Time of turmoil (KOR)

South Korea is being bombarded with challenges on the diplomatic and security fronts. Japan is restricting our trade and a Russian spy aircraft has violated our national airspace. No progress has been made on the denuclearization of North Korea while the inter-Korean relationship shows signs of fissures. Pyongyang has disclosed the development of a submarine capable of being equipped with missiles and tested a new type of short-range missile. North Korea is even threatening South Korean President Moon Jae-in, telling South Korean officials “not to ignore warnings from Pyongyang.”

The developments are startling enough for the Moon administration, which has placed many of its eggs in the North Korea basket. The security challenges have arisen at a time when Seoul has a trade row with Tokyo. In the sky over the Dokdo islets in the East Sea earlier this week, aircraft from China and Russia and a fleet of South Korean fighter jets were engaged in a tense face-off for three hours. North Korea launched two missiles into the East Sea, and Japan has ratcheted up its territorial claims over Dokdo. In a trip to Tokyo, U.S. National Security Adviser John Bolton vaguely sided with Tokyo and pressured Seoul to send troops to the Strait of Hormuz to back U.S. engagement in the waters. The global powers are capitalizing on the conflict between Korea and Japan for their own gains.

But so far, our government has been naive and inconsistent. Our maritime borders have become vulnerable to the extent of letting a North Korean boat come in unspotted. The Blue House deleted the term “alliance” from the annual Korea-U.S. joint drill and floated the idea of scrapping a military intelligence sharing agreement with Japan. Even as Russian spy jets penetrated our national airspace, the Blue House has not held a National Security Council meeting.

Crisis control is a key to governance. The Moon administration talks the talk, but doesn’t walk the walk. Our foreign policy direction must stay firm no matter how many times the head of state changes. Based on the Korea-U.S. alliance, Seoul must maintain amicable relations with Tokyo. At the same time, it should strengthen relationships with Beijing and Moscow.

Moon has aides with no expertise in diplomacy in top security and diplomatic positions. As a result, Korea was sandbagged by Japan’s export curbs and got the cold shoulder from the U.S. when it asked for mediation. The government must fill vital posts with professionals in the field so that the commander can cope with turmoil on the external front.

미·일·중·러에다 북한에까지 얻어맞는 대한민국
나라에 전례 없는 외교·안보적 위기가 잇따르면서 위기감이 커지고 있다. 일본의 경제 보복에 이어 러시아의 영공 도발까지 덮쳤다. 북한 비핵화는 한 발짝도 진전이 없고 남북 관계도 악화 조짐을 보이는 가운데 평양은 탄도미사일 탑재가 가능한 것으로 관측되는 잠수함을 공개하고, 77일 만에 단거리미사일을 발사하며 무력시위를 재개했다. "김정일 위원장이 남조선에 엄중한 경고를 보내기 위해 (발사를) 직접 지도하셨다"면서 문재인 대통령을 겨냥해 "남조선 당국자는 아무리 비위가 거슬려도 평양발 경고를 무시하는 실수를 범하지 말아야 할 것"이라는 '경고'까지 덧붙였다. '해방전후사의 인식' 수준에서 국제 정세를 바라보고 '우리 민족끼리'식 외교를 추진해온 문 정부의 기대와는 전혀 다른 상황이 전개되고 있다."북한·중국·일본에 이어 러시아까지 도발해오는 것을 보니 한반도를 놓고 열강이 각축하던 구한말 시대가 재연된 것 같다"는 우려가 여기저기서 들린다.
무엇보다 일본과의 경제 마찰 와중에 안보 위기가 동시다발적으로 터진 사실이 걱정이다. 23일 독도 상공에서 중국·러시아와 우리 공군기 30여대가 뒤얽혀 3시간 동안 일촉즉발 대치상태를 이어간 지 하루 만에 북한이 동해로 미사일 2발을 발사했다. 북·중·러의 도발이 약속이나 한 듯 정교하게 맞물려 돌아간 양상이다. 이 기회를 틈타 일본은 '독도는 일본 땅'이라며 영토 도발까지 재개했고 미국은 은근히 일본 편을 들며 우리에게 호르무즈 해협 파병과 방위비 분담금 인상을 요구하고 나섰다. 대한민국을 둘러싼 4강이 한·일 갈등의 틈새를 비집고 일제히 '함포 외교'로 국익 챙기기에 나선 양상이다.
정부의 대응은 너무나 안이하다. 삼척항 북한 동력선 사건과 '2함대 허위 자수'사건으로 동·서해 경계망이 모두 뚫린 마당이다. 그런데 청와대와 군은 북한을 의식해 한·미 연합 훈련 명칭에서 ‘동맹’을 빼버리는가 하면 한·일 군사정보보호협정(GSOMIA) 폐기 가능성까지 흘리며 한미동맹과 한·미·일 안보체제를 뒤흔들었다. 러시아 전투기가 대놓고 우리 영공을 유린했는데도 청와대가 숱하게 열었던 국가안보회의조차 소집하지 않은 것도 국민을 불안케 한다.
국정의 핵심은 위기관리다. 하지만 정부는 목소리만 높였을 뿐, 실효성 있는 대책을 내놓지 못하고 있다. 애국심에만 호소하는 건 답이 될 수 없다. 이럴수록 기본으로 돌아가야 한다. 무엇보다 정권이 바뀌어도 변함없는 외교 좌표를 확립해야 한다. 한미동맹을 근간으로 일본과 협력하면서 중·러와 우호를 증진한다는 원칙을 정파를 초월해 대한민국 외교의 '부동 좌표'로 정해야 한다.
외교를 내정에 이용하려는 목적으로 뒤흔드는 행위도 '절대 불가'란 원칙에 합의해야 한다. 70년 넘게 주변 아랍 국가들의 위협에 시달려왔음에도 번영을 구가해온 이스라엘의 사례에서 교훈을 얻어야 한다. 충청도 면적에 인구 860만 소국이지만 '일체의 도발을 허용치 않는 단호한 대응'을 흔들림 없는 국가 좌표로 지켜왔기에 "이스라엘을 건드리면 감당할 수 없는 대가를 치른다"는 인식을 주변국들에 심는 데 성공했다. 이 나라에 뛰어난 외교관과 군인들이 넘쳐나는 것도 국가적인 외교 좌표가 굳건한 것과 무관하지 않을 것이다.
대한민국도 그런 일관된 외교 좌표를 확립하고, 국제사회에 '함부로 건드릴 수 없는 나라'란 인식을 각인시켜야 한다. 현 정부는 지난 2년여 동안 외교·안보 요직에 전문 관료 대신 캠프 측근들을 앉히는 '코드 인사'로 일관해 위기를 자초했다. 특히 미국통·일본통 베테랑 외교관들을 '적폐'로 몰고 내쫓아 우리 외교의 동맥인 대미·대일 라인을 초토화한 건 뼈아프다. 일본의 경제보복을 예상하지 못해 허를 찔리고, 위기의 순간 미국에 SOS를 쳤음에도 "알아서 해결하라"는 답만 돌아온 것도 잘못된 인사에 상당 부분 원인이 있는 것 아니겠는가. 이제라도 정부는 전문성과 경험을 갖춘 엘리트들을 외교·안보 핵심 포스트에 배치해 한반도에 밀려오는 외교적 격랑에 대응해야 한다.
