The Ministry of Food and Drug Safety revoked a license for the gene therapy drug Invossa on Tuesday, reviving memories of the 2004 disgrace of cloning expert Hwang Woo-suk, who faked his own research. The ministry canceled the 2017 license to market Invossa, the first drug in the world to use gene therapy to treat knee osteoarthritis. The agency found that Kolon Life Science falsely reported the cell line was of cartilage rather than a kidney. The ministry filed a criminal complaint against the company for violating the Pharmaceutical Affair Act by producing and selling drugs that do not match the licensed version.

The decision stunned patients who paid 7 million won ($5,885) per shot for the knee therapy. About 244 patients who were injected with Invossa immediately filed a class action suit. The website receiving applicants for the lawsuit is brimming with angry posts. “I cannot express my frustration and anger, having received the treatment twice.” The lawsuit could cost the company tens of millions of dollars as 3,707 people received the injections in Korea.

Safety is the key to any drug. This drug was sold while keeping the authorities and patients in the dark about the errant cell line used to make it. Korea’s drug screening and supervisory system is in question. The government must examine the patients immediately to make sure they are all right.

The company’s management cannot be forgiven if it knew of such a fundamental problem. Even in light of Korea’s penchant for expeditiousness, haste in drug-making cannot be pardoned. The moral hazard could pose a serious stumbling block to our bio industry.

The United States, Japan, Germany and Switzerland became drug powerhouses through a century-old history. Korea is a relative newcomer to the industry. Kolon invested 110 billion won to develop Invossa over 19 years. But overeagerness and recklessness are harming the reputation of Korean drugs. Hanmi Pharmaceutical had to halt development of a lung cancer treatment because a multinational company canceled the $730 million deal after patient deaths. The hype over Cynanchum wilfordii as a safe herbal treatment for menopause fell victim to questionable ingredients.

Bio engineering is under state sponsorship. The government announced 4 trillion won funding to promote the bio industry. The move to deregulate should not be affected by the Invossa scandal. The industry and authorities must learn and become more thorough in both development and oversight.

바이오산업의 전화위복 계기 돼야 할 인보사 사태
제2의 황우석 사태 망령이 어른거린다. ‘세계 최초의 무릎 관절염 치료제’로 주목받았던 인보사케이주(인보사) 취소 사태의 후폭풍 걱정 때문이다. 어제 식품의약품안전처는 코오롱생명과학의 미국 자회사 코오롱티슈진이 개발해 2017년 7월부터 시술이 허가된 골관절염(퇴행성 관절염) 유전자치료제 인보사의 품목허가를 취소했다. 식약처는 인보사의 주성분에 허가 당시 제출한 연골세포가 아닌 신장세포가 포함된 것으로 확인됐고, 코오롱생명과학의 제출 자료가 허위로 밝혀졌다고 설명했다. 판매 중지에 이어 즉각 코오롱생명과학을 형사고발까지 한 이유다.
파문은 일파만파로 확대되고 있다. 무릎 한쪽 투여에 700만원에 이르는 고가 의약품이었던 만큼 환자들은 마른하늘에 날벼락을 맞은 분위기다. 투여환자 중 244명은 즉각 집단소송에 나섰다. 이들의 집단소송을 신청받고 있는 홈페이지 ‘화난 사람들’에는 “두 발에 시술했는데 절망과 상실감이 말로 다할 수 없다” “가면 갈수록 무릎이 쑤시고 쥐가 난다” “정말 화가 난다”라며 분노하고 있다. 국내 투약자는 3707명에 달해 소송액은 수백억 원대로 늘어날 전망이다.
있을 수 없는 일이 벌어졌다. 의약품은 안전성이 관건 아닌가. 그런데 원료 물질이 당초 제시한 연골세포가 아니라 종양(암) 유발 가능성이 있는 신장세포로 바뀐 사실도 모른 채 약품이 시판됐다. 대한민국의 의약품 안전관리에 심각한 구멍이 뚫렸다는 믿기 어려운 얘기 아닌가. 정부는 당장 투여자들에 대한 철저한 추적조사 체계를 갖춰 부작용을 최소화해야 한다.
수사에서 밝혀질 일이지만 경영진이 문제를 알고도 은폐했다면 경악스러운 일이 아닐 수 없다. 지난 세월 고도성장을 이룬 한국 경제와 국내 기업이 아무리 빨리빨리 문화에 힘입어 수많은 성과를 이뤘다고 해도 사람의 생명과 직결되는 의약품을 마치 우격다짐처럼 만들어낸다는 것은 상상하기 어렵다. 수단이 목적을 정당화할 수는 없기 때문이다. 더 큰 문제는 신중에 신중을 기해야 할 바이오산업에서 이 같은 도덕적 해이가 꼬리를 물고 일어나고 있다는 점이다.
아무리 급해도 바늘허리에 실을 꿰어 쓸 수는 없다. 미국ㆍ일본ㆍ독일ㆍ스위스가 의약 선진국이 된 것은 100년도 넘는 기술이 축적돼 있다는 현실을 직시해야 한다. 이에 반해 한국은 이제 걸음마 처지다. 인보사에도 1100억원을 투자하고 19년의 세월을 보냈다고 하지만 선진국에 비해선 일천하기 짝이 없다. 한미약품의 8000억 원대 신약 기술 수출이 물거품이 되고 ‘갱년기 치료제’로 알려져 폭발적으로 팔리다 성분 논란을 빚은 내츄럴엔도텍의 ‘가짜 백수오’ 파동이 줄줄이 일어나는 것은 모두 성급하게 과실을 따 먹으려는 조급증에서 비롯되지 않았나.
바이오는 포기할 수 없는 미래산업이다. 문재인 대통령은 바이오헬스를 시스템반도체ㆍ미래형자동차와 함께 차세대 3대 주력산업으로 꼽으면서 불과 일주일 전 과감한 규제 완화와 함께 4조원 규모를 투자하는 ‘바이오헬스 산업 혁신전략’을 직접 발표했다. 황우석 사태의 후폭풍으로 거미줄처럼 촘촘해진 바이오산업의 규제를 풀겠다는 것인데 인보사 사태가 찬물을 끼얹어선 곤란하다. 오히려 이번 사태는 전화위복의 계기가 돼야 한다. 급할수록 돌아가라고 했다. 제약사는 꾸준한 연구개발에 나서고 정부는 더욱 꼼꼼한 지원체계를 갖춰나가길 바란다.
