The storm is coming (KOR)

The semiconductor sector, which is responsible for generating growth in the Korean economy, is losing steam. The prices of mainstay dynamic random access memory (DRAM) are going down as well as shipments. China, the world’s biggest chip importer, is out to slap regulations on the dominant DRAM suppliers — namely Samsung Electronics and SK Hynix — as a part of its campaign to grow local industry. Their troubles will inevitably translate to the fragile Korean economy. The government must act fast to remove regulations, reform the labor market, and nurture new growth fields before it is too late.

The Philadelphia Semiconductor Index, a capitalization-weighted index comprised of 30 semiconductor companies, retreated 16.8 percent in October alone after the chip prices turned south. The spot DRAM prices in 4-Gigabit DDR that fetched $4.07 in June fell 14 percent to $3.50 last month.

Exports are also shaking. Exports increased 21.5 percent on year to $11.78 billion in October. But when considering that this October had five additional working days, daily shipments actually decreased by 4.4 percent on year. The supercycle in memory chips fueled by supply shortage and overwhelming demand that arrived from the second half of 2016 is coming to an end. That means trouble for the Korean economy, where semiconductors make up 21.5 percent of exports.

Beijing claims it has plentiful evidence to punish three major companies — two from Korea and Micron Technologies of the United States — on antitrust grounds. China is in the midst of a campaign to bump up its self-sufficiency rate in semiconductors to 70 percent by 2025 from 10 percent in 2016. The ascension must make prey out of dominant players like Samsung Electronics.

The Korean economy has been excessively reliant on semiconductors. A slowdown in the industry will further affect the battered domestic front in output, investment and employment. The government repeatedly vowed to groom new industries and innovations, but no meaningful actions have followed. There is little progress in reforming the labor market or regulations. The plan to extend flextime has hit a snag due to strong opposition from union groups. If a country cannot make a single revision to the system or law, how can it weather a tsunami of challenges?

The government must stop clinging to its ideology-driven policy. Companies must be free to run and fly. To bring life into the sagging economy and business activities, actions must be made on regulatory and labor front. The storm is coming. There is not much time left.

반도체도 먹구름…혁신 없으면 경제는 침몰한다
한국 경제를 ‘나 홀로’ 떠받친 반도체 산업에 경고등이 켜지고 있다. 메모리 반도체인 D램의 가격은 내려가고 수출 증가세도 둔화하고 있다. 여기에 세계 최대 반도체 수요국인 중국이 ‘반도체 굴기’를 앞세워 삼성전자와 SK하이닉스 등 반도체 업체에 대한 독과점 규제 움직임을 노골적으로 드러내고 있다. 가뜩이나 경제 전망이 어두운데 반도체 산업마저 성장세가 꺾이면 내년에 한국 경제에 혹독한 삭풍이 몰아칠 수 있다는 걱정이 커진다. 정부의 전략인 혁신 성장이 되기 위해서도 규제 완화와 노동 개혁, 신성장 산업 발굴 등에 적극적이고 신속한 대응이 필요한 이유다.
지난달 말 기준으로 반도체 생산ㆍ판매업체 등으로 구성된 필라델피아 반도체지수(SOX)는 월초 대비 16.8%나 급락했다. 반도체 가격은 최근 들어 하락세로 돌아섰다. 메모리 반도체인 D램 현물 가격은 DDR 4기가비트(Gb) 기준으로 지난 6월 개당 4.07달러였으나 지난달에 3.5달러로 14% 떨어졌다.
반도체 수출에도 이상 신호가 들어왔다. 지난 10월 반도체 수출은 117억800만 달러를 기록해 숫자상으로는 전년 동월보다 21.5% 늘었다. 하지만 올해 10월 조업일 수가 지난해 10월보다 5일이나 많았던 점을 고려하면 반도체의 하루 평균 수출액은 오히려 4.4% 줄어든 것으로 나타났다. 2016년 하반기부터 이어진 D램 주도의 수퍼 사이클(초호황) 국면이 꺾이는 모습이다. 반도체는 한국 전체 수출의 21.5%를 차지한다.
나라 밖에서는 중국이 칼을 꺼냈다. 중국은 세계 메모리 반도체 3강인 삼성전자, SK하이닉스와 미국 마이크론을 겨냥해 독과점 규제의 잣대를 들이댔다. 중국 반독점 당국은 이미 “메모리 반도체 3사의 가격 담합 조사와 관련한 증거 자료를 다량 확보했다”고 발표했다. 2016년 반도체 굴기를 선언한 중국은 현재 10%대인 반도체 자급률을 2025년까지 70%까지 끌어 올린다는 목표를 세웠다. 자국 반도체 산업 육성을 위해 삼성전자 등에 대한 본격적인 견제에 나선 모습이다.
한국 경제는 그동안 ‘반도체 착시’라는 말이 돌 정도로 반도체 의존형이었다. 반도체 업황이 둔화하면 이미 생산, 투자, 고용 등이 꺾인 한국 경제에 더 짙은 먹구름이 낄 수 있다. 하지만 우리의 대비책은 미미하다. 정부는 신산업을 육성하겠다고 혁신 성장을 강조했지만 말 뿐이다. 노동 개혁이나 규제 개혁은 외침만 있지 실천이 없다. 주 52시간 근로제의 개선을 위해 탄력 근로제 단위 기간 확대를 추진하지만 이미 민노총과 한국노총의 반발에 막힌 데다 참여연대와 민주사회를 위한 변호사모임 등 진보단체도 가세해 정부를 압박하고 있다. 꼭 필요한 개혁이나 제도 개선조차 못 한다면 나라 안팎에서 몰려오는 위기를 어떻게 극복할 것인가.
명분에 집착해 부작용투성이의 소득주도 성장만 고집해선 안 된다. 기업이 뛰어야 경제에 피가 된다. 식어 가는 성장 엔진을 가동하려면 노동 개혁, 규제 개혁 등 힘들지만 꼭 필요한 결단을 내려야 한다. 위기는 코앞까지 왔다. 시간이 별로 없다.
