Ignoring economic reality (KOR)

When will the ruling power get real about the economy? The Democratic Party (DP) was all self-congratulatory about economic performance under the Moon Jae-in administration. Secretary general Yoon Ho-joong spoke how food prices were stable during the Lunar New Year holiday. He also claimed the Korean economy performed the best among the developed members of the Organization for Economic Cooperation and Development (OECD). The problem is that few outside his party would agree with the observation. Korea’s growth rate of 2.7 percent in 2018 is nowhere near the top of the OECD rankings.

The U.S. economy, with per capita income of $60,000 — double Korea’s — is estimated to have grown from 2.9 percent to 3.1 percent last year. Exports that had long sustained the Korean economy fell for the second consecutive month in January. The Bank of Korea predicts exports to fall by 1.4 percent this year.

The domestic situation is just as bad. The self-employed have been devastated by double-digit increases in the minimum wage for two years. As many as 195,000 part-time and irregular jobs were wiped out last year. Starting taxi fares went up to 3,800 won ($3.38). Popular delivery foods, like chicken and jajangmyeon (black bean noodles), have also gone up along with delivery fees. The ruling party blames the conservative media for “distorting” the facts and feeding wrong information to the people to worsen consumer sentiment.

It is bad for the economy to be entirely pessimistic. But being overly optimistic is also harmful. A wrong diagnosis leads to the wrong prescription. The ruling power must stop trying to see what it wants to see about the economy. It must face reality and take necessary remedial actions.

집권 여당은 두 눈 다 뜨고 경제 현실을 직시해야 한다
여권의 경제 인식이 계속 우려를 자아내고 있다. 더불어민주당은 그제 설 민심이라면서 현 정부의 경제 성적에 대한 자화자찬을 늘어놓았다. 윤호중 사무총장은 “이번 설 물가가 매우 안정적이었다” “경제협력개발기구(OECD) 중 경제성장률 1위”라고 자랑했다. 그런데 이런 주장이 지금 한국 경제에 합당하다고 보는 경제 전문가는 거의 없다. 지난해 성장률 2.7%가 1위라는 주장은 현재 통계가 나온 4개국만 보면 맞지만 36개 회원국 전체 통계가 나와야 의미가 있다.
더구나 1인당 국민소득이 6만 달러로 우리보다 국민의 경제력이 배에 달하는 미국(2.9~3.1%로 추정)에도 성장률이 뒤처지는 비상 상황에 놓여 있다. 더욱 엄중한 현실은 우리 경제의 유일한 버팀목이던 수출이 지난해 12월부터 두 달 연속 마이너스라는 사실이다. 낙관적 전망을 펴던 한국은행조차 올 수출이 1.4% 감소할 것이란 우울한 전망을 내놓았다.
여당의 인식은 현실과도 괴리돼 있다. 최저임금 여파로 자영업이 초토화되면서 지난해 일자리를 잃은 임시ㆍ일용직 근로자가 19만5000명에 달한다. 이 여파는 나아가 택시 기본요금을 3800원으로 밀어 올리고, 치킨ㆍ자장면ㆍ배달료 등 생활물가를 일제히 끌어올리고 있다. 경제 현실이 이런데도 여당 의원들은 “시민이 많은 사실을 왜곡되게 알고 있다” “정책 방향이 옳은데 경제가 나쁘다는 프레임이 강해 국민이 잘못된 정보를 알고 있다”는 식의 일방적 주장을 쏟아내고 있다.
물론 “경제는 심리”라는 말마따나 비관만 해선 곤란하다. 그렇다고 민주당 의원들처럼 한 눈을 가리고 장밋빛 전망만 늘어놓아서도 안 된다. 잘못된 진단이 잘못된 처방을 불러와 국민의 삶을 더욱 어렵게 만들 수 있어서다. 이런 점에서 아전인수식 진단으로 경제 현실을 호도하는 일은 중단돼야 한다. 두 눈을 뜨고 경제 현장의 실상을 직시할 때 경제 먹구름을 헤쳐나갈 수 있다.
