Animal rights activist calls out festival for cruelty: As ice fishing events become popular, some say fish are suffering

As the event has grown in popularity in recent years, so too have calls that say ice fishing festivals held across the country each winter are a form of animal abuse. A group of people even took the issue to the Blue House petition website where they criticized the festivals for their cruel treatment of trout for people’s pleasure.
One of the loudest voices in opposition to ice fishing festivals is Kim San-ha, the secretary general at The Biodiversity Foundation.
Kim recently penned a post online expressing his reasons for opposing the Hwacheon Sancheoneo Ice Festival, specifying eight reasons why people should not attend. He argues that the festival causes deaths of trout even after the festival due to extreme stress and a weakened immune system and that the event teaches children that abusing animals is acceptable. He also argues that transporting trout to Hwacheon, far from their natural habitat, is cruel.
His opinions were met with strong criticism. One person who opposed Kim’s ideas was novelist Lee Oi-soo, who argued in a Facebook post that the “Sancheoneo Ice Festival is an internationally successful festival” and raised the importance of “having an attitude of finding eight reasons to compliment the festival instead of attacking it.”
Following the controversy, Kim met with JoongAng Ilbo to express his concerns in detail.
The following are edited excerpts from the interview.

A. An essential part of the festival is catching fish with your bare hands. At first, people do not jump at the chance to catch fish with their hands. In order to encourage more people to participate, the host throws a plastic bag containing a fish inside in the air. Children also play with the plastic bags with trout inside, flipping them around. Separately, people catch the fish by putting their fingers inside their gills, and splashing blood everywhere. Dead fish are commonly sprawled out all over the place.
What have been the reactions from animal rights organizations?
I personally do not think there is anything more serious regarding the protection of animal rights than this festival. But the interests of animal rights organizations mainly focus on pets or mammals. They seem to be less sensitive about the rights of fish. [The Biodiversity Foundation] began to pay attention to the Hwacheon Sancheoneo Ice Festival just a few years ago.
Do you find fishing in general problematic?
The main problem with this festival is the fact that the location of the festival is very artificial. In order to hold a large number of people on the ice, the narrow river has been dug wider.
The festival has also disturbed the ecosystem by bringing in many exotic fish and preventing them from going elsewhere by blocking the river for a month. Artificially making the ice thicker for visitor’s safety also decreases space for fish underwater.
All these factors combined, what people do at the festival is not actually fishing, but closer to scooping out fish from a giant bowl.
Do people who are opposed to the Hwacheon Sancheoneo Ice Festival eat fish?
This is not a matter of whether we eat fish or not. The point of my argument is not to drive thousands of fish to an artificial location and leave them there to die in mass. Although we eat chicken, we do not hold a festival in which participants enclose live chickens into a space and kill them.
Are similar festivals held abroad?
There are festivals in which participants [throw] fruits and plants like tomatoes or lemons. But there is no country with Korea’s level of economic development that holds such an idiotic festival. In 2011, CNN picked the Hwacheon Sancheoneo Ice Festival as one of the seven wonders of winter. I believe the festival was picked for being strange, but Hwacheon ironically was proud of [being featured on] CNN, and used it to promote the festival.
The ice fishing festival seems to be popular among tourists from abroad. Why do you think there is such interest?
There seemed to be quite a number of foreign attendants to the festival. But whether they enjoy the festival and see Korea in a positive light are different matters.
One of the arguments brought up by people in favor of the ice fishing festival is that it contributes to growing the local economy. What do you have to say to people with that argument?
People in favor of this festival often tell me not to speak badly about it since it attracts many people. But many similar festivals have been created because of the success of this festival - they ultimately kill many fish. A festival should be the symbol of a region. I don’t think it is too late to turn the festival into something else [that does not involve cruelty].

산천어 축제 반대론자 "닭 먹는다고 닭 죽이는 축제 하나"
국내 최대 지역 축제 중 하나로 자리 잡은 강원도 화천 산천어 축제가 27일 막을 내렸다. '2019 얼음나라화천 산천어축제' 조직위원회는 5일부터 진행된 이 행사 누적 방문객이 180만 명을 넘긴 것으로 잠정 집계했다. 외국인 방문객도 14만 명을 넘기며 역대 최다 기록을 깼다.
축제의 인기 만큼 이를 반대하는 주장도 있다. ‘동물 학대’ 논란이다. 반대론자들은 “산천어가 극심한 고통을 받는다”는 이유 등을 들어 이 축제를 비판하고 있다. ‘축제라는 이름의 집단학살을 멈춰달라’는 청와대 국민청원 게시물도 올라왔다.
이 축제를 비판하는 김산하 생명다양성재단 사무국장이 25일 중앙일보 취재에 응했다. 김 국장은 최근 ‘화천 산천어 축제 : 비판에 대한 비판에 대한 비판’을 블로그에 올렸다. 김 국장은 “산천어 축제 비판론에 대한 막연한 반박이 이어지고 있다”며 “‘대안도 없이 비판만 한다’는 역비판을 듣고 가만히 있다면 이 논의에 마침표가 찍힐 것 같아서 다시 의견을 냈다”고 말했다.
축제 현장 분위기를 어떻게 보나.
응답 : “축제의 핵심은 ‘맨손잡기’다. 사람들이 처음부터 우르르 달려들지 않는다. 주저하는 사람들을 많이 참여하게 하려고 소위 ‘바람몰이’를 한다. 진행자가 주변에 둥글게 몰려선 구경꾼 중 호응이 좋은 쪽에 살아있는 산천어를 비닐에 싸서 던진다. 이걸 하루에 대여섯번씩 한다. 아이들은 비닐에 담긴 생선을 빙빙 돌리며 가지고 논다. 생선이 미끈거려 잘 못 잡는 사람이 많고, 아가미에 손을 넣어서 잡기 때문에 현장에는 피가 다 튄다. 여기저기 죽은 물고기도 널브러져 있다.”
동물단체들이 반발을 세게 하나.
응답 :“한국의 동물 관련 문제 중에 이것보다 큰 건 없다고 생각한다. 그러나 동물권 단체들은 반려동물이나 포유류에 집중하지 물고기에는 덜 민감하다. 우리만 해도 행사가 10년 넘게 진행된 이후에 본격적으로 이야기하는 거니까 사실 많이 늦은 거다.”
낚시하는 게 큰 문제가 되나.
응답 :“행사장이 토목공사 수준으로 인공화된 장소란 게 문제다. 많은 사람이 얼음에 올라갈 수 있도록 원래 좁았던 하천을 넓게 팠고, 기존에 살지 않던 외래종 물고기들을 몰아넣고 못 빠져나가도록 하천을 한 달 동안 막아서 하천 생태계를 다 교란했다. 게다가 안전을 위해 얼음도 인공적으로 두껍게 얼리면서 물고기들이 있는 공간은 더 좁아진다. 이건 자연에서 하는 낚시가 아니라, 대야에 물 반 고기 반으로 담아놓고 건지는 거나 다름없다.”
※이에 대해 화천군은 "물 흐름을 조절하기 위해 보를 설치하지만, 우회 수로를 만들어 하천이 흐르는 데는 지장이 없다. 생태계 교란과는 관련이 없는 행사"라고 반박했다.
산천어 축제 반대론자들은 물고기를 안 먹나.
응답 :“이건 물고기를 먹지 말자는 얘기가 아니다. 단지 유희를 위해 수많은 물고기를 인위적으로 몰아넣고 죽이는 상황을 그만두자는 거다. 우리가 닭을 먹지만 닭을 한군데 몰아넣고 죽이는 축제 같은 건 안 하지 않나.”
외국에선 이런 행사가 없나.
응답 :"토마토ㆍ레몬 등 식물이나 과일을 이용해서 엉망진창으로 노는 형태는 있긴 하다. 다만 우리나라 정도의 경제 수준에 이렇게 무식한 축제를 하는 나라는 없다. 2011년 CNN에서 ‘겨울 7대 불가사의’로 꼽힌 건, 이상한 현상이기 때문에 꼽힌 건데 오히려 화천군은 그걸 홍보용으로 자랑스러워하더라."
※화천군 측은 "당시 CNN의 보도는 산천어축제를 부정적으로 평가한 게 아니다. '캐나다 빛 축제'와 같은 행사도 7대 불가사의로 꼽았는데 이 역시 비판 대상이었다는 건가"라고 되물었다.
외국인에게도 인기가 많다는데.
응답 :“현장에 외국인이 꽤 많긴 했다. 그러나 그 사람들이 얼마나 즐기고, 이후에 한국을 좋게 볼까? 잘 모르겠다. 영어로 글도 써서 기고도 하고, 외국인에게도 알려주려고 노력 중이다.”
지역경제에 도움이 된다는 반박도 많은데.
응답 :“사람들이 ‘흥행이 잘 되니 건들지 말라’는 식의 말도 많이 한다. 이게 모델이 돼서 은어축제, 빙어축제 등 우후죽순으로 생겨난다. 거다. 똑같이 대량살상하는 게 표본이 됐다. ‘지역경제에 도움이 되니, 원래 하던 거니까 하자’는 것은 말이 안 된다. 축제는 지역 문화의 상징이자 꽃이 돼야 한다. 지금도 산천어축제 한쪽에서는 썰매타기 등 얼음놀이 하는 사람들도 많다. 살상이 아닌 축제로 바꿀 수 있다.
