 경제협력 필요성을 강조하면서 경제 기조 수정을 언급할 가능성은 희박한 것으로 알려졌다. 지금 청와대가 대북 문제에 '올인'하느라 경제 문제는 뒷전이라는 지적이 높다. 청와대는 이를 부인하지만, 국민은 미덥지 않다. 폭풍우 앞에 놓인 배의 승객들은 불안해하고 있는데, 과연 사령탑은 제대로 대비하고 있는가.
