A wakeup call (KOR)

The fire at KT’s switching center in Ahyeon-dong, Seoul, shook the capital city last weekend. The accident not only caused serious problems for citizens in some parts of the city, but also raised fundamental questions for “super-linked” Korean society.

The blaze, which took place at the branch of the public company, burned 168,000 telephone lines and 220 sets of fiber-optic cables. Though it was controlled after 10 hours, it is expected to take at least a week to restore the damaged infrastructure.

As a result of the inferno, KT subscribers in districts of Seodaemun, Mapo, Yongsan and Eunpyeong all experienced inconveniences as a result of the outages. Some people even had to stand in line to use public telephone booths to make calls, while others had to pay cash in restaurants and stores.

That’s not all. Due to the malfunctioning of phone lines, police and hospitals had to deal with emergencies. Even some national defense staff could not connect with the military after internal and external lines were cut off. Last weekend’s incident was a national security wakeup call.
The fire has also dealt a critical blow to our economy. Customers could not use their credit cards and store owners could not receive orders by phone. Mom and pop stores do not know how to make up for their losses.

Management of the cable tunnels was in disarray. The communications tunnel in question had only a couple of fire extinguishers and lacked sprinklers. Though underground tunnels — with electrical and communication cables as well as water and sewer pipes — are administered by the state, communication lines are handled by their owners.

The branch office of KT also did not disperse its communications equipment despite being a location with a high concentration of communication lines.

Korea prides itself as an IT powerhouse. It kicks off 5G services from next month, a first in the world. Its IT-based fourth industrial revolution is ongoing. But the accident clearly shows how unprepared we are. What if a massive communications disturbance takes place when self-driving cars have become a new norm?

We have experienced problems like this several times. Despite that, our infrastructure still has serious deficiencies. If the accident had occurred at a major financial institution or at a government facility, a national disaster could have been the result.

KT must fix the problem quickly, and the authorities must overhaul our communications infrastructure.

KT 아현지사 지하 통신구 화재가 '초연결 사회' 대한민국에 근본적 질문을 던졌다. 단순히 관할 지역 KT 이용자의 불편 문제만은 아니다. 일상의 불편을 넘어 경제·사회·안보 등 한국 사회의 기반을 위협하고 붕괴할 수도 있는 가능성을 돌아보게 했다.
전화선 16만8000회선, 광케이블 220세트를 태운 불은 유·무선 전화, 인터넷, IPTV, 카드결제를 무용지물로 만들었다. 이용자들은 순식간에 '과거'로 돌아갔다. 일부에서 '석기시대'라는 비유까지 들 정도로 충격은 컸다. 공중전화에 줄이 서는 진풍경이 벌어지는가 하면, 가게에서는 현금을 내야 했다. 내비게이션이 먹통이 되는 아찔한 경험을 했다는 운전자들도 있었다.
개인 불편에만 그치지 않았다. 관내 112 통신이 끊기면서 각 경찰서 112상황실 직원들이 서울지방경찰청 종합상황실로 옮겨 근무했다. 경찰 경비 전화와 일반 전화가 작동하지 않아 신고 접수에 지장을 받기도 했다. 병원에서는 의료진 호출 전화와 응급실 전화가 먹통이 되는 위험한 일이 있었고, 용산 국방부의 내·외부 전화망이 끊어지는 사태도 발생했다. 하나하나가 아찔한 상황들이다. 통신의 두절이 안전과 보안에 직결된다는 사실을 새삼 깨닫게 된 하루였다.
경제적 피해도 막심하다. 카드결제가 안 돼 손님이 돌아가는 가게도 있었고, 배달 주문을 받지 못해 공친 식당도 있었다. 그나마 토요일에 사고가 터져 금융 거래나 기업 활동에는 큰 피해가 없었다는 점이 불행 중 다행이었다. 피해 보상을 놓고 갈등도 벌어질 조짐이다. KT 약관에는 서비스 장애에 따른 보상 규정이 있긴 하나, 통신 장애에 따른 2차 피해에 대해선 명확한 규정이 없다. 생업에 피해를 본 자영업자 등이 실질적 보상을 받도록 KT와 정부가 성의 있는 조처를 해야 한다.
통신 시설 문제가 발생하면 국민 일상이 한순간에 마비될 수 있지만, 관리는 너무 허술했다. 사고 통신구는 소화기만 비치돼 있었을 뿐 스프링클러는 설치돼 있지 않았다. 현행 소방법에서 지하구 길이가 500m 이상일 경우에만 연소 방지 시설과 자동 화재탐지 설비를 갖추도록 했기 때문이다. 전력선과 각종 통신선, 상수도관, 온수관 등 생활 관련 중요 공급 시설을 한꺼번에 모아 놓은 지하 공동구는 국가에서 관리한다. 하지만 개별 선로는 해당 기관이 관리하게 돼 있다. KT 아현지사가 '통신설비 집중국사'인데도 통신 장비를 분산 수용하지 않았고, 주말 상주 직원이 2명에 불과한 것도 문제점으로 지적되고 있다. 통신의 중요성이 갈수록 중요해지는 스마트라이프 시대에 비해 관련 규정은 아날로그의 시대에 머물러 있는 셈이다.
한국은 세계가 알아주는 정보통신기술(IT) 강국이다. 다음달 1일이면 세계 최초로 이동통신 5G 서비스도 시작된다. IT를 기반으로 한 4차 산업혁명도 진행 중이다. 이미 경제·사회·문화·안전 등 생활의 전 영역에서 통신 없는 삶은 생각할 수 없게 됐다. 초연결 사회일수록 통신의 물리적 붕괴가 초래할 결과는 상상할 수 없을 정도로 크다.
불순 세력의 테러 혹은 뜻하지 않은 사고로 통신망이 훼손될 경우 국민의 생활 기반은 간단히 무너질 수 있다. 통신구 화재 하나로 많은 이용자가 '원시 체험'을 한 하루는 이를 확인시켜줬다. 독일의 사회학자 울리히 벡이 현대사회를 '위험 사회'로 규정한 것도 바로 이 때문이다. 만약의 경우지만, 사물인터넷 기반의 자율주행차가 일상이 된 상황에서 그제 같은 통신 장애가 벌어진다면 어떤 일이 벌어졌을까.
우리 사회는 이미 몇 차례 통신구 화재나 통신망 마비를 겪었다. 1994년 서울 종로5가와 대구 지하 통신구 화재, 2000년 서울 여의도 전기·통신 공동구 화재, 2003년 서울 혜화 기지국 마비 사태 등이 그 사례다. 이런 경험에도 불구하고 통신망 안전과 보안의 허점은 곳곳에 남아 있다. 이번 사태로 금융기관이나 국가 중요 시설이 피해를 보았다면 엄청난 국가 재난으로 이어졌을 수도 있다. KT는 신속한 복구에 총력을 쏟아야 한다. 당국은 통신망에 대한 대대적 점검에 나서야 한다. 사고 발생 시 통신사들 간의 유기적 협력 체제 구축 같은 대책 수립도 서둘러야 한다.
초첨단 통신, 자율주행차, 인공지능 같은 문명의 이기가 아무리 발전한다 해도 결국 사람이 만들고 관리한다. 안전이 없다면 이 모든 것이 사상누각이다.
