Our national dignity (KOR)

North Korea has fired once again two short-rage ballistic missiles from Wonsan on its east coast. Reneging on a vow to rekindle denuclearization talks with the United States in a hurriedly arranged meeting with U.S. President Donald Trump in Panmunjom last month, North Korean leader Kim Jong-un’s provocation comes 70 days after its launch of similar missiles in May. One of Thursday’s two missiles flew 430 kilometers (267 miles) and the other as far as 690 kilometers. The two missiles are presumed to be an upgraded version of Russia’s Iskander ballistic missile. Thanks to their lower flying altitude, they can hardly be detected by radar and are difficult to intercept with our Patriot missiles.

North Korea’s move is apparently aimed at pressuring the United States to come up with a satisfactory denuclearization plan. But the missile tests cannot be seen in the context of nuclear talks alone as they represent a deepening of North Korea’s missile capabilities. In May, one of the two North Korean missiles could not fly as far as expected. This time, North Korea seems to have conducted successful launches.

North Korea also caused alarm earlier in the week. It showed off a new submarine capable of firing several ballistic missiles tipped with nuclear warheads. One can hardly defend against submarine-launched ballistic missiles (SLBMs) due to their stealthy maneuverability.

In the face of growing nuclear and missile threats from North Korea, South Korea is keeping mum except requesting — belatedly — Pyongyang refrain from such provocations. Our Ministry of National Defense has yet to announce the results of its analysis of the two missiles North Korea launched two months ago. What is the ministry trying to hide?

The way the government is dealing with Russian military aircraft violation of our air defense identification zone (Kadiz) also confounds us. The pilot of our fighter jet did the right thing — firing multiple rounds at the Russian reconnaissance plane infiltrating the Kadiz over the Dokdo islets — and yet the Moon Jae-in administration does not protest to Russia. The Blue House did not hold a National Security Council meeting. It hasn’t criticized China for conducting a joint reconnaissance flight drill with Russia over the East Sea. The Moon administration must defend our national dignity before it is too late.

러시아 영공 침범 이어 북 탄도미사일 발사…정부는 확고하게 대응하라
북한이 어제 강원도 원산 호도반도에서 동해로 단거리 탄도미사일 2발을 쐈다. 지난 5월 발사한 지 70여 일 만이다. 김정은 북한 국무위원장은 지난달 트럼프 미국 대통령과 판문점에서 비핵화 협상을 재추진키로 약속해놓고서도 도발을 감행했다. 북한이 발사한 1발은 430㎞를, 나머지 1발은 690㎞를 날아갔다. 이 미사일은 일반적인 탄도미사일보다 고도가 낮은 50㎞로 ‘북한판 이스칸데르 미사일’로 추정되고 있다. 러시아제 이스칸데르 미사일은 저고도에 회피기동 능력까지 갖춰 탐지가 어렵고, 우리 군이 보유한 패트리엇 등으로 요격할 수도 없다고 한다. 남한 전체가 이 미사일의 사격권이다.
북한 도발은 미국과 핵협상을 앞두고 지렛대를 높이려는 행동이라는 게 일반적 해석이다. 북한에 만족하는 협상안을 미국더러 내놓으란 압박이란 것이다. 그러나 북한 미사일 발사를 단지 핵협상 차원으로만 볼 게 아니다. 미사일 능력을 단계적으로 고도화하고 있는 게 더욱 큰 문제다. 어제 미사일은 지난 5월 발사한 미사일을 개선했을 가능성이 있다. 그때 2발 가운데 1발은 제성능을 내지 못했는데 이번에 성공한 것으로 보인다.
북한이 지난 23일 공개한 탄도미사일 발사용 대형 잠수함도 그렇다. 동해에서 핵탄두를 장착한 탄도미사일(SLBM) 여러 발을 발사할 수 있는 신형 잠수함 공개로 북한이 진일보한 무력을 과시한 모양새다. SLBM은 방어가 사실상 불가능하다. 어제 발사한 신종 미사일에도 핵탄두를 달 수 있다. 이처럼 북한 핵ㆍ미사일 위협이 갈수록 커지는데도 정부는 대책은 고사하고 침묵만 하고 있다. 북한에 자제 요청조차 즉각 하지 않았다. 그런가 하면 국방부는 지난달 발사한 북한 미사일 분석을 마치고도 발표하지 않고 있다. 우리에게 치명적인 미사일의 진화를 정부는 왜 숨기려만 드는가. 이런 정부와 군을 어찌 믿을 수가 있겠는가.
러시아 군용기의 독도 영공 침범사건 처리도 문제다. 공군 전투기 조종사가 교전수칙에 따라 영공을 침범한 러시아 조기경보통제기에 경고사격하는 조치까진 잘했다. 그러나 정부는 침범하지 않았다고 거짓말하는 러시아에 제대로 항의도 않는 대신, 독도 문제를 두고 일본만을 비난했다. 도대체 이 상황에서 싸울 대상이 누군가. 더구나 러시아와 서울에서 이 사안을 두고 양측 실무회담을 한다니 이해가 가지 않는다. 강도에게 집주인이 도리어 설명하는 모양새는 아닌가.
청와대는 이 최초의 영공 침범사건에도 국가안보회의(NSC)조차 소집하지 않았다. 또한 한국방공식별구역(KADIZ)에서 무단으로 러시아와 연합작전을 한 중국에는 말도 꺼내지 못하고 있다. 안보를 넘어 독립국가의 자존심을 스스로 무너뜨리는 격이다. 이처럼 고개 숙인 침묵의 국가를 어느 나라가 인정하고 무서워 하겠는가. 정부는 이제라도 국가의 존재감과 자존심을 확고히 세워주기 바란다. 북한도 이제 핵과 미사일로만은 살 수 없다는 점을 알고 도발을 자제해야 마땅하다.
