The sentimental president (KOR)

President Moon Jae-in made a speech at the National Assembly on Thursday. The public’s attention was focused on whether he would change the direction of his administration’s economic policy given South Korea’s noticeably low growth and high jobless rate compared to the mainstream economies of the world. We hoped for a dramatic reversal of the government’s radical experiment of so-called “income-led growth,” which aims to boost the economy by raising wages of people with low incomes and creating jobs in the public sector.

His address fell short of those expectations. Moon insisted on the legitimacy of his administration’s economic policy. Stressing co-prosperity, he insisted that we cannot go back to the days of concentrating on growth alone, which deepened economic polarization and inequality among the people. Distribution was the real issue, he said. He went so far as to underscore the need for the government to take responsibility for the livelihoods of citizens from birth to death and for the corporate sector to exercise social responsibility so as not to leave anyone behind. “That’s a good model for a caring state,” he said.

Moon said his administration has raised next year’s budget by 9.7 percent to 470 trillion won ($414.5 billion), which includes allowances for raising children. The government also increased the budget for creating jobs to 23.5 trillion won, a 22 percent increase from this year.
Inclusive growth is an economic concept widely accepted by international organizations. Considering the widening income gap and the need to improve the social safety net in our society, the government needs to correct those areas for sustained growth of the economy. But the government should not forget what happened to Venezuela and Argentina after their governments concentrated on sharing an economic pie without caring about growth.

We are disappointed at Moon’s speech as it was devoid of feasible ways to find growth engines for our economy. A bigger problem is his adherence to policies that are clearly failing. The number of new hires has decreased and income gap widened.

As Moon mentioned in the speech, our mainstay industries are suffering heavily from ever-worsening external environments. The time has come for the administration to change course. It must slow the pace of minimum wage hikes and loosen up on the 52-hour workweek, while endeavoring to speed up deregulation and deal with militant unions’ over-the-top demands. The government cannot tackle an economic crisis with sugary sentiments.

“함께 잘 살자”는 감성적 논리로는 경제난국 돌파 어렵다
문재인 대통령이 어제 국회를 찾아 예산안 시정연설을 했다. 남북 관계 개선과 적폐청산 등 다른 이슈도 있었지만 이날 연설의 관심사는 경제정책 방향 전환 여부였다. 세계 주요국의 흐름과 달리 유독 한국만 저성장·고실업의 고통을 겪고 있기 때문이다. 특히 시행 1년6개월에 접어든 ‘소득주도 성장’ 정책으로 인한 신규 취업자 감소, 소득격차 확대의 문제점을 되돌아보고 정책 전환에 필요한 대책이 제시될 것이란 관측이 많았다.
그러나 이런 기대는 여지없이 무너졌다. 시정연설은 오히려 기존 정책의 당위성을 한층 강조했다. 문 대통령은 “우리는 함께 잘살아야 한다”고 운을 뗐다. 그러면서 “세계가 찬탄을 보낼 만큼 우리 경제가 성장했지만 그동안 양극화가 극심해졌고, 발전된 나라들 가운데 경제적 불평등이 가장 심한 나라가 됐다”며 “경제 불평등을 키우는 과거 방식으로 되돌아갈 수는 없다”고 주장했다. 나아가 “국가가 국민의 삶을 전 생애에 걸쳐 책임지고, 기업이 사회적 책임을 다하며, 국민 단 한 명도 차별받지 않는 나라가 돼야 한다”면서 “그것이 함께 잘사는 포용 국가”라고 말했다.
이런 당위론을 편 문 대통령은 올해 대비 9.7% 늘어난 470조원 규모의 내년 ‘수퍼예산’에 출산급여·아동수당·기초연금·육아휴직 급여 등이 포함됐고, 일자리 예산을 올해보다 22% 늘려 23조5000억원 배정했다는 사실을 조목조목 설명했다. ‘포용 국가로 나아가기 위한 예산안’을 편성했다는 것이다.
‘포용성장’은 국제기구에서도 필요성을 인정하고 우리도 예외가 될 수 없다. 취약계층을 지원하고 사회안전망을 확충해야 지속적인 경제 성장이 가능하기 때문이다. 하지만 이는 성장의 보완적 수단이지 핵심 동력이 될 수 없다. 무상복지 등 나누기에만 치우쳐 성장을 소홀히하면 경제 파탄에 빠진다는 사실을 베네수엘라·아르헨티나가 똑똑히 보여주고 있지 않나.
이런 점에서 어제 시정연설은 성장 엔진을 되살릴 구체적 대안이 제시되지 않아 아쉬움을 남긴다. 더 큰 문제는 “함께 잘살기 위한 성장 전략으로 소득주도 성장, 혁신성장, 공정경제를 추진했다”면서 정책 기조 고수를 분명히했다는 점이다. 반시장적 정책으로 신규 일자리가 급감하고 소득격차가 오히려 커졌는데도 “아직 갈 길이 멀다”고 정책실험 강행 의사를 밝힌 것이다.
“함께 잘살자”는 데 누가 토를 달겠는가. 하지만 시정연설에도 언급됐지만 주력산업의 침체가 계속되고 대외경제 여건도 나쁘다. 이런 삼각파도 앞에선 배가 난파하지 않도록 불필요한 짐을 모두 내다버리고 엔진을 수리해 최고 속력으로 파도를 정면으로 타고 넘어야 한다. 당장 최저임금의 급격한 인상 속도부터 조절하고 획일적인 근로시간 단축도 조정하는 등 정책 유연성이 필요하다. 나아가 기업이 양질의 일자리를 만들 수 있는 분위기가 회복돼야 한다. 말뿐인 규제완화에 속도를 내고 투쟁 일변도로 나오는 노조에도 단호하게 대응해야 할 것이다. 구체적인 대책도 없이 감성적 논리만으론 일자리 창출도 없고, 경제난국 돌파도 어렵다.
