Political dramas show what’s behind the chaos: Audiences find JTBC’s ‘Chief of Staff’ a refreshing antidote to standard fare

The legislative elections are still nearly a year away, but TV networks are warming viewers up for the big event by dishing out political dramas.

On June 14, JTBC kicked off its new series “Chief of Staff,” which stars Lee Jung-jae as a National Assembly member’s ambitious assistant who dreams of becoming a powerful politician. Starting Monday, tvN will begin airing “Designated Survivor: 60 Days,” a show based on a hit U.S. drama of the same name about an environment minister (Ji Jin-hee) who suddenly faces the task of leading the country after a terrorist attack kills the president. By the end of the year, tvN is also set to air “The Great Show,” and spin the tale of a former lawmaker (Song Seung-heon) who tries to enter the National Assembly again.

These shows promise something new compared to political dramas from the past, which have traditionally been limited to featuring characters sitting in the nation’s highest office. “Fifth Republic” (2005), for example, was about former President Chun Doo Hwan, while “Big Thing” (2010) and “The President” (2010) were both coming-of-age stories about fictional presidents. A notable exception is “Assembly” (2015), which aimed to capture the inner workings of the National Assembly by following the journey of a shipyard welder-turned-lawmaker. The drama’s screenwriter, Jung Hyun-min, had previously served as an aide to a lawmaker. Yet “Assembly” failed to find an audience, with ratings stalling between 4 percent to 5 percent despite being aired on KBS, one of Korea’s three major broadcasters.

Airing its sixth episode today, “Chief of Staff” has attracted steady media and viewer attention so far thanks to its fast-paced plot and star-studded cast. The first season will end after the 10th episode, but a second season is due to start again by the end of the year.

The protagonist in “Chief of Staff” is Jang Tae-joon (Lee), a brilliant former detective who became a lawmaker’s aide in hopes of getting a spot in the National Assembly himself. He’s a charismatic character whose talents don’t go unnoticed and threaten to outshine his boss, lawmaker Song Hee-seob (Kim Kap-soo).

“I fell in love with the screenplay and thought that I should do the drama before it’s too late,” Lee said. “Chief of Staff” is the veteran actor’s first drama appearance since the MBC series “Triple” (2009).

Shin Min-a, Lee’s love interest in the show, plays a talented lawyer-turned-lawmaker in the series. Shin is known for her roles in romantic comedies like “My Girlfriend is a Gumiho” (2010).

The biggest appeal of “Chief of Staff” is perhaps the realistic portrayal of the lives of lawmakers’ aides, whose numbers are estimated to be around 2,700. In Korea, each of the 300 National Assembly members are allowed to have nine assistants working for their personal office under government payroll. The types of assistants that a lawmaker is allowed to have are very specific - two level-four civil servants, two level-five civil servants, one from level six, seven and nine each and two interns. In Korean government parlance, level nine is the lowest rank for civil servants. “Chief of Staff” also captures the tense and often competitive relationship between the aides themselves.

Director Kwak Jung-hwan, whose previous works include “Ms. Hammurabi“ (2018) and “The Slave Hunters” (2010), described “Chief of Staff” as a “drama that highlights the tensions from the competition between those who hide the truth to remain in power and those who can only survive by revealing it.”

Critics believe that the bitter partisan stalemate that has plagued the National Assembly for the past months helped peak viewer interest in the show.

“People are able to really immerse themselves in ‘Chief of Staff’ given the crippled operations of the National Assembly,” said drama critic Gong Hee-jeong. “It’s refreshing to look at the National Assembly from the viewpoint of the aides rather than the lawmakers.”

“Given how viewers are tired of dramas featuring police and prosecutors, I think the trend of exploring new careers will continue,” he added. Real aides in the National Assembly are also taking notice of “Chief of Staff,” and are excited about sharing the often-misunderstood reality of their work.

“My partner’s family opposed our marriage because they thought I just carried bags around and would lose my job after the lawmaker leaves the Assembly,” said one lawmaker’s aide, a level-four civil servant. “I hope that the drama will help improve the perception that people have of us.”

“I’ve rarely seen lawmakers with female aides who are level-five civil servants or higher. The drama also doesn’t show any high-level female aides - I think the producers did their research well,” said a level-six civil servant lawmaker’s secretary. “I’m curious to know whether Lee Elijah [a level-six civil servant in Song’s office] will be able to break the glass ceiling and go beyond.”

If there is one thing unrealistic about the drama, the aides noted, it’s that becoming a lawmaker’s assistant is hardly a guaranteed path to entering politics, as Lee’s character desires in “Chief of Staff.”

“Although some aides do go on to run for municipal elections, it’s nearly impossible for them to get into politics like Jung,” said the secretary. “Aides are more likely to go join a National Assembly standing committee in the field of their specialization.”

여의도서 뛰는 이정재·신민아, 정치를 보여주마

총선은 내년, TV에선 벌써 정치 드라마가 뜨겁다. 지난 14일 시작한 JTBC 금토 드라마 ‘보좌관-세상을 움직이는 사람들’(이하 ‘보좌관’)부터 다음 달 1일 첫 방송을 앞둔 tvN 월화드라마 ‘60일, 지정생존자’, 하반기 방영 예정인 tvN ‘위대한 쇼’까지 줄줄이 이어진다. 2010년 ‘대물’ ‘프레지던트’ 이후 뜸했던 정치 드라마의 시대가 열린 것이다.

이들 드라마는 저마다 차별화를 꾀했다. ‘60일, 지정생존자’는 폭탄 테러 후 대통령 권한대행을 맡게 된 환경부 장관(지진희)이 주인공. 2016년 시작해 넷플릭스에서 시즌 3까지 나온 미국 드라마 리메이크다. ‘위대한 쇼’는 국회 재입성을 위해 고군분투하는 전직 국회의원(송승헌)을, ‘보좌관’은 금배지를 꿈꾸는 보좌관(이정재)을 내세운다.

그동안 국내 정치 드라마라면 ‘제5공화국’(2005) 등 실존 인물과 실화를 다루거나 ‘대물’ ‘프레지던트’처럼 대통령 탄생기가 주축이었다. 실제 보좌관 출신 정현민 작가의 ‘어셈블리’(2015)처럼 국회를 무대로 다양화를 꾀한 경우도 있었지만 반응은 신통치 않았다. ‘하우스 오브 카드’ 같은 미국 드라마로 높아진 대중의 눈높이도 정치 드라마의 난제로 꼽혀왔다.

‘보좌관’은 장르물의 재미, 속도감 있는 전개로 첫회부터 눈길을 붙잡았다. 이정재가 연기하는 장태준은 엘리트 경찰 출신 보좌관이자 다음 총선을 준비하는 예비 정치인. 검찰 수사보다 앞서 함정을 만들고, 두세 수 앞을 보며 말을 움직인다. 극 중 모시는 4선 의원 송희섭(김갑수)보다 출중한 능력을 발휘한다. ‘트리플’ 이후 드라마 출연이 10년 만인 이정재는 “기획과 시나리오에 반해 더 늦기 전에 드라마를 해야겠다고 생각했다”고 밝혔다.

변호사 출신 비례대표 초선 의원 강선영 역의 신민아와 호흡도 괜찮은 편. 그간 청춘스타 이미지를 벗지 못했던 신민아는 이번 드라마에선 원하는 것을 손에 넣기 위해서 자신에게 유리한 판을 짜는 영리한 캐릭터를 소화한다. 극 중 강선영과 장태준이 연인 관계임에도 극의 흐름을 해치지 않는 이유이기도 하다. 지금은 동반자라도 언제든 적으로 돌아설 수 있는 정치판처럼, 이들 관계 역시 각자 입장에 따라 팽팽한 긴장감을 유지한다.

인물 구조도 안팎으로 촘촘하다. 송희섭 의원 역의 깁갑수, 대한당 원내대표 자리를 두고 다투는 조갑영 의원 역의 김홍파 등 중견 배우들의 연기대결에 더해 각 의원실 보좌진도 탄탄하다. 주된 배경인 송희섭 의원실의 경우 4급 보좌관 이정재를 필두로 5급 비서관, 6급 비서, 7급 수행비서, 9급 행정비서, 인턴 등이 또 다른 피라미드를 이룬다. 지역구 보좌관(정웅인)과 여의도 보좌관의 기 싸움도 팽팽하다.

‘추노’ ‘미스 함무라비’ 등을 연출한 곽정환 PD는 “어떤 사안이든 겉으로 드러난 팩트 외에 진실이 있기 마련”이라며 “기득권을 지키기 위해 그걸 숨기는 사람들이 있고, 그걸 밝히고 무너뜨려야 생존하는 사람들이 있는데 그 경쟁에서 오는 긴장감이 살아있는 드라마”라고 소개했다. 노동자 인권, 공익제보자 문제 등 현실을 적절히 녹인 극본도 호평을 받는다. 이대일 작가는 앞서 웹툰 원작의 ‘싸우자 귀신아’, 영국 BBC 원작의 ‘라이프 온 마스’ 등을 선보였다. 완성도를 높이기 위해 ‘보좌관’은 10부작으로 시즌 1을 마무리 짓고, 하반기 시즌 2를 방영하는 방식을 택했다.

공희정 드라마평론가는 “국회 파행이 계속되고 있어 비슷한 설정의 극에 더 몰입하게 된다”며 “의원 아닌 보좌관의 시각에서 국회를 바라보는 것도 신선하다”고 밝혔다. 또 “경찰·검찰을 내세운 잇단 장르극에 피로도가 높아진 상황에서 검시관을 내세운 ‘검법남녀’나 고용노동부 근로감독관이 주인공인 ‘특별근로감독관조장풍’처럼 드라마 속 새로운 직업에 대한 탐구도 계속될 것으로 보인다”고 덧붙였다.

국회 보좌진 사이에서도 화제작으로 떠올랐다. 4급 보좌관 A씨는 “보좌관이라면 흔히 ‘가방모찌’라고 생각하거나 의원 면직 즉시 일자리를 잃는 별정직 공무원이라 결혼할 때 처가에서 반대하기도 했다”며 “이번 드라마를 통해 보좌관에 대한 사회적 인식이 개선됐으면 좋겠다”고 밝혔다. 6급 비서 B씨는 “의원실마다 5급 이상 여성 보좌관은 거의 없다. 드라마에도 여성 보좌관은 한 명도 없던데 제작진이 취재를 꼼꼼히 한 것 같다”며 “6급 비서로 나오는 이엘리야가 유리천장을 깨고 그 위로 올라갈 수 있을지 궁금하다”고 말했다.

다만 보좌진이 국회 입성 등용문으로 통했던 과거와 달리 요즘은 전문성이 높아진 추세라는 지적도 있다. 이해찬 보좌관으로 정계에 입문한 유시민 작가, 김한길 보좌관을 거친 이철희 의원 같은 경우는 이제 흔치 않다는 것. B씨는 “보좌관 출신이 지역구 시의원으로 종종 출마하긴 하지만 극 중 이정재처럼 자기 정치를 하는 것은 거의 불가능하다”며 “오히려 전문성을 바탕으로 해당 상임위에서 자기 이상을 실현하는 분들이 더 많을 것”이라고 설명했다.
