One of the oldest naengmyeon, or cold noodle, restaurants in the capital, Woo Lae Oak has been serving their two staples, beef bulgogi and traditional Pyongyang-style mul naengmyeon, since 1946. In addition to its award winning mul and bibim naengmyeon, the restaurant offers high-quality but slightly pricey Korean barbecue dishes like galbi (marinated meat), and bulgogi that complement their notably mild naengmyeon noodles well. You should expect to wait in line for between thirty minutes to an hour, especially during lunchtime.
