The path to self-destruction (KOR)

Pyongyang is weighing whether to suspend further denuclearization talks with Washington as it has “no intention to yield to the U.S. demands in any form,” North Korean Vice Foreign Minister Choe Son-hui said in a press conference in Pyongyang. It was Pyongyang’s first formal response after the U.S.-North summit in Hanoi, Vietnam, fell apart in late February. Choe’s comments show the North Korean leadership’s refusal of Washington’s big deal proposal in Hanoi and are a threat to throw away the momentum behind the year-long dialogue. Choe said North Korean leader Kim Jong-un would be making a formal statement on future actions. Her comment suggests Pyongyang is watching Washington’s response to its latest offensive.

It is unlikely that the United States will concede in its demand for complete denuclearization in exchange for easing sanctions. Even the U.S. Democratic Party has approved of the way President Donald Trump called off the deal when Kim refused to comply with the U.S. terms. Even Trump’s envoy to North Korea, Special Representative Stephen Biegun, reaffirmed that Washington remained steadfastly behind the full implementation of sanctions and backed a “total solution.” The international consensus is the same. A United Nations report showed North Korea continues to develop nuclear and missile programs after evading sanctions through elaborate methods to import oil, export coal, and hack into foreign banks.

Kim would be making a worst-possible mistake if he announces suspension of dialogue with the United States and resumes weapons testing. He would lose favor with Trump and invite even tougher sanctions and human rights challenges from the United States and the rest of the world. Even with the help of Beijing and Moscow, the North Korean economy that has been halved by trade sanctions would be wrecked beyond repair, putting the regime in danger.

Kim must have realized the big difference between his and U.S. concepts of denuclearization. Since Washington has no intention of conceding, Kim must stop missile and nuclear development activities and present a concrete roadmap to complete denuclearization.

The Moon Jae-in administration must not side with Pyongyang in any way. It has talked of restarting the Kaesong Industrial Park and tours to Mount Kumgang even after Pyongyang continued nuclear development while promising denuclearization. A scholar who steadfastly opposed sanctions has been nominated to head the unification ministry. Moon Chung-in, the special adviser to President Moon Jae-in on unification, security and foreign affairs, even said the president wished to pursue his path on North Korea regardless of U.S. policy. Seoul’s defiance of the international trend will send the wrong message to Pyongyang and undermine its alliance with Washington. If President Moon really wants to play a mediating role, he must stand by international sanctions and demand complete denuclearization.

'북한의 협상 중단 고려'는 파탄의 길이다
최선희 북한 외무성 부상이 "우리는 미국의 요구에 어떤 형태로든 양보할 의사가 없다"며 "미국과의 비핵화 협상 중단을 고려하고 있다"고 어제 평양에서 연 긴급 회견을 통해 밝혔다. 하노이 북·미 정상회담이 결렬된 지 보름 만에 나온 북한의 입장이다. 우려를 금할 수 없다. '고려'란 표현을 쓰긴 했지만, 미국이 하노이에서 요구한 '빅딜'을 전혀 받아들일 수 없고, 지난 1년간 이어져 온 북·미 대화 프로세스마저 걷어찰 수 있다는 '협박'의 성격이 강해 보이기 때문이다. 최 부상은 "김정은 국무위원장이 조만간 북한의 추가 행동을 발표할 공식 성명을 내놓을 계획"이라고도 전했다. 김 위원장은 최 부상의 회견을 통해 미국에 '강수' 메시지를 던져본 뒤 워싱턴이 어떻게 나오는지를 보고 향후 행동 방향을 정할 것으로 보인다.
미국이 일괄타결식 ‘빅딜’ 원칙을 뒤집을 공산은 희박하다. 도널드 트럼프 대통령을 맹공해온 미국 민주당조차 트럼프가 하노이 회담에서 김정은이 '빅딜' 요구를 거부하자 '노딜'을 선언하고 빈손 귀국한 데 환영하는 분위기다. 힘을 받은 트럼프 행정부는 협상파인 스티븐 비건 국무부 대북특별대표조차 일괄 타결을 주장할 만큼 강경한 입장으로 돌아섰다. 국제사회도 마찬가지다. 그제 유엔 안보리 대북제재위원회는 지난 1년간 북·미 대화가 진행되는 상황에서도 북한이 핵·미사일 제조를 계속해왔고, 금수품 밀거래와 해킹 등 제재 위반 행위를 일삼아왔다고 공개했다.
이런 마당에 혹여 김 위원장이 북·미 협상 중단과 핵 실험·미사일 발사 재개를 선언한다면 최악의 선택이 될 것이다. 그나마 실낱처럼 남아있는 김 위원장과 트럼프의 개인적 신뢰마저 한순간에 날아가고, 미국과 국제사회는 추가 제재와 인권 문제 카드로 북한을 더욱 강도 높게 옥죌 수밖에 없다. 중국과 러시아가 은밀히 도와준다고 해도 핵심 돈줄인 석탄·인력 수출이 막혀 경제가 반 토막 난 상황에서 북한 체제는 회생 불가능한 지경에 몰리고, 정권마저 흔들릴 우려가 있다.
김 위원장은 하노이 회담을 계기로 미국의 ‘비핵화 눈높이’가 자신의 그것과 큰 차이가 있음을 깨달았다. 미국이 그 눈높이를 낮출 공산이 없는 만큼 김 위원장은 동창리 등지에서 관측된 미사일 발사 움직임과 핵 개발 활동을 전면 중단하고 '완전한 비핵화'의 구체적 로드맵을 밝힘으로써 미국과 대화를 재개하는 것만이 답이다.
정부도 김 위원장의 오판을 부추기는 '북한 편들기'를 자제해야 한다. 정부는 북한이 비핵화 협상을 하는 도중에도 핵 개발을 지속해온 사실이 드러났는데도 개성공단·금강산 관광 재개를 외치고, '제재무용론'을 주장해온 김연철 통일연구원장을 통일부 장관 후보에 지명했다. 이를 두고 문정인 대통령 통일외교안보특보는 "문재인 대통령은 미국과 관계없이 한반도 정세를 밀고 가겠다는 것"이라고까지 했다.
국제사회의 대북 압박 흐름을 정면으로 거스르는 이런 기조는 북한의 오판과 한·미 동맹 균열만 초래한다. 문 대통령이 북·미 대화를 견인하는 진정한 '촉진자'가 되려면 빈틈없는 한·미 공조 아래 국제사회의 제재 전선에 확실히 동참하면서 북한에 비핵화 결단을 촉구해야 한다. 무조건적인 북한 편들기는 국제사회에서 받아들여지기 어렵고, 북한 정권의 판단을 그르치게 하는 '독약'이 될 수 있다.
